The Sacramento Local Agency Formation Commission (LAFCO) met on the evening of October 7, 2024, at 5:31 PM. - Item 5: Out-of-Agency Service Agreements with Sacramento Area Sewer District (SAC Sewer) for 3200, 3220, and 3280 Leona Circle Policy analyst Christy Grabo presented the request. The three parcels, located in the Natomas unincorporated area, cannot meet county setback requirements for septic tanks (minimum 100 feet from residential walls) and minimum lot sizes (2 acres with septic; parcels range from 1 to 1.3 acres). The Sacramento County Environmental Management Department (EMD) recommended public sewer connections due to a pending threat to health and safety. SAC Sewer has drafted agreements, pending LAFCO approval. Staff recommended a categorical exemption under CEQA. Commissioner Kaplan expressed strong support, noting the area is developed and neighbors already have similar agreements. A motion by Commissioner Kaplan, seconded by Commissioner Frost, passed unanimously.
- Item 6: Update from General Counsel on Sacramento County Reclassification of LAFCO Executive Officer General Counsel Diane Gillick reported that after the previous month's meeting, she followed up with county DPS staff requesting a timely reclassification and salary adjustment for the executive officer. She also requested discussion on making the position an at-will department head; the county executive's office scheduled a meeting with the executive officer for the following Monday. Gillick stated the existing job classification is “probably fine” but not ideal. Chair Desmond confirmed he had spoken with county leadership to prioritize the reclassification and longer-term independence for LAFCO. Commissioner Jones thanked the chair and Supervisor Frost for their leadership, noting the issue had persisted for two decades. No action was taken; further updates are expected in November.
- Item 7: Executive Officer / Commission Counsel Questions and Announcements (covered under Item 8) The executive officer provided updates on two matters: (1) The RFP for the Florin County Water District review has closed; two responses received, evaluation ongoing, with a consultant selection expected in November. (2) Initial meetings with SAC Metro have begun for its Municipal Service Review (MSR), the first since 2004. The MSR RFP is expected by year-end. Commissioner Jones reported on a well-attended community meeting (80-100 people) regarding a potential merger between Saxon Urban Water District and Del Paso Manor Water District, thanking staff for the historical analysis provided.
