1:04Good afternoon, ladies and gentlemen.

1:37Name is Chris Roofer.
1:38I'm a resident of Sacramento County.
1:40From all intents and purposes and all things I know, the uh flood control project along the levy has been finished for some time in the area of Power Line Road and Garden Highway.
1:51You purchased uh about 92 acres there, used uh roughly 12 acres for the project.
1:57There would appear to be at least 80 acres that are excess uh that is uh some trees on it and has just been used last couple years for general farming.
2:05I would like to purchase the property.
2:07We sent a note uh on November in 2025 with about a dozen follow-ups, emails and letters, and we have zero response.
2:16My quest is that we would get some response, and that if you treated it as your own property, you might find that you know I'm not bargaining for price here, it's another time, but roughly a million dollars in your pocket for worthless land relative to yourselves would be of uh of advantage to you.
2:31So I'd appreciate uh you andor the appropriate people to give us uh a uh responsible answer as to what might be done there.
2:40And so that you're not the county, I guess, but uh some of you are the county, yet I guess the county would like some property taxes also, which would be benefit of a private party party open owning the property.
2:49I have no ambitions to build anything on the property, just to uh acquire it.
2:55Uh it's close to us, and so I respectfully request that I get a respectful answer in response to our request.

4:38Next item is information, the executive director's report for March 19th.
4:48It's a three-page presentation.
4:51Oh, just again, Jason Campbell, executive director.
4:57Just wanted to give you a quick little update.
5:00I've been trying to feed this to you so that you can see what's going on with the federal budgets as we're moving forward into a new fiscal year.
5:05Uh hopefully uh all the uh bills will get approved in a timely manner for 20 fiscal year 27.
5:11I'm holding my breath.
5:13But right now we are looking at uh use work plan coming out for the 26th budget on the 24th of March.
5:20Um hopefully we will see some Notomas dollars in there.
5:23I'm a little uh suspect whether or not that's gonna actually happen.
5:26So we are continuing to advance the discussion with the uh folks on the Hill as well as headquarters and the Corps of Engineers, appropriations committees and others to make sure that we're advocating for those fiscal year 27 dollars.
5:42We have put uh our requests in for community project funding to our elected officials, and we'll continue to work with them to clarify any questions they may have.
5:52Again, we're trying to advance at this point in time about a 40 million dollar request for the Natoma Space and construction work uh in coming years.
6:02In addition, uh we also have a number of activities going on up at Folsom.
6:06The uh appropriations there again are fully funded.
6:10The uh questions going into the uh fiscal year 27 is that there are a number of things that are being done at Folsom that may need a little bit of additional money in the future that has not been defined yet.
6:22So we'll keep you posted as to what's going on there.
6:26Um we will be in uh DC for the CAP to cap uh function.
6:32Uh so we're also planning on doing a little bit of double duty there.
6:37Again, we have cap to cap, and then there's also a national waterways conference legislative summit that happens every year, usually earlier in the year, but they just happen to land on the same week.
6:47So there will be some double duty from some of the staff uh that are going to cap to cap to maybe catch a couple of meetings with the Corps of Engineers headquarters folks and maybe get a side conversation going.
6:58Um along with that, we also have our five-year funding plan that we've been putting together.
7:05We are advancing our we've advanced our cash flow analysis looking at our projects.
7:10We have started some significant financial analysis and refunding engagement with our uh various uh entities that work with us on our on our bonds.
7:21So you've provided that opportunity for us to go ahead and sign those engagement letters.
7:26We are in the thick of it as far as getting the Notomas basin refunding as well as the CCAD2 2016 refundings going.
7:35Um we are targeting a May board authorization for bond issuance.
7:39Uh that bond issuance may, depending on how things shake out with the markets.
7:44Uh today was not a good day.
7:45But as I think shape up with the markets, we are looking to try and generate as much as 50 million dollars.
7:52The project demands for common features 2016 as well as the Notomas basin efforts and the fulsome efforts for that matter, uh, are gonna require a little bit of cash going forward, and it's primarily gonna be the cash that's requested from the core under our PPA agreements.
8:09So, with that, we also have our wonderful 27 budget coming up.
8:13So, preparations underway.
8:15Uh again, federal and state uh things aren't swimmingly uh well right now.
8:21So, right now we are trying to figure out what those impacts may be, and we're anticipating there might be some slowdown in match funding from the state.
8:29But again, we're gonna prepare for something that's conservative so that we can make sure that we can keep moving on our projects.
8:35And then, of course, staff is uh evaluating some strategic reductions in the spending.
8:42We have a number of consultant contracts that support projects.
8:45We want to make sure that those get right size to make sure that we're getting the support we actually need and make sure that you know we're keeping ready for the next phase of other efforts.
8:55With that, nice new picture of uh Folsom Dam.
8:58You up in the corner there, it's really hard to see.
9:01Uh a little bit of scaffolding up there on the piers at the uh gate eight.
9:05So you can see work is still continuing.
9:08Uh hopefully we can see that thing uh get that get all of those uh gates operable and make sure that that scaffolding and everything gets out of there cleanly without anybody getting hurt.

9:19What do you think the timing is on that?
9:21Well, that gate eight, the proof of concept is anticipated to be done.
9:24Uh I'm guessing in about October timeline.
9:28They've got a lot of work to do to try and get that squared up.
9:31Uh that proof of concept will then lean into what they're gonna do with the remaining gates.
9:35There may be a little bit of uh uh pause to make sure that they get that right because there's been a lot of uh interesting things going on up at that old uh facility.

9:51That takes us to separate matters and uh establishment of a finance and policy committee, two committees.
10:00Um at this time the chair and vice chair serve, and we needed a volunteer for each.
