I'm sorry.

1:20

Jack Finger.

1:21

You have three minutes to speak on item 16.

1:31

Well, good afternoon, Mayor Pro Tim.

1:33

Other members of our San Antonio City Council.

1:35

For the record, my name is Jack M.

1:36

Finger.

1:37

Mr.

1:37

Mayor Pro Tim now.

1:39

I believe we uh you're asking me to present on item number sixteen, did you say?

1:45

Two and sixteen, please.

1:46

Two and sixteen.

1:47

Very good.

1:48

Yes, sir.

1:49

All right.

1:50

Item number sixteen.

1:53

You got quite a few of them, so take me a while to pay page these pages here.

1:59

Okay.

2:00

Zoning case in district number uh district number five.

2:04

Mr.

2:05

Kest to you, that's that's in your area.

2:07

And it's about uh, well, where are the zoning staff recommended denial?

2:13

What they suggest we didn't deny about, well, it's about changing oh a residential to multifamily, like an apartment complex or something like that there.

2:24

Uh they the uh the statements on this pretty bad ones here, is about trying to make place a bed and breakfast between two extremes.

2:35

Two extremes.

2:36

One is a single family residential, the other one is the heavy industrial areas.

2:43

No buffers between those are Ms.

2:46

Castillo.

2:47

Also, another big thing we saw here is uh if you would uh look at the the floodplain uh uh shown in your area there.

2:56

So here's a map of it there.

3:00

Blow that up if you would a little bit, Mr.

3:02

Audiovisual man.

3:03

It's hard to see it there.

3:06

Yeah, the the the middle uh red blocked area is the proposal.

3:12

The floodplain is those uh diagonally crossed uh blue lines there.

3:17

As you can see, the floodplain is over half of the proposed area.

3:22

Now, and the question becomes what happens when the when a big gigantic flood uh comes and those people are flooded out.

3:29

Yeah.

3:30

Big question looming over this.

3:32

So consequently, maybe instead of just continue it, say say say no to the whole darn thing.

3:37

We're right right here now.

3:38

Thank you.

3:39

Now the other one, uh also on continuance is the uh quite a few here.

3:47

Be patient.

3:48

Yeah, um uh item number one, which is the alcohol variants.

3:53

Item two, please.

3:55

Two and six two.

3:56

Yeah, okay.

3:57

My my mistake, yes, okay.

3:59

Item number two, alcohol variants over in uh Lacklin Elementary.

4:06

Yes, the uh right near the uh right near the Lacwind Elementary School and the Virginia all Red Stacy Senior High School.

4:19

Yes.

4:21

Why does anyone want to allow alcohol to be sold right next to where school kids crossed?

4:27

Huh?

4:30

I have no idea.

4:32

But uh, why not just say say no to both of these while you have a chance?

4:36

Thank you.

4:37

Thank you.

4:38

Is there any council discussion on the items to be continued?

4:41

There is a motion a second to continue items two and sixteen to April 2nd, 2026.

4:45

Please vote.

4:54

Motion carries.

4:55

Our next items to continue to the April 16th, 2026 meeting are items eight and nine.

5:00

Is there a motion to continue the items?

5:02

Make a motion.

5:03

Second second.

5:05

Thank you.

5:06

We have one citizen signer to speak, Mr.

5:08

Jack Finger.

5:13

These are eight and nine, Mr.

5:14

Finger.

5:16

Okay.

5:17

Items eight and nine.

5:18

Yes.

5:19

Mr.

5:20

Mayor Pro Tim.

5:21

Other members of the council.

5:22

My name is Jack Finger once again.

5:25

And uh what are eight and nine deal with?

5:28

Well, they both deal with a number of red flags here.

5:32

Uh the zoning staff thought that this proposal about changing something from residential to commercial.

5:39

Yeah, it's over on Rigsby Avenue, and uh it's it's in uh well Ms.

5:45

Reagrand's in your your area there.

5:47

Yeah, you I think you've uh seen these before.

5:50

You've uh and consequence about single family home homes directly abut directly abut this used car lot and allows further commercial encroachment into the existing neighborhood.

6:05

Now, Ms.

6:06

Vigrant, these are not my words, these are from the zoning staff.

6:12

And yes, they but right there.

6:15

Yeah, that's right on Briggsby Avenue.

6:18

Why uh why can't we just simply say uh uh say say no to this uh Ms.

6:24

Via Grant and right here now and and stop putting us all through through all this torment here?

6:30

Yeah, uh please uh reexamine this and just simply say say no to it.

6:36

Thank you.

6:38

Thank you.

6:38

Is there any council discussion on this item?

6:41

There is a motion to there's a motion and a second to continue items eight and nine to April 16th, 2026.

6:48

Please vote.

7:01

Motion carries.

7:03

We will now move on to the consent agenda.

7:05

The following items are listed for individual consideration items three, four, ten, eleven, fourteen, fifteen, seventeen, eighteen, and twenty.

7:11

The remaining items on today's agenda will be considered on the consent agenda.

7:14

Do any council members wish to pull an item from the consent agenda to be heard individually?

7:21

If I may real quick, I just want to add that agenda item number 19 was going to be listed for individual because we have conditions to read in on that item as well.

7:28

Okay, thank you.

7:29

So three, four, ten, eleven, fourteen, fifteen, seventeen, eighteen, nineteen, and twenty.

7:35

We have one citizen sign up to speak for items remaining on consent.

7:39

That is Jack Finger.

7:47

This is getting monotonous.

7:56

Uh a couple items you may wish to give further consideration instead of simply rubber stamping them.

8:02

Are items of one and seven?

8:05

Seven, especially, I want to concentrate on.

8:08

The uh it's about oh changing something from industrial to uh IDZ.

8:15

And this is over in uh well, miss Ms.

8:20

Carr, that this is in your your district there.

8:22

Yeah.

8:23

Uh as she's twiddling away with her laptop there.

8:28

Yeah, uh there are a number of reasons why this is a bad idea.

8:33

A lot of people thought it was a bad idea at the zoning hearings.

8:36

Yeah, Ms.

8:37

Sakarr, the uh the Soho Crossing Homeowners Association opposed it.

8:43

Why?

8:44

Because they saw major parking problems over there, Ms.

8:49

Carr.

8:49

They don't like the fact that the prospect, because because the parking requirements are relaxed for this proposal, they fear that people and naturally soap are going to park right in front of their homes in the in the residential area there.

9:04

They don't want that.

9:05

They uh they see they say more accidents taking place because of that congestion.

9:11

And along with that, and and when you have as many as uh oh the surrounding areas of the 200 foot perimeter, the the zoning staff asks all those people around there how many of you would approve this, how many of you don't like it?

9:27

And as much as uh out of 57 notices, 10 oppose it.

9:32

That's about nearly 20 percent.

9:34

Nearly 20 percent.

9:35

When you get anything over and above five or ten percent, Ms.

9:38

Carr, uh that's a level of concern.

9:45

Uh that people are aware of what's going on there, they don't like it, and this is over on East Myrtle Street.

10:00

So uh why would you, and for that matter, every one of you here on this council want to go ahead and create all this this these headaches for all the people who still live in that area there.

10:07

So uh please, if you would uh reconsider, uh pull this one for individual consideration and say no to it.

10:15

Okay.

10:17

Thank you.

10:19

Thank you.

10:20

I'll entertain a motion to approve the balance of the consent agenda.

10:23

Motion two second.

10:25

We have a motion and a second.

10:26

Is there any council discussion on the items on the consent agenda?

10:32

There is a motion and a second.

10:33

Please vote.

10:46

Motion carries.

10:47

We will now move on to individual items.

10:49

Staff, please start with items three and four.

10:51

Absolutely.

10:52

Agenda items three and four are a plan amendment and change of zoning, amending the midtown area regional center plan from neighborhood mixed use to urban mixed use, and rezoning the property from RM4 to IDZ two with uses permitted for five dwelling units.

11:08

The property is located at 201 East Courtland Place.

11:12

Staff recommends denial.

11:13

Both planning and zoning commission recommend approval.

11:16

Staff mailed 39 notices, zero were returned in favor and zero opposed, and there was no response from the Tobin Hill Neighborhood Association.

11:24

Thank you.

11:24

Thank you.

11:25

We have two residents signed to speak.

11:27

Uh Jack Finger.

11:29

Jack Finger, you'll be followed by Andrew Weaver.

11:36

Well, hello, once again, everybody.

11:38

My name is Jack Finger, and uh once again, this uh these particular items are just as we mentioned just a moment ago in uh district one, miss carr's district, who uh decided to go right ahead with the proposal on the other one there.

11:56

Uh Ms.

11:57

Carr.

11:59

The uh the reason these have so many red flags here that you have a have a pension for trying to ignore, is because the um zoning staff, the those not just the planning staff, but the zoning staff said please don't do this.

12:16

And why did they say please don't do this?

12:18

Well, you're trying to shoehorn five units, five units where in that area where the the the ultimate maximum is a mere four.

12:31

And consequently, there are people around there who have to live in the area where there are five units shoehorned into four.

12:42

It's completely inappropriate for the area that you're placing this stuff in, Ms.

12:48

Carr.

12:49

Yeah.

12:51

I uh over over there on East Cortland Street.

12:55

Why do we have to?

12:59

Yeah.

12:59

Why do we have to keep just ignoring what the staff tells us?

13:04

Uh especially when we pay them to do their jobs and telling us, is it a good idea or a bad idea?

13:13

So, Ms.

13:13

Carr, uh please.

13:14

Uh the risk of seeming monotonous, uh, please don't do this.

13:19

Tell them no.

13:20

Okay.

13:21

As the rest of you guys as well.

13:23

You each of you, each and every one of you have your own individual vote on this one.

13:28

You don't have to go along with with the flow if you don't want to, you know.

13:32

Ah, yes.

13:33

So thank you.

13:36

Thank you.

13:37

Uh Andrew Weaver.

13:44

Good afternoon, Mr.

13:46

Um Mayor Pro Tem, Council members.

13:48

I am the applicant for the property at 201 East Courtland Place, presently zoned RM4.

13:56

I'm here to correct the zoning.

13:58

Originally, the um city staff had recommended MF 33, went to the planning commission because that would require a change of the area under the mid-cities area plan.

14:12

The planning commission approved that recommendation to you.

14:16

At the end of that meeting, Mr.

14:18

Bustamante, also the chair of the zoning commission asked that I amend my request and turn it into IDZ two with the permission for five dwelling units, which I did, which the zoning commission then unanimously approved.

14:35

It is not my intent to change this property.

14:38

My intent is to correct the zoning.

14:40

My intent for for this old 1929 house, which has parking for six, so there is one for every unit, is to be a safe and stable member of the Tobin Hill community.

14:51

I have been in contact with the Tobin Hill uh community, Mr.

14:55

Shell, and he said my request was cons uh consistent with the property and the Tobin Hill organization had no objections.

15:02

So I appreciate the time.

15:04

And uh Councilwoman Cameron has been super, so thank you very much for Cameron.

15:10

So thank you.

15:11

Subject to any questions.

15:13

Thank you, Mr.

15:14

Weaver.

15:14

Um for the we'll finish up with this item, but for the rest of public comment, we're going to reduce to one minute just so that we can retain a quorum.

15:21

Um items three and four are in district one.

15:24

Councilwoman Core, you're recognized to speak.

15:27

Thank you.

15:28

As Councilmember McKee Rodriguez said, the last name is pronounced core, like the core of an apple and not car like a car that you drive.

15:37

So core of an apple.

15:39

Um with that I motion to approve as red.

15:43

We have a motion and a second.

15:45

Please vote.

16:01

Motion carries.

16:02

We'll move on to items 10 and 11.

16:06

Sir.

16:06

Agenda items 10 and 11 are a plan amendment and change of zoning, amending the South Central San Antonio community plan from low density residential to neighborhood commercial and rezoning the property from C3NA, C1 and R4 to C1S with a specific use authorization for a non-commercial parking lot requiring the demolition of a dwelling unit.

16:27

The properties are located at 904 Pleasanton Road and 347 West Sayers Avenue.

16:33

Staff recommends approval of the change of zoning on the 904 Pleasanton Road property and denial on the 347 West Sayers Avenue location.

16:42

Planning Commission and Zoning Commission Commission recommend approval of both.

16:46

Twenty-seven notices were mailed.

16:48

One was received in favor when opposed, and there was no response from the St.

16:52

Leo's Neighborhood Association.

16:53

Thank you.

16:54

Thank you.

16:55

I have one residence time to speak.

17:07

Mr.

17:07

Mayor Pro Tim, other members of our so illustrious City Council.

17:13

Yuck Yuck Yuck.

17:15

The uh items number 10 and 11.

17:19

About the same, same case.

17:21

The uh it's about uh changing something from oh something that's commercial to actually towards residential.

17:32

But uh it's it's about uh two different uh a couple of different uh areas uh butting each other apparently but uh it's about trying to put the reason the zoning staff and the planning staff once again thought that at least part of this was a bad idea, and Mr.

17:52

Via Grand, this is in your district there.

17:55

It's about uh especially over in the West Sayers Avenue area.

18:02

They thought that trying to put a parking lot in an area surrounded by residences, surrounded by residents to the east and to the south.

18:11

Thank you, Mr.

18:11

Finger.

18:12

That's all three minutes.

18:14

One minute each.

18:16

Items 10 and 11 are in district three.

18:18

Councilmember Via Brand.

18:19

Thank you, Mayor.

18:20

I want to thank the applicant for meeting with me recently on this case and thank the zoning commission for their work and their diligent review.

18:26

I believe this proposed development will bring the highest and best use of this currently underutilized parcels.

18:32

Um the dwelling union is not a dwelling union, it's a back house, I believe.

18:36

And with that being said, I will make the following motion, motion to approve.

18:40

Second, we have a motion and a second.

18:43

Please vote.

18:51

Motion carries.

18:52

Up next, we have items 14 and 15.

18:54

We have one resident signed to speak.

18:55

Jack Finger.

19:05

Well, thank you, Mr.

19:07

Ma Mayor Pro Tim.

19:09

Other members of the council.

19:11

19:16

19:17

So it's one minute for the rest of the items.

19:24

He changed the time to one minute.

19:27

Yeah, well, I I can see why.

19:30

I mean, we have dozens upon dozens of people here waiting to speak.

19:33

I mean, I can see why I've just but uh I'll automatically take up your time there, Mr.

19:37

Mayor Pro Tim.

19:38

Yeah.

19:39

Well, anyway, 14 and 15.

19:42

Let's see, what are they?

19:43

Well, it's about changing something from uh oh residential to commercial.

19:49

And the reason these staffs on both of these guys thought that uh over here on West Hart Avenue thought it was a bad idea, is because it's surrounded by residences, residents.

20:00

There are no buffers.

20:02

For all of you who want to hear some truth here in my one minute that I have here.

20:07

The commercial encroachment resulting traffic and noise will affect the neighborhood.

20:12

What more reasons do you need to say no to this darn thing?

20:17

Huh?

20:17

Yeah, I mean, hey, if you don't like my coming up here, Mr.

20:21

Mayor Pro Tim, only put with one minute.

20:23

Hey, it's what you voted for.

20:24

It's what you signed your name with the dotted line for when you first have applied here, sir.

20:30

Thank you.

20:31

Thank you for the conclusion of your 14th minute.

20:34

Staff.

21:07

Thank you, Mayor Pro Tem.

21:09

Uh, thank you to the applicant for taking in the questions of my team on these items and the Gonzava family for providing clarification to some of the concerns from the neighborhood.

21:18

I appreciate the addition of new free parking as part of the expansion of this health care service in the community and the Gonzava team for providing the neighborhood with the dedicated point of contact if any issues arise with parking or traffic or sound concerns that may impact the neighborhood.

21:33

I also appreciate Guonzaba's commitment to trash pickup and maintenance of the street and sidewalk surrounding the facility as well as on the property.

21:40

This will help keep the neighborhood clean and support the neighbors who live around the facility as it expands with this amendment and zoning change with the commitments to ongoing collaboration and support for surrounding neighborhood.

23:18

Mayor Pro Tim.

23:19

You know, I'm I I don't know why you even give me a whole one minute.

23:23

Why not make it just 15 seconds or 30 seconds?

23:26

I mean, you see the hundreds of people lined up before me.

23:29

I mean, you don't have that kind of time now, do you?

23:32

Huh?

23:32

Huh?

23:33

Yeah, 17 and 18.

23:36

Well, it's about uh putting some old trailer park homes, service stores, and so forth.

23:41

What did the staff say about it?

23:43

Well, you want to place industrial use rights next to the residential homes on one side, apartment homes on another, and moderate commercial uses to the north and west with no buffers.

23:54

No buffers.

23:56

Uh, Mr.

23:58

Galvan.

23:59

You really want to say yes to this and let your people suffer as time goes by.

24:04

Yeah, well, my golly, uh you certainly know what's best.

24:11

Thank you.

24:11

17 and 18 are in district six.

26:35

Yeah, uh item number 20 is about uh putting well residential into uh well into something where it's it's really inappropriate.

27:03

Audiovisual man.

27:04

See what you can see with the underlined area there.

27:08

A little more if you would basically there we go.

27:13

Oh yeah, got so much time.

27:15

Requested zoning changes inconsistent with the established land use.

Furthermore, etc.

27:29

etc.

28:02

Uh it's intended to provide parking for the adjacent food truck park in anticipation of future amenities.

28:10

Uh rather than placing the parking spaces uh within the park within the food truck park itself.

28:15

It's gonna be uh right there next to it.

28:18

Uh the community supports the item and um the zoning commission also um approved this uh this particular item.
