All right.

1:36

Uh I think we will go ahead and begin.

1:39

You will have three minutes to discuss the items we will be considering today.

1:43

That includes uh items for continuance and items on consent.

1:48

So you will have three minutes.

1:50

Uh Jack Finger, you have you can come up to the podium.

1:54

You will be speaking on items nine, one and two, three, and twelve.

2:00

You have three minutes.

2:10

Other members of our San Antonio City Council.

2:13

The record my name is Jack M.

2:15

Finger, and uh few items I wish to bring to your attention on this portion of the agenda.

2:20

Yeah, well, the uh one of them, I guess the most important one is item number item number nine.

2:30

The uh it's about placing a uh well it's about placing the three dwelling units, shoehorning them in a little uh uh piece of property over in uh well in the Miss uh Madam Merit's in your your district uh district three.

2:52

And uh the big the big thing about this one is that I mean you had so much opposition to this thing.

2:59

Uh I'm I'm just repeating what uh I saw in the all the documents.

3:04

It says that uh 29 notices that 10 were opposed.

3:08

That's uh that's over a third.

3:11

When you get anything over the over five or ten percent, you you really have a controversy there, yeah.

3:17

And uh outside of the 200 foot-foot uh barrier was you had at least 10 people could come up and say we don't want this either.

3:27

Maybe maybe they think it's just a bit too too uh too dense.

3:32

Do you think?

3:34

So yes, uh you had five people come down to the zoning commission and say no, we don't want this.

3:41

Yeah, that's that is really in the Highland Park Neighborhood Association say we don't want it either.

3:49

Over this is all over in Caton Avenue.

3:51

So maybe just say uh instead of just continuing the thing, why not just say and say no to the whole whole darn thing today, you know?

4:00

Now, um, also a few other items we wish to bring to your attention.

4:04

Uh the uh this is uh over in District One.

4:08

Uh this car isn't here.

4:09

I don't know who's carrying the water for over there, but you got uh uh a used car lot over on uh on Bassie Road, like we really know the need another uh used car lot there.

4:20

And uh, let's see uh just going by the numbers.

4:25

Uh number three.

4:27

Uh item number three, a tattoo parlor.

4:29

Yes, I don't know if you saw that buried way down deep in the in the wording there was tattoo parlor and a and a by body piercing studio.

4:39

Yeah, that's what you have on item number three.

4:42

I wish y'all would uh say say no to that one too.

4:46

And of course, number 12 is a paint and body shop over on uh Callahan Road.

4:51

I mean, this is over in Ms.

4:53

Gavito.

4:54

I don't know, I don't see Ms.

4:55

Gavito here today, and I don't know who's doing this for her, but uh y'all may want to say no to this because that body shop much more intense than the car repair shop there.

4:59

This it's but it's uh the noise and all the owners are going to the smells are going to reach over to the residents, just just a block away.

5:14

So yes, please uh look at all those things.

5:20

Thank you, Jack.

5:21

We will move on to the next speaker, uh Mariana Goana, uh item number one and two that's on consent.

5:29

Would you like to speak?

5:31

You'll have three minutes.

5:35

Hi, good afternoon.

5:36

Um my husband and I actually own that property on 1315 Bassey Road.

5:42

We also have a car lot on 1203 Bassi Road.

5:45

So this is just an extension of our current business.

5:50

Um Bassi Road for more than 10 years, we've seen how this street has grown.

5:57

And a lot of the car lots that started off on San Pedro um have brought enough business for car lots to move on to Bassi.

6:04

So I think it is actually something really positive for the area.

6:07

Um there it makes it look cleaner, um, higher taxes.

6:12

You know, we we we maintain um not only the street but the entire area, and we've made it our our business and our home for about 15 years now, and I think it's actually something positive instead of just having you know vacant lots and um unfortunately there has been some uh menacing around the area, but as the car lots clean up and you know we have cameras, we help other neighbors.

6:39

I know there's like the princess store right there, um, there's just across the street, there's there's a little um office that has uh uh counting, and so I think that it is actually something very positive for the area.

6:53

And we have all you know, we've we've been following all everything that has been asked of us, and I think that the rest of the dealers in that area actually do the same and maintain um a better looking Bassie Road.

7:07

Thank you.

7:09

Next speaker uh for consent item number seven, Gwendolyn Vanderpool.

7:25

John mean by consent.

7:28

What what does that mean?

7:29

Consent.

7:32

I can explain it.

7:33

So um essentially the council I'm I'm right here.

7:36

Sorry, ma'am.

7:36

Look to your right.

7:37

So essentially the council's gonna consider a bunch of items at once.

7:41

Um there's uh not necessarily um any large discussion about them, and so I think your item is a part of that consent agenda.

7:48

That's what it means.

7:49

Yes, sir.

7:49

Oh, okay.

7:50

I'm sorry, can I get my time?

7:53

I'm sorry.

7:53

Oh yeah, that I used your time, they'll give it back to you.

7:56

I'm sorry, yeah, yeah, yeah.

7:57

I'll start my timer.

7:58

Yeah.

7:59

Yeah.

8:00

Never been here before, obviously.

8:06

Oh.

8:08

Yes, I believe.

8:09

Okay.

8:10

Okay.

8:11

Um, my name is Gwen Vanderpool, and I'm here for whatever numbers on the agenda.

8:15

And uh they uh he was saying the proposal that there was no homeowners association, so I'm giving all that information about the existing homeowners and association.

8:25

So um so there's being a proposal being put forward to rezone it, and it would drastically uh impact the residents of Paloma Park, uh subdivision in the surrounding areas.

8:36

It would contribute to additional traffic of thousands of vehicles, and uh this uh rezoning, it would require also the paving of Stanish Road and Wycold Road, so the city would have to do that and also do the utilities for that electrical and plumbing and uh flooding uh mitigation as well.

8:56

Um there is no easement on the back of the property between the subdivision and this proposed property.

9:03

So I would ask that if it was developed, that maybe a berm would be placed there.

9:08

So you would have uh light noise and uh uh pollution uh mitigation there for as well.

9:15

Um so as property owners, uh, we were uh asked that what we would like for this property parcel uh to be developed as, and if it would not be donated to the city for a city park, then perhaps something like a nursery.

9:29

So it would be wonderful to be donated for fitness trails, jungle gyms, benches, or trees, but if not, then perhaps a nursery.

9:43

Um, again, uh this truly is a site that will be surrounded by commercial activities not only to the north of it, but also to the east of it and to the west of it would be loop 1604.

9:55

So uh the Paloma Park subdivision would be sandwiched in between all of that 24 7 activity of additional traffic, light, noise, trash, uh pollution, and traffic.

10:08

And this parcel of land is slightly elevated, and it would need to have uh some kind of rain runoff mitigation.

10:15

I don't believe a French drain would quite uh cut it for for this.

10:21

So uh I'm the only homeowner uh represented because it's a brand new subdivision, and most uh people are still moving in and don't even know where their mailbox is.

10:30

So despite this uh mail being um mail to all of the uh people within the 200 feet, they may not understand exactly what's going on just yet.

10:40

So I just ask that y'all respectfully um consider these things when you make your decision.

10:47

Thank you.

10:50

Thank you.

10:51

Next up on consent items 10 and 11.

10:55

Jasmine Herrera.

11:03

All right, we'll move on to the items.

11:06

Item to continue to June 18th, 2026.

11:09

Meeting is item number six.

11:11

Is there a motion to continue this item?

11:17

Uh there is a motion and a second.

11:22

Any discussion?

11:24

Please vote.

11:28

Aye.

11:40

Motion carries.

11:41

All right, next item to continue to the August 6th meeting is item number nine.

11:46

Is there a motion to continue the item?

11:48

Motion to continue.

11:50

We've got a motion and a second.

11:52

Is there council discussion to be had on this item?

11:56

If there's no, if there's no uh discussion, we will take a vote.

12:03

There's a motion and a second, so please vote on item nine.

12:08

Aye.

12:12

Aye.

12:16

Motion carries.

12:18

All right.

12:19

We will now move on to the consent agenda.

12:22

There are no items listed for individual consideration.

12:25

The remaining items on today's agenda will be considered for the consent agenda.

12:30

Do any council members wish to pull any item from the consent agenda to be heard individually?

12:41

All right, is there a motion to approve the balance of the consent agenda?

12:47

Motion to approve relevant to the consent agenda.

12:49

Do I have a motion and a second?

12:52

Any conversation, any discussion?

12:55

I just have a quick comment.

12:57

Councilman Corps.

12:59

I just want to highlight that we I think are our second TOD zoning today, TODMX3, and want to highlight camera 9 for uh making that happen.

13:10

Thanks, Mayor Person.

13:12

Thank you.

13:12

That concludes council discussion on the consent agenda.

13:15

There is a motion and a second to approve the consent agenda, which are items one, two, three, seven, eight, ten, eleven, twelve, and thirteen.

13:26

Please vote.

13:30

Aye.

13:33

Aye.

13:34

Motion carries.

13:39

That concludes today's zoning and land use session.

The time is now 2 17.

13:44

The meeting is now adjourned.

San Antonio Zoning and Land Use Session - June 4, 2026

The City of San Antonio Zoning and Land Use session was called to order at 2:03 PM on Thursday, June 4, 2026, with a quorum present. Items 4 and 5 were postponed and not discussed. The council considered several continuances and then approved a consent agenda comprising multiple items.

Consent Calendar

  • Items 1, 2, 3, 7, 8, 10, 11, 12, and 13 were approved en bloc via a consent agenda. Only Councilmember Corr offered a brief comment highlighting that item 9 (later continued) involved a second Transit-Oriented Development (TOD) zoning (TODMX3) in the area.

Public Comments & Testimony

  • Jack Finger spoke in opposition to items 9, 1, 2, 3, and 12. He argued that item 9 (three dwelling units on Caton Avenue) faced significant opposition: 10 of 29 notices opposed (over a third), five persons testified against it at the zoning commission, and the Highland Park Neighborhood Association opposed it. He urged rejection rather than a continuance. He also opposed the used car lot on Bassey Road (item 1/2), a tattoo parlor and body piercing studio (item 3), and a paint and body shop on Callahan Road (item 12), citing density, noise, and odor concerns for nearby residents.
  • Mariana Goana spoke in support of consent items 1 and 2 (used car lot at 1315 Bassey Road). She stated that she and her husband own the property and an existing car lot nearby. She argued the lot would be an improvement over vacant lots, help clean up the area, increase taxes, and deter crime through cameras and maintenance.
  • Gwendolyn Vanderpool spoke on consent item 7 (rezoning near Paloma Park subdivision). She expressed opposition, citing increased traffic, need for road paving (Stanish Road and Wycold Road), utility extensions, flood mitigation, and lack of an easement. She suggested the parcel be used for a city park or as a nursery, and requested a berm for noise/light mitigation if developed.

Discussion Items

  • Item 6 was continued to June 18, 2026, by unanimous vote with no discussion.
  • Item 9 was continued to August 6, 2026, by unanimous vote with no discussion. The item involved placing three dwelling units on a property in Councilmember Maria's district (District 3).

Key Outcomes

  • Item 6 continued to June 18, 2026 (motion carried, all ayes).
  • Item 9 continued to August 6, 2026 (motion carried, all ayes).
  • The remaining consent agenda (items 1, 2, 3, 7, 8, 10, 11, 12, 13) was approved en bloc (motion and second; all ayes).
  • Meeting adjourned at 2:17 PM.
