San Antonio Zoning & Land Use Session – August 20, 2026
The San Antonio City Council convened a zoning and land use session at 2:03 PM on Thursday, August 20, 2026, with a quorum present. The meeting was adjourned at 2:49 PM. The agenda included continuations, a consent agenda, and individual items for discussion and votes.
Consent Calendar
- Items Withdrawn: Items 7, 13, 22, and 23 were withdrawn and not considered.
- Continuations:
- Item 25 (District 5) was continued to September 3, 2026. Public speaker Jack Finger urged denial, citing the applicant as a “bad actor” due to unpermitted construction, threats to West Side Creeks water quality, and opposition from the Prospect Hill Neighborhood Association. Despite his comments, the council voted to continue.
- Item 24 (District 5) was continued to September 17, 2026. Speakers Avet Randon and Jack Finger opposed the continuation, noting 30 petition signatures and opposition from the Via Esperanza and Kelly Park Neighborhood Associations. The speaker argued the request—parking and long-term storage with an 8-foot fence—introduces industrial use into a mixed commercial/residential area. Council voted to continue.
Public Comments & Testimony
- Consent Agenda – Item 2 (alcohol sales): Jack Finger urged the council to pull Item 2 for individual consideration, stating the Tobin Hill Neighborhood Association opposed the zone change from non-alcohol to alcohol sales near downtown. The council did not pull it; the consent agenda was approved as presented.

Is there a motion to continue the item? Okay. We have one individual that has signed up to speak on this item. Mr. Jack Finger. Madam Mayor, other members of the San Antonio City Council. My name is Jack Finger. Wish to present an item or two to you about this portion of the agenda. Item number 25. Item 25 is just want to make sure we got this straight. So item number 25, correct? Okay. This is in uh district five. Ms. Castillo. I did some research on this. The uh you've got a quite frankly, ma'am. You've got a a bad actor here. He uh well basically his case was continued several times not once but several times over at the zoning commission. He's already continued it once over here. He uh according to the zoning staff, he has engaged in construction without without the required permits or the mandatory technical review essential for the West Site Creeks and the water quality protection area there. He uh development process the development poses a direct threat, a direct threat to the public health of the people there and the water quality of the West Side Creeks. I mean, this is in your area, your people. Also, it undermines, and I'm just going by what uh the the staff said, it undermines the uh the the area rezoning your residents have not your area residents have not been properly buffered against what he's proposing here. Maybe that's why the Prospect Hill Neighborhood Association opposes this thing. You know, instead of uh continuing it, maybe finally someone should just simply say no to this person. Thank you. Is there any council discussion on the item to be continued?
