Um Miss uh Richard, do you have anything to say or add or yes, if time permits, I'd like to just say something brief.

Um so I uh would just like to again very briefly just go over kind of my time on the department.

Um I spent a lot of my time as um uh face of the department, if you will.

Um I have if you look up the joint SCP D now um website, you'll find my face there.

If you look up um how to complete the um the standards for getting through the physical um part of the hiring process, you'll find a video of me demonstrating them there.

Um, if you look at any photographs from any of the graduations from the past five years, um you'll see that I have sang the national anthem of at least 15 of them.

Um that also includes ceremonies like the police officers association, award ceremonies, um, their annual Christmas parties, the women's conference, and I've also saying um at PeCo Park, and just fostered a really great relationship with everyone that has been mentioned.

So that said, I I do believe it would be um very heartbreaking for me to have that position taken just for the sake of not having child care set up.

Um we're still working through that actively as a family.

Uh my closest relatives are about an hour east or an hour south, depending on um depending on traffic, and they all have full-time jobs and children's of their own.

Um I'm not able to utilize child care through the department because um our child is not vaccinated, and that's a child that's a decision we've chosen as a family that we um plan to stick by so um we're still we're still working that out um and so if it's if it's determined today that I'm not able to go back to that position I completely understand um I just wanted to be able to give you a little bit of um context of my experience on the department so I really do appreciate your time thank you so much from the police department chief shark is on online yes good good afternoon commissioners uh officer brushard's right she's an outstanding officer she has a stellar reputation she's gone above and beyond um with engagement with the community as far as performing the national anthems and all the uh outreach in addition to the work that she does on a routine basis it's the standard practice for the department to put names on list rather than job save as we continue to try and hire people and then as people want to come back they do have to go through a process where they are backgrounded um and deemed fit to come back to duty as a police officer after they've left the department um I am still new in this role of assistant chief and in doing research um I was told that we generally uh do not allow people to job save in these positions so we can hire uh behind the openings but there's nothing derogatory in this officer's file that I'm aware of thank you chief um so uh is there anyone who wants to make a motion uh I'll go ahead and make a motion uh to uh to go ahead and uh uphold the department regulation to modify a name on eligible list yeah okay motion dies for no second is that correct anybody else want to make a motion yeah I make a motion that we uh approve the request for a one year special need about pay in the April 23rd 2027 with the job to be saved okay is there a second second all right we've got a motion in a second uh we'll go ahead and vote Commissioner Monero yes commissioner uh more yes commissioner yes I guess uh so the uh motion passes unanimously all right number 12 item 12 is a request from Marcos Para utility worker one for a six month special leave without pay ending August 1st 2026 with his job to be saved Mr.

Parra is a requesting this leave for medical reasons the public utilities department recommends modification of this request to name on eligible list has been employed with the city since May 4th 2020 his most recent performance evaluation was meet standards the department is present to answer any questions you may have this is that Mr.

Potter, I don't, he's a good worker, and the only thing that we've based our decision was the level of vacancies in the anticipation of being able to hire after the fiscal year.

And so with the level of vacancies we have and the responsibilities that we have to the residents as far as removing you know sewage and other public health concerns.

We had to weigh our options, and it seemed that holding the job wouldn't be in the best benefit of the services that we're able to provide.

So that's the reason we chose the name on eligible list.

Item 13 are proposed revisions to the addendum to the personal manual index code D3.

During the salary review process, the civil service commission approved classification title changes, classification deletions, and new classifications which have now been approved by the city council as part of the salary order.

Some of these classification title changes, deletions, and new classifications impact the career advancement classifications listed in the addendum to personal manual index code D3.

As a result, staff recommends revising the addendum to personnel manual index code D3 as indicated in the attachment for this item.

I really like what we're doing with the uh the career advancement opportunities uh in that ladder, uh and about the personal problems on that in the last few years, and so I'm gonna move to approved uh, go ahead and second.

Item 14 is a request from the Department of Information Technology to exempt a program coordinator position of the classified service.

The position will administer and oversee cybersecurity policies and controls that govern the security management of information systems across all city departments, the position will provide direction and decision-making support to department staff, city business units, and project teams responsible for cybersecurity controls, risk mitigation, and compliance requirements.

Develop, implement, and refine citywide information security controls standards and operational procedures, and formulate and administer policies and core components of the city's cybersecurity program.

Staff has reviewed this request and finds that the duties and responsibilities of this position meet the intent of city charter section 117.

Staff recommends approval of this request.

I am also not aware of any opposition to this request.

So with that concern about middle managers, you know, as we've been hearing through everybody process, there's no the department is authorized to make this out because it got this far, right?

Um, Council has not voted on it yet, so there's still an opportunity for council to say no, and they'll have a future opportunity, but our job here is staff to the commission is just to bring this forward to you guys, and then you guys can either agree with us or not and then move it on to council.

Item 15 is a request from meeting update of the commission on various personnel related items.

Today I'll be providing an update on the city's expanded California Department of Justice subsequent arrest notification service, the completion of the annual contracting out exemption review process for FY27, and the launch of a new career pathways resource.

So, as a reminder, the city has long participated in the city in California's Department of Justice subsequent arrest notification program, which provides notification of arrests occurring within California for individuals who have been fingerprinted as part of the background investigation process.

This program has served as a key tool in supporting the city's ability to monitor criminal history information relevant to employment suitability.

Recent changes in state law have expanded the DOJ's authority to participate in the FBI's national RAP back program.

This expansion allows participating agencies to receive qualifying arrest and disposition information from federal jurisdictions and other states in addition to California based position.

This represents a meaningful enhancement in both scope and timeliness of available background information.

Personnel has now enrolled in this expanded service.

As a result, the city will receive more comprehensive and timely criminal justice notifications for future applicants and employees who are fingerprinted through the background investigation process in our office.

This enhancement strengthens the city's ability to assess ongoing suitability for employment and improve the city's capacity to identify relevant criminal justice events across jurisdictions.

It also reduces reliance on periodic read fingerprinting to capture auto state arrests, helping to streamline the background process while we um while reducing organizational risk.

Up next is a follow-up to our prior to a prior request from city administration in connection with AB339 compliance.

Personnel has also completed its annual review of all items proposed for addition to the contracting out exemption list for FYT7.

As the commission may recall, this annual review process was established to ensure proposed exemptions are evaluated to determine whether the associated duties could have reasonably been performed by classified positions and to identify any items that may warrant further discussion with city administration prior to inclusion of the trees.

This marks the completion of the first full annual cycle under the updated review process.

Personnel will continue conducting this review each year as part of ongoing AB 339 compliance efforts, ensuring the exemption just remains current, appropriately justifies, and aligned with the city's classified service structure.

Finally, today, personnel has recently launched the new career pathways resource on its webpage, designed to improve visibility into internal career advancement opportunities and support both employee development and recruitment.

The resource includes visual career pathway charts for selected job series showing potential progression routes between classifications along with direct links to detailed classification information.

This tool was created to make career development information more accessible and easier to navigate previous resources than previous resources while also supporting transparency around advancement opportunities with the city.

So as you see on the screen here, I wanted to give you guys a little bit of a visual to see what we have currently, and this is the D3 addendum.

You guys voted to amend that today, but this is what the candidates see if they want to understand what the opportunities are for them to be hired at a lower level and then career advance up through.

And so this only goes up to the journey level and it's very dry.

So what we did is what staff did we took each one of these and broke it out into its own page.

You can see here on the left where you can see the career advancement opportunities on the left, as well as we've added on to what the other classifications within the series are.

What this is what we're hoping to do is give the full picture of, hey, if somebody comes to the city and I want to be an accountant for, how do I do that?

Well, you can go to this page and check out the accountant series and see this would possibly be the standard workflow for the coming accountant for.

In addition to that, and so the well, first of all, say the competitive growth opportunities are not listed in D3.

Right, so all that was in our original D3 is what you can underfill.

So we've expanded that way.

In addition to that, you can click on any one of the job titles here within the chart, right?

And go to the next page, and what it's going to do is it's going to bring up the class specifications.

It's going to have to pay the duties, what the minimum qualifications are, all of that.

And so while this is we just launched this this week, we've been working on it for a long time.

Um, we're going to continue to make it better, but our goal here is to be able to use this as recruiting events and just help people have a more user-friendly experience and understanding what opportunities are available to the city.

Because I can tell you from my perspective, when I got hired in the city, I was a management trainee under Phil.

I didn't know what that meant.

This doesn't take care of all of that, but I think it gives a little bit better of a picture for that.

So that's just that's just the visual for you guys to see kind of what we've got on our website now.

Semi-hagos did as well, but this idea came from our OSS, so office support specialist, um, who noticed other uh cities and agencies had a nicer, more user-friendly process, brought the idea forward, and then the team worked on it to implement.

He left the department, but it's just a great example of any employee in this department can come up with a great idea and actually make proactive change.
