And if you could stand and follow me, that would be wonderful.

0:52

I pledge allegiance to the flag of the United States of America.

0:57

And to the Republic, which is stands one under liberty and justice for all.

1:08

Thank you.

1:08

My name is Ron Mortimer, and I'm chairing the meeting tonight, and we'll introduce the planning commission.

1:14

We do have one who is online who's uh not here physically, but we'll have them introduce themselves also.

1:21

So if we could start with Craig Kitterman, uh Danny Schoenfeld.

1:26

Steve Wrigley.

1:28

And Mike, can we test Dave's Dave Bromley?

1:34

I'm here.

1:35

We got you, Dave.

1:36

1:37

All right, we'll now turn some time over for staff to do introductions.

1:41

Okay, thank you.

1:42

Um I'm James Sornson, the community development director.

1:45

We have several staff members uh with us tonight.

1:48

A lot of items on our agenda tonight.

1:50

I'll just ask each staff member to just raise their hand when I uh introduce them.

2:48

We met earlier in the executive session at four o'clock, which included a field trip to all of the sites that are on the agenda tonight.

2:55

And so we'll jump right in now with our first item, and that is Hidden Hollow Annexation.

3:03

All right, let me advance.

3:09

I got a happy trigger there on the finger.

3:11

So this is the Hidden Hollow Annexation.

3:13

This is located up at 10665 South Timpledale Road and 3075 East Deer Hollow Drive.

3:20

Got two different parcels.

3:23

It's uh about five and a half acres.

3:26

And this is um currently zoned R143 in the county, so 43,000 square foot minimums.

3:33

And so in Sandy, we're proposing to annex these two properties and zone them to R140A.

3:39

So that'd be residential single family, 40,000 square foot lot minimums with animal rights.

3:45

Uh and that is very comparable to the surrounding properties that are already in Sandy.

3:50

So this property is proposed to be annexed, and there will be a proposed subdivision on the larger parcel.

Sandy City Planning Commission Meeting - May 15, 2025

This regular meeting of the Sandy City Planning Commission was held on Thursday, May 15, 2025, at 6:15 PM in the Council Chambers, following a field trip conducted at 4:00 PM to all agenda sites. The commission considered a variety of items including an annexation, a rezone, a subdivision, an amendment, two daycare conditional use permits, and three accessory structure conditional use permits. All votes are recorded with tallies.

Consent Calendar

  • Minutes: The minutes from April 3, 2025, and May 1, 2025, were approved by unanimous voice vote.
  • Development Report: The development report for May 1, 2025, was noted without separate vote.
  • Director's Report: Staff introduced a shared digital calendar to track commissioner availability for future meetings to ensure quorum.

Public Comments & Testimony

  • Hidden Hollow Annexation: No public comments.
  • Jordan Credit Union Rezone: No public comments; one person attended the neighborhood meeting without comment.
  • Sandy Station Block 20 Subdivision: No public comments.
  • GSL Electric Campus Subdivision Amendment: One neighbor spoke requesting clarification on a street widening and limited-use private street. Staff explained the dedication of an 18.5-foot-wide easement along Sandy Parkway for public sidewalk and utility access.
  • Wijdan Khadhir Daycare: No public comments; staff noted no written neighbor concerns.
  • Canny Kids on Hidden Circle Daycare: Multiple neighbors spoke in opposition citing traffic, noise, safety concerns, and property value impacts. Residents described a busy cul-de-sac, dogs barking, children running into the street, and privacy issues. The applicant (Saraya Schmickrath) explained her drop-in daycare model and stated she had been operating with up to 12 children per day (within the 24-stop limit). Staff confirmed the trip counts from the daycare were within allowed limits.
  • Sandgren, Edwards, Lamb Accessory Structures: No public comments.

Discussion Items

  • Hidden Hollow Annexation (Item 2): Proposed annexation of two parcels totaling ~5.5 acres at 10665 S. Dimple Dell Road and 3075 E. Deer Hollow Drive, to be zoned R-1-40A (single-family residential). Staff recommended approval. The commission voted unanimously to forward a positive recommendation to the City Council.
  • Jordan Credit Union Rezone (Item 3): Request to rezone 0.98 acres at 9260 S. 300 E. from R-18 to PO (Professional Office) to conform to existing credit union use. Staff recommended approval. The commission voted unanimously to recommend approval to the City Council.
  • Sandy Station Block 20 Subdivision (Item 4): Revised architectural evaluation for a two-lot subdivision in Historic Sandy. The applicant changed the previously approved two‑story design to a single‑story home. The Historic Sandy Development Overlay Committee found the new plan superior. The commission voted unanimously to approve the revised evaluation.
  • GSL Electric Campus Subdivision Amendment (Item 5): Consolidation of two lots at 595 W. Sandy Parkway into one lot. Staff recommended approval. The commission voted unanimously to approve the preliminary amended plat.
  • Wijdan Khadhir Daycare (Item 6): Conditional use permit for a Category 2 home occupation daycare (up to 16 children) at 8535 S. Littlewood Circle. The applicant reported a waiting list and sought expansion. The commission voted 4-1 (Craig Kitterman opposed) to approve with conditions.
  • Canny Kids on Hidden Circle Daycare (Item 7): Conditional use permit for a Category 2 home occupation daycare (up to 16 children at one time, 18 per day) at 11617 S. Hidden Circle. The applicant already operated a drop‑in service. Neighbors voiced strong opposition. An initial motion failed 3-2. After additional discussion and input from the city attorney, the commission reconsidered and voted 4-1 to approve, adding a condition requiring a no‑backup maneuver traffic plan communicated to all clients.
  • Sandgren Accessory Structure (Item 8): Conditional use permit for a 924 sq ft, 18‑ft‑tall accessory building at 9195 S. Laura Anne Way. Approved unanimously.
  • Edwards Accessory Structure (Item 9): Conditional use permit for a 744 sq ft (total 824 sq ft with existing shed) accessory building at 10157 S. 2020 E., with reduced setbacks and increased height. Approved unanimously.
  • Lamb Accessory Structure (Item 10): Conditional use permit for a 1,785 sq ft, 23‑ft‑4‑in‑tall detached garage at 10746 S. 455 E. The applicant indicated future ADU potential for an ailing parent but agreed to comply with current code. Approved unanimously after amending the height cap to 23 ft 4 in.
