This meeting of the Sandy City Council and Mayor, convened on November 18, 2025, to address fiscal year-end carryovers, a contentious public hearing regarding a property rezoning application following the 2025 general election, and canvassing of election results. The session included extensive public testimony reflecting deep community division over campaign conduct, with citizens offering strong positions of support and opposition regarding the behavior of candidates and the integrity of the recent election. All right, welcome everybody. It is 5 15 on November 18th. Welcome to our city council meeting this evening. We will go ahead and begin the meeting with uh a prayer and the pledge. Do I have any volunteers for the prayer tonight? Mr. Pace. Our dear Father in Heaven, we're grateful for the opportunity to gather tonight as a community. We're grateful for our government. We're grateful for the opportunity to choose our elected leaders. We're thankful, Father, for these elected leaders who have uh chosen to serve this community. We pray, Father, that thou wilt be with them that as they make decisions that those decisions will be the best decisions for our community. We're grateful to live in this community and to enjoy the many rich blessings we have here, and we say this in the name of Jesus Christ, amen. Thank you. If you have everybody will rise and retrieve the Pledge of Allegiance along with me. I'm Shane Pace, City Administrator. Lynn Pace, City Attorney. All right. Thank you, everyone. Before we jump into the agenda, I just want to give a quick commentary on the citizen comment period. So per policy, our council policy, the citizen comment period will not begin before 6 p.m. And so at a time at 6 p.m. shortly thereafter when there's an appropriate break in the agenda, we'll go ahead and come back to that. There are blue cards in the back of the room on the table back there. If anybody is interested in making public comment, please feel free to fill one out and then you can bring it up here to our council executive director, and they'll come to me and I will call them in the order that I receive them. All of those items have an opportunity for the public to speak to them. So if you want to speak to an agenda item specifically under the public hearing or voting items, please note that on your card. Otherwise, I will call all of the comments during the general citizen comment period. So we're gonna go ahead then and go get into our item number one, which is a public hearing. Okay, thank you, Council Chair. Um just as a recap, and for those that may have not been listening in last week, um this is uh year-end process for our fiscal uh fiscal year end, which ends June 30th. Um essentially what we're doing tonight is carrying over projects that were not completed at the time, or maybe um are midway through the process. Uh, and so we're carrying those projects over. Some some of those may have been finished, and there may be some excess money, and so we reallocate or recommend reallocation of those funds.
