Speaker 3

0:28

It means it's in practical, right?

Unassigned speaker

0:31

Like

Speaker 3

0:31

so, why are we doing a plan

Speaker 1

0:33

0:34

So uh that language is taken directly.

Speaker 4

0:36

Recording in progress.

Speaker 1

0:38

Interesting.

Unassigned speaker

0:41

That

Speaker 3

0:41

it's definitely around the word.

Speaker 5

0:47

There's a few ways that you can get out of doing a stationary plan.

0:51

And so you just have to prove that your area is impractical.

0:54

Oh, that's not share political reasons, which I'm sure.

Speaker 3

0:57

Oh, is that what it is?

0:57

Yes.

0:58

If you prove that you're in practice, it's impractical, you can get out of it.

1:02

You can get out of

Speaker 1

1:02

it, yeah.

1:15

Let's pass a law.

1:16

Um

Speaker 3

1:17

tell

Speaker 1

people

Speaker 3

1:18

how to get around

Speaker 1

However,

Speaker 3

1:36

I run short ass.

Speaker 1

1:39

Yeah.

Speaker 3

1:39

Go ahead.

1:43

Nothing on there that's off first, it was whatever.

1:46

Really?

1:47

Yeah.

1:48

Okay.

1:52

Oh, same thing, but all that core of the meetings that I saw on Tuesdays.

1:57

Now, if you do that, um I can figure out where it should make it.

2:03

We was pleased that you got to see it.

2:06

Well, we learned from the city council how to

Speaker 5

2:10

extend the

Speaker 3

2:11

book for traffic.

2:12

Technical difficulties for some representative.

2:15

I kept

Speaker 1

2:16

looking at full.

Unassigned speaker

2:29

Well,

Speaker 6

2:29

I heard they had an even key one.

2:31

So let's let's focus back on this one and then we're gonna go over that, right?

2:36

We can

Speaker 1

2:36

cover the rest.

Speaker 3

2:37

Okay.

Speaker 1

2:38

So a couple of years ago, states put a requirement in the state code that cities within a half mile radius of a fixed guideway public transit station had to adopt a stationary plan and then had to follow that up with land use regulations to implement that plan.

2:55

So uh Sandy State, Sandy City has Sandy City has uh has actually has seven stations that apply where a portion of that half mile radius extends into Sandy City's boundary.

3:09

So we have four stations located in the city, and then two track stations in Brafford that put the city boundaries, and then the front runner station, South Georgia extending the city's boundaries.

3:22

With the general plan, we adopted five of those, and uh there's two remaining.

3:29

We have by the end of the year to meet the requirements.

3:33

The purpose of the state's requirement here are the objectives, increased housing affordability, more sustainable environmental conditions, and access to opportunities, increase transportation choices and connections.

3:47

The state code does allow for an exception.

3:50

Um a municipality has determined that it's in practical um to meet the requirements, uh the city can uh adopt the resolution stating the conditions by where they determine that it's a practical, and uh then that will waive the exempt the city from the requirement actually prepare a whole stationary plan.

Meeting Overview

On October 1, 2026, the Sandy City Planning Commission met to discuss station area plan exemptions, an update on the adopted ADU ordinance, and three land use applications. Commissioners unanimously approved a conditional use permit for a detached garage, a one-lot subdivision, and a property consolidation and road dedication for a county trailhead. No consent calendar items were considered.

Public Comments

  • Steve Van Marin (Draper resident, attending online) asked about the ownership and maintenance of the Badger Cove road and trailhead. Staff clarified that the property is currently owned by Sandy City, will be conveyed to Salt Lake County, and the county will maintain the road and snow removal.

Discussion Items

  • Station Area Plan Exemptions: Staff presented a resolution to certify impracticability for two Draper rail stations (Kimballs Lane and Draper Town Center) whose half-mile radii barely extend into Sandy City. Combined, Sandy City’s portions total 110 acres with minimal development opportunities (a detention pond, a school, a park, and a steep hillside). The resolution will go to the city council for adoption and submission to WFRC by year-end per state code. Commissioners agreed with the staff recommendation.
  • ADU Ordinance Update: Staff reported that the city council adopted the ADU ordinance on September 15, 2026, with modifications: maximum height limited to 18 feet (story and a half), total floor area capped at 2,000 square feet, parking reduction near transit removed, and two internal ADUs allowed on lots 20,000 square feet or larger (only if no detached ADU). The council requested a review in one year. Staff is tracking inquiries and developing public information materials. Commissioners noted it is a starting point.

Key Outcomes

  • Prescott Detached Garage Conditional Use Permit (10887 S Prescott Dr): Approved unanimously (7-0) based on three findings and six conditions. The 1,700 sq ft garage exceeds the 1,500 sq ft maximum by 195 sq ft (15%).
  • Nyat High One-Lot Subdivision (65 E 1100 S): Approved unanimously (7-0) based on two findings and four conditions. The applicant plans a single-family home; right-of-way dedication and sidewalk installation are required.
  • Badger Cove Subdivision (1650 E Badger Cove): Approved unanimously (7-0) based on three findings and three conditions. The city-owned parcels will be consolidated into one and conveyed to Salt Lake County, with a private road dedicated for access to the trailhead and a residence.
