I was just taking a look at the department's file for this that is in the board file for this matter, and it does indicate that there are two letters of protest and zero letters of support, and it includes all the conditions that are being recommended.
9:02
So the board has that or the committee has that as part of the file.
9:06

11:40
I know this establishment sits in the heart of Chinatown and Supervisor Sauter's district.
11:44
And before I invite him to speak, I did just want to say that I know that this is an important part of the neighborhood's fabric.
11:51
I'm pleased to support this liquor license, which I believe uh will help the business continue to thrive while serving both longtime residents and the many visitors who uh get the opportunity to experience this uh very special community.

It's my understanding that you would like to say a few words.
12:06
Thank you, Chair Dorsey.
12:08
Uh, I will be supporting this as well.
12:10
This is uh sits in the heart of Chinatown.
12:12
Uh, in particular, I'm really excited um that this is uh coming to us from Stephen Lee, who's uh I think uh it's fair to say that he's been the pioneer in bringing entertainment and nightlife back to Chinatown and doing it in a really thoughtful uh careful measured way.
12:29
Um we're seeing that in his establishments, and I think we'll see it here as well.
12:32
I also um understand that the Chinatown Community Development Center uh is in support of this, and I think uh that speaks volumes to uh the the neighborhood support that this has.
12:44
Thank you, Supervisor.
12:45
Uh Madam, that's my understanding that there is a representative of the applicant present.
12:49
There's no requirement to go up, but we're certainly invited to say a few words.
12:55
Good morning, supervisors.
12:57
My name is Stefano Costellato.
12:58
I'm a registered lobbyist, and alongside me is Stephen Lee, the pioneer.
13:03
Um I just would like to maybe add this.
13:06
Uh currently that space has a 20 license, which is an off-premise beer-wine license, and an 86 license, which is uh wine tasting with restrictions.
13:17
By bringing in the 42.
13:20
If we could get the off-sale privilege added to the 42, we could surrender the 86 and the 20 and take both those licenses off out of circulation, so to speak.
13:32
But we'd be willing to do that.
13:34
If we don't get um approved for that, then we're gonna keep the 20 and the 42.
13:40
But that I wanted to express that to you.
13:44
Stephen Lee probably wants to say a few things too.
13:48
Morning, supervisors.
13:50
Um, you know, when I opened uh Blue stream, uh, was just after COVID, California street.
13:59
We all thought chinatown started at california but it actually starts on pine or yeah and uh i'm sorry on bush street and the whole area was dead you know i mean it was empty so um the landlords gave us a really great deal on the rent to open this art gallery that i wanted to do a wine store in there and it worked out to an extent because we are promoting small businesses that are winemakers that are formerly tech workers that wanted to make wine and their small businesses but it was so hard to sell by the bottle and when the tourists came in they didn't want to carry the bottles back to the hotel so but they wanted that sample and with the 86 it was so restricted we had the bright wineries to come down to do the tastings and I couldn't get them to come down only maybe once a month so this um license really helps us to help our visitors taste the wines that are from Napa Valley and the West Coast help our Asian owners at the same time help me survive because I have to hire a retail expert who knows about these wines and where they they go to so this license is very important and as you know I run another club that's been bringing a lot of people to Chinatown and that's another different business here it's just strictly another event space just wine maybe beer and have another community hub because we've been doing mental health seminars and things but they can't drink and some people might drink a little bit but it just helps a lot I and I really appreciate your support on this and and thank you so much and thank you officer for supporting this concept.
15:49
Lee and I really appreciate um I really appreciate all the small businesses that um put a lot of put a lot on the line to risk their dollars and you know their efforts um they believe in San Francisco so I'm I'm grateful to everything that you're doing.
16:05
Madam Clerk seeing no one else on the roster may we open this up to public comment yes members of the public who wish to speak on this item should line up now along the side by the windows all speakers will have two minutes.
