1:19That completes my initial announcements.
1:22Thank you so much, Mr.
1:22Clerk, and I just want to appreciate everyone who is here this morning.
1:26We're actually going to call item number eight out of order.
1:31I want to make sure that folks who are here for item number eight know that we are probably going to continue this item because conversations need to be had with some of the candidates.
1:40And so I don't want to hold people here this morning.
1:44So with that said, uh Mr.
1:46Clerk, let's go to public comment on item number eight.

2:15Seeing no speakers, public comment is now closed.
2:29Clerk, on that motion.
2:32Yes, on the motion to continue the matter to the call of the chair.
2:37Cheryl I, Member Mandelman.
2:39Mandelman Aye, Chair Walton.
2:42That motion passes without objection.
2:45Continue to the call of the chair.
2:48Clerk, please call item number one.
2:51Item number one is the ordinance amending the administrative code to establish the Pacific Islander Cultural District in and around the Visitation Valley and Sunnydale neighborhoods to require the mayor's Office of Housing and Community Development to submit written reports and recommendations to the Board of Supervisors and the Mayor describing the cultural attributes of this district and proposing strategies to acknowledge and preserve the cultural legacy of the district.
3:16Thank you so much, Mr.
3:18Clerk, colleagues, and to the public.
3:20This ordinance establishes the Pacific Islander Cultural District in Visitation Valley and in Sunnydale.
3:28Cultural districts are proven to stabilize communities during periods of rapid change.
3:34And we know that neighborhoods like Visitation Valley and Sunnydale have faced exactly that.
3:40Economic pressures, displacement, long-standing inequities.
3:44Without intentional action, we risk losing not just cultural landmarks, but also entire living traditions.
3:53This ordinance aligns with the city's broader goals, supporting arts and culture and strengthening our economic base and preserving the diversity that makes San Francisco so unique.
4:05I also did attend uh the hearing at the Historic Preservation Commission through the planning department, and they unanimously have passed this ordinance.
4:17So I'm excited that we are hearing this item today so we can finally do what we are supposed to do to recognize all the contributions of the Pacific Islander community here in San Francisco and make sure that their culture is fully represented.
4:34With that, I don't see any comments or questions from colleagues.
4:38Clerk, we will go to public comment on this item.
4:41Yes, members of the public who wishes to speak on this item should line up to speak at this time.
4:46Each speaker will be allowed two minutes.
4:48Are there any members of the public who would like to comment on this matter?
4:52I don't do not see any speakers on this matter.
4:55Seeing no speakers, this item public comment is now closed.
5:01Please add me as a co-sponsor.
5:03Thank you so much, President Mendelman.
5:07Clerk, I would like to move this item forward to the full board with recommendation.
5:12Would you like to send that out as a committee report?
5:13As a committee report.
5:16On the motion to recommend this matter as a committee report.
5:22Cheryl I, Member Mandelman.
5:27That motion passes without objection.
5:33Clerk, please call item number two.
5:35Item number two is the ordinance amending the administrative code to create the Glen Park Entertainment Zone on Diamond Street between Monterey Boulevard and Chenry Street.
5:45Chenry Street between Brompton Avenue and Carey Street.
5:49Monterey Boulevard between Diamond Street and Juice Street.
5:53And Kern Street between Brompton Avenue and Diamond Street.
5:56And confirming the planning department's environmental quality determination under the California Environmental Quality Act.
6:07Thank you, Chair Walton.
6:08The item before you is an ordinance to create a new entertainment zone in Glen Park.
6:16The entertainment zone will allow restaurants and bars in Glen Park, basically the commercial areas that run along Chennery and Diamond and a little bit of Kern Alley and a little tiny bit of Monterey.
6:33Allowing those restaurants and bars to sell alcoholic beverages to go for outdoor consumption during events and activations, including but not limited to the Glen Park night market.
6:44During COVID, San Francisco, like many cities adapted to the health concerns surrounding closed indoor gatherings by allowing more commercial activity outdoors.
6:54And although we initially did this out of necessity, turned out this uh could allow pretty cool outdoor gatherings that could be um particularly helpful to um to our businesses that were able to participate in these outdoor activities.
7:09Um the entertainment zone in uh Glen Park, we hope will do the same.
7:15Um the proposal came to us uh from the Merchants Association.
7:18There was lots and lots of conversation with the between the Merchants Association and the Glen Park Association with some help from Ben Van Houten and city staff.
7:28Um they have come up with a map and a plan that um I believe works for uh different stakeholders in the neighborhood.
7:36Um this would be the third entertainment zone in District 8.
7:40We have previously um done entertainment zones for Coal Valley and Castro, and um both are uh enjoying them, I think, and um they are supporting the night markets there um and other activations again uh thanks to Glen Park Merchants Association and the Glen Park Association as well as to um Ben Van Houten and Kelly Variant from the Office of Economic and Workforce Development and Vicky Wonk from the City Attorney's Office and Grace Wong uh from my office.
8:10Um I think that's what I got for you.
8:13I hope you all will vote yes and send this forward to the full board as a committee report for the positive recommendation.
8:20Thank you, President Mendelman.
8:22And I don't see any comments from Vice Chair Cheryl, so let's go to public comment on item number two.
8:30Yes, members of the public who wish to speak on this item should I speak at this time.
8:34Each speaker will be allowed two minutes.
8:40Hello, and my name is Shane.
8:42I am a co-owner of Glen Park Station Bar.
8:45I think Glen Park being designated an entertainment zone would be great as it would bring community and visitors from other neighborhoods together for events, boosting community engagement and promoting revenue for all local businesses.
8:58The night markets hosted in Glen Park last summer, funded by the Civic Joy Foundation, gave us great insights as to how regular events in the neighborhood boost community morale and bring extra revenue to all as uh small businesses.
9:12Glen Park would also be great and would also be perfect to be designated as an entertainment zone as our close proximity to BART and multiple muni lines make it easily accessible to everyone across the city.
9:29Are there any additional speakers on this matter?
9:31There are no additional speakers.
9:40Uh thank you, Chair Walton, and um thanks uh to uh Glen Park Station for coming out.
9:46Um they are oh, and we got multiple folks from the uh merchant association here.
9:50Um uh but uh Glen Park Station is just an example of a beloved community institution that would benefit from this and that we're hoping we'll be able to um uh to take advantage of it.
10:02So with that, I would like to move that we forward this item to the full board as a committee report with positive recommendation for consideration on April 21, 2026.
10:12Chair, on that motion.
10:14Yes, on the motion to recommend as a committee report.
10:17Vice Chair Sherrill.
10:19Cheryl, I member Mandelman.
10:21Madam and I, Chair Walton.
10:23The motion passes without objection.
10:27Clerk, please call item number three.
10:30Yes, item number three is the ordinance amending the administrative code to create the upper film entertainment zone on Filmore Street from Jackson to Sutter, California Street from Fillmore Street to Steiner, and Pine Street from Fillmore Street to Steiner Street, and affirming the planning department's determination under the California Environmental Quality Act.
10:49Vice Chair Sherrill.
10:51Thank you, uh Chair Walton.
10:53Um I think President Mandelman said it quite well in describing the benefits of the Glen Park Entertainment Zone on Fillmore Street in Upper Fillmore in particular.
11:05Um we're especially excited to really give the merchants more opportunity to participate in great events like the Fillmore Jazz Festival.
11:13Um I want to be especially uh give a special thanks to to Ben Van Houten, um to Tim Omey and Patty Manning of the Fillmore Merchants Association, uh to Supervisor Mahmood, um, and especially to Fillmore Jazz Fest organizers, the contributing merchants.
11:27Um it's really because of you that that we've had so much success bringing Fillmore Street back post pandemic um and I'm excited um to see this move forward with my colleagues support at the full board.
11:39Um and uh thank you all for weighing in so heavily on this one.
11:44Thank you so much, Vice Chair Sherrill.
11:46I don't see any comments from President Mendelman, so we will go to public comment on item number three.
11:53Yes, members of the public who wish to speak on this item, should I speak at this time?
11:57Each speaker will be allowed two minutes.
12:00Are there any speakers on this matter?
12:03There are no speakers on this item.
12:05Thank you, CNN speakers.
12:07Public comment is now closed.
12:09Vice Chair Sherrill.
12:10Thank you, Chair Walton.
12:11I'd like to move to send this forward to the full board with positive recommendation as a committee report for consideration tomorrow, April 21st.
12:22Yes, on the motion to recommend as a committee report.
12:25Vice Chair Sherrill.
12:26Cheryl I, Member Mandelman.
12:32That motion passes without objection.
12:36Clerk, would you please call items four, five, and six together?
12:43Item number four is a motion approving rejecting the mayor's nomination for the reappointment of Timothy Rayoff to the Treasure Island Development Authority, Board of Directors for a term ending February 26, 2030.
12:56Item number five is a motion approving rejecting the mayor's nomination for the reappointment of Linda Fadiki Richardson to the Treasure Island Development Authority, Board of Directors for a term ending April 28, 2030.

13:23Thank you so much, Mr.
13:38And first we have Timothy Urafe.
13:41Good morning, uh President Walton and Supervisor Mandelman, Supervisor Sherrell.
13:48My name is Timothy Reif.
13:50I'm currently a Treasure Island Development Authority Board Member.
13:54I'm up for reappointment.
13:56For me, this was the first term that I was there was a big learning process.
14:29And we're looking forward to getting phase two going with the behavioral science build behavioral health buildings going and other projects.
14:38But um and also we've got have Bay FC's broken ground out there.
14:42So it's this has been a good um a good experience for me.
14:46And it's it's one thing to be on this side of the diocese, but when you're sitting on the diocese, it's it's another thing too.
14:53With that, I think that's all I have.
14:55If you have any questions for me or thank you so much.
15:00I don't see any questions or comments from colleagues.
15:02Now let's bring up Linda Filiki Richardson.
15:07Good morning, uh Chair Walton, Supervisor Cheryl and Mandelman.
15:13I am deeply honored to be reappointed to the Treasury Island Development Authority by Mayor Laurie.
15:22My name is Linda Fedicki.
15:25Richardson, a long time baby honest point resident.
15:28A little bit about me for decades.
15:31I have been involved in community development of spare heading, land use, master plan, all the way from the Bayview.
15:39I helped the part of San Francisco San Francisco, part of the working group, chair their transportation to develop their master plan.
15:50All this experiences, also working, yours truly, uh Supervisor Walton, economic development has really positioned me to be uh a key member of the Treasury Island Development Authority.
16:04I am currently the president.
16:07I created the Transportation Infrastructure Committee to help the milestones, all this wonderful projects that have been coming on the pipeline for decades.
16:21I am truly involved in making sure that the open spaces of the parks and in addition, Treasure Island is unlike any other development in the history of San Francisco.
16:35We are doing things that no one is ever done before in the design of layout, even of our streets.
16:42We are developing massive, massive transportation, and just truly serving on the San Francisco County Transportation Authority have been very instrumental in helping us to obtain the necessary funding for transportation app since Supervisor Mandelman Walton Cheryl.
17:00Thank you so much for that.
17:02We are also depending on the Border Supervisors for all the various funding mechanisms, and you all also have been our partners for the CFDs and infrastructures and all of that.
17:15Now, going back to Treasure Island, I can assure you, my focus is housing.
17:21This is the only place in San Francisco at the moment that we can help you and Mayor Laurie to scale up and build more housing that we need to meet the regional allocation.
17:33In fact, in a couple of months, we are going to be coming out here to make major announcement.
17:39That is our mandate.
17:41If we have all the resources, absolutely, this public-private development with your guidance, we are going to be moving that.
17:50And I'm also an environmental justice advocate and expert.
17:55So sustainability is really at the core of what we do.
17:59And lastly, we are not just only developing Treasure Island.
18:02We also have a parallel.
18:04Work for development.
18:06We are the only one that takes at risk youth and adults from the Bayview from all over San Francisco and resident of Treasure Island.
18:17And all of them go to training, and they are able to be part of that development of Treasure Island.
18:24So I am honored to be here and I look forward um representing and helping you all and the mayor Lurie to scale up of that beautiful development.
18:36Thank you so much, Commissioner.

19:10Are there any speakers on this matter?
19:14There does not appear to be any speakers on these matters.
19:17Thank you, CNO speakers.
19:19Public comment is now closed.
19:21Clerk, I would like to move that we send item four to the full board with the amend with an amendment striking, rejecting, replacing with approve, and send to the pool board with recommendation.
19:39Yeah, I'm going to do one at a time.
19:45Yes, on the motion to amend item four to approve and to recommend.
19:53Cheryl I, Member Mandelman.
20:00That motion passes without objection.
20:03Clerk, I also want to make the same motion for item number five, amending item number five to strike rejecting, replaced with approve and move forward to the full board with recommendation.
20:16Yes, on the motion to amend to approve and to recommend.
20:20On that motion, Vice Chair Cheryl.
20:25Madam in aye, Chair Walton.
20:28That motion passes without objection.
20:30Motion carries without objection.
20:32Clerk, I would like to continue item six of the call of the chair so that we all can have the candidate come in and talk about their qualifications.
20:44Yes, on the motion to continue item number six to the call of the chair.
20:53Madam in aye, Chair Walton.
20:56That motion passes without objection.
21:00Clerk, please call item number seven.
21:03Item number seven is hearing to consider appointing one member term ending December 31st, 2026 to the sugary drink distribute distributor tax advisory committee.
21:15One seat, two applicants.
21:17Thank you so much, Mr.
21:18Clerk, and I will call each candidate up in the order that they appear on our agenda.
21:24And first we have Dr.
21:32Good morning, Chair Walton, President Mandelman and Supervisor Sheryl.
21:37I previously served on the SDD TAC from 2019 to 2021.
21:41I am a general surgeon at Chinese hospital, former military veteran and a first-generation Chinese American.
21:47I bring experience to elevate the San Francisco soda tax to a larger global impact.
21:52My work to curb the consumption of sugary drinks began as president of the American Heart Association in 2003.
21:58The American Heart Association was among the first organizations to recognize the rising rates of obesity and the impact on heart disease and stroke rates across America.
22:08They have championed efforts to curb the twin epidemics that result of obesity and diabetes.
22:14The American Heart Association was joined by the San Francisco Marine Medical Society, who launched the Bay Area movement with a 2009 policy resolution that was later adopted by both the California Medical Association and the American Medical Association.
22:28In 2014, I served as a champion of the Prop E San Francisco soda tax, which was the foundation for the 2016 Prop V soda tax, and I summarized those accomplishments in a 2018 Johns Hopkins University paper while I served as the San Francisco Marine Medical Society President.
22:46We should be really proud.
22:48Our barrier of successes have really changed the world.
22:51There were only 20 nations that taxed sugary drinks in 2016, but the world followed.
22:56And there are near now nearly 120 nations that tax sugary drinks as of 2026.
23:03One of the key reasons that I seek reappointment are the lessons I learned from the 2025 and 2024 Santa Cruz soda tax victory that I summarized in this 2025 Journal of the American Medical Association paper.
23:17I learned of many new arguments, very convincing to voters of the soda industry's role in the environment and damage to the environment and the population health evidence that soda taxes reduce body mass index.
23:31There is an urgency, given our city's budget deficit, and one of the solutions is to fulfill Senator Wiener's vision to double the tax and to make it a special tax.
23:40This will require creating the scientific evidence to prove that the tax is working and to unite with the city attorney's efforts regarding ultra-processed foods.
23:51I would be honored to be appointed to a health equity seat and to represent the AAPI community.
23:58Thank you so much, Dr.
24:01I don't see any questions or comments for Dr.
24:04And next we will call up Rada Belet.
24:08And I apologize if I mispronounce your name in any way.
24:17Good afternoon, supervisors, and thank you for this opportunity to speak.
24:21My name is Rodha Galeb.
24:23I'm a mission district resident, a San Francisco community member, and a registered dental hygienist with a master's in public health.
24:30I work at Health Rate 360, formerly known as the Hayde Ashbury Free Clinics, where I provide trauma-informed harm reduction-based clinical care.
24:39I also lead a food pharmacy program through the UCSF Food is Medicine Coalition, serving patients with chronic conditions.
24:47In this work, I integrate nutrition into oral health care, connecting diet, especially sugary drink consumption to both chronic disease and dental outcomes.
25:00In my day-to-day work, I see the direct impact of sugary drink consumption, not just in oral hair, and not just in oral health, but in broader chronic diseases.
25:26Through my work with the CUNY Urban Food Policy Institute, I conduct an in-depth interviews with grocery program participants and breast cancer patients and have served on an IRB board reviewing pouring rights contracts, giving me insights on how the beverage industry intersects with public health.
25:43I'm applying for C3 because I bring a frontline community-based perspective.
25:48If appointed, I would prioritize expanding nutrition education paired with real food access, scaling food pharmacy type models, and ensuring investments lead to measurable health income improvements in the communities most impacted.
26:03As both a Medi-Cal provider and a San Francisco community member, I'm committed to making sure these resources translate into real measurable improvements in health.
26:14Thank you for your consideration.
26:50Thank you so much, Vice Chair Shiro, and I too want to thank both candidates.
27:11And so I am excited about him wanting to continue to serve.
27:15But that's it, whatever direction we take, I want both candidates to know that I appreciate you being willing to serve your both qualified, and I hope that neither one of you stop pursuing opportunities to serve the city.
27:31With that said, we will go to public comment on item number seven.
27:35Yes, members of the public who wish to speak on this item should line speak at this time.
27:39Each speaker will be allowed two minutes.
27:42Are there any members of the public who would like to comment on this matter?
27:45There are no public commenters.
27:48Speaker's public comment is now closed.
27:52Thank you, Chair Walden.
27:53I'd like to move to forward John Ma to the full board of supervisors for uh seat three on the sugar drinks distributor tax advisory committee.
28:08Thank you, Vice Chair Shiro.
28:10Clerk, on the motion.
28:11Yes, on the on that motion.
28:15Cheryl, I, Member Manelman.
28:20That motion passes without objection.
28:24And again, thank both candidates for being here this morning.
28:28Clerk, do we have any more business before us this morning?
28:31That completes the agenda for today.
29:12San Francisco Government Television.
