Yes, item number two is a charter amendment, second draft to amend the charter of the city and county of San Francisco to increase the amount of funding.

The city must appropriate to the housing trust fund each fiscal year that is used for the creation, acquisition, and rehabilitation of affordable rental and ownership housing for down payment loans and housing stabilization for certain households and for housing-related infrastructure.

Provide for a temporary freeze and temporary reduction in the annual appropriation in the housing trust fund under certain circumstances, extend the sunset date of the housing trust fund from July 1st, 2043 to July 1st, 2058, and delete obsolete provisions and elections to be held on November 3rd, 2026.

We believe it does so incrementally, fiscally, responsibly, uh, but also ensuring we have a proper foundation so that anything we add on on top of that guarantees our success and our planning for affordable housing as the infrastructure that it is.

Uh good morning, Supervisors Bill Barnes on behalf of the nonprofit housing association in Northern California.

Uh, let me say this morning that it would not be possible for this to have moved forward without Supervisor Melgar's amazing leadership.

She was able to bring people together across ideological differences, across strategy differences, across geographic differences, to really build the broad coalition.

And that's when we do affordable housing, that's what it works.

When we have people who are progressive and moderate and uh slow growth and big growth, what everyone's in the same room together, we get a better outcome.

Uh and so this charter amendment really does build that foundation.

It will fund a variety of deliverable uh projects from uh traditional affordable to social housing to others.

Uh and so just really thank you uh to the supervisor for author her authorship and her experience in this area uh and each of you for being co-sponsors and uh let's go win this thing.

Adding a new rule 1.3.4, remote public comment disruption policy to adopt a policy for the Board of Supervisors to handle disruptions to remote public participation, adding a new rule 1.3.5 disorderly conduct by public commenters to codify the procedures around disorderly conduct by public commenters and amending Rule 3.8 public comment at committee meetings to prohibit committees from limiting the total amount of time for public comment on an item.

I do want to say this is unfortunate that we are being forced to take on this policy.

Um I do want to say that I am 100% in support of residents and community and neighbors being able to have full access to our meetings and being able to uh voice their opinions and thoughts.

However, I'm not excited about people calling in from all over the world or other places that have no stake here in San Francisco calling in to disrupt meetings, and we've seen that uh a lot during the pandemic.

Um this is a rule that has been placed upon us by the state, and they don't follow the same rules.

They don't have public comment at their meetings.

So this is something that is unfortunate.

I want the public to know that we do provide opportunity for public comment for individuals with disabilities and through special um special opportunities to call in.

So we're not eliminating folks from calling in even without this policy, but this policy is before us, it is a state mandate.

I uh can I just ask a question of the city attorney here quickly for clarification.

So basically, are we required to allow anyone anywhere to just say whatever they want, hate speech, vile rants, all that stuff, like just because Deputy City Attorney Brad Russian the um state law doesn't limit um by geography who can call in remote public comment, and the same rules would apply to people who call in as people who speak in public.

They have to be speaking about something within the board's subject matter jurisdiction, and if they disrupt the meeting in some way, they can be removed if they meet a certain standard for removal.

And so I think in person we often have people who talk about things outside the board's subject matter jurisdiction.

Uh it almost seems like this behooves us to very tightly define the board's subject matter jurisdiction in order to make sure that um people are not misusing this public comment function.

Is that something the board has considered in the past to your knowledge or might be able to consider in the future, like pretty strictly delineating what is and what is not outside the board's purview?

That's something that we could look into.

It would definitely depend on a case-by-case basis, and because the board takes positions on many things, some which are outside of San Francisco, it um it would be we'd have to look at very carefully to make sure that we're not limiting the public comment too much.

I just want to go on the record and saying I think this is incredibly stupid and thoughtless that the state is forcing us to do something they are unwilling to do, and it makes governance harder, and it makes being willing to serve in public office harder at a time when we should be increasing representation, especially from communities that have a lot of different things going on that may not be able to afford uh to pay for child care all night long.

Um, this kind of rule makes governance harder.

It makes it it it encourages potential candidates for public office to be wealthier.

It it discourages people who uh are like real people who have real lives from serving.
