Councilmember Victor Aguilar, the city’s ACTC representative, reported discussions with ACTC staff about viability of a Lake Chabot Road project. He moved to approve the four applications as amended to also explore submitting a grant for Lake Chabot Road without jeopardizing existing opportunities. The motion passed 6–0.
- Item 10b – Parking and Transportation Demand Management Ordinance (Second Reading): Planning Manager Waylon Lee presented the ordinance, which updates off-street parking standards and adds TDM requirements. Mayor González expressed concerns about potential neighborhood parking impacts from reduced minimums and questioned the mandatory bicycle repair station requirement. Councilmember Bowen supported the policy direction but asked for clarification on the bike repair scope and alignment with Vision Zero. Councilmember Bolt favored the ordinance as encouraging housing development. The ordinance passed 5–1, with Mayor González voting no.

At this point in time, I will lead us in the Pledge of Allegiance. Please join me if you can. I pledge allegiance to the flags of America. Present. Present. And Mayor Gonzalez. Present. The City of St. Helena conducts orderly meetings to fulfill its mandate. Discriminatory statements for conduct that would potentially violate the Federal Civil Rights Act of 1964 and/or the California Fair Employment and Housing Act. If you would like to make a public comment during the meeting, you can do so in person or via Zoom. If you are present at the meeting, please complete a speaker card and submit it to the city clerk before the item is presented. Then wait for public comment on that item to be called. If you wish to participate in public comment via Zoom, you can use the raise your hand tool when the item is called. All raised hands outside of public comment will be lowered to avoid confusion. Once public comment is opened, hands may be raised to speak. So a couple of uh other announcements. Today we do have Chris Cogatello here as our acting city attorney. And for those that were not present at our work session meeting on July 13th, 2026, I do want to let the public know that we did adjourn that meeting in honor and memory of our uh former Alameda County Supervisor Scott Haggerty, and we observed a moment of silence. We did meet in closed session. There was ample discussion, deliberation, but there was no reportable action that was taken. We do not have recognitions on today's agenda, but we will move on to the consent calendar. And so what I'd like to see if there are any items on the consent calendar that council members would like to pull for additional discussion. Councilmember Bolt. Yes, I'd like to pull item five E.
