Special City Commission Meeting – September 3, 2024
The Sarasota City Commission held a special meeting at 5:30 PM on September 3, 2024, to conduct the first public hearing for the Fiscal Year 2024-2025 budget and millage rates. The meeting lasted approximately 14 minutes. All six proposed resolutions were adopted unanimously (5-0). No members of the public signed up to speak during Citizens' Input or the public hearings.
Legislative Public Hearings
- Resolution 24R-3263 – Proposed millage rate for the City of Sarasota: General Fund operating millage set at 3.0000 mills, debt service millage at 0.1436 mills. The aggregate millage rate is 7.47% higher than the rolled-back rate of 2.8548 mills.
- Resolution 24R-3264 – Approval of the City of Sarasota’s total budget for FY 2024-2025: $305,678,879, an increase of $18.9 million over the previous year.
- Resolution 24R-3265 – Millage rate for the Golden Gate Point Streetscape Special District: operating millage at 0.6148 mills (no change), debt service millage at 0.6979 mills (slightly lower).
- Resolution 24R-3266 – Budget for the Golden Gate Point Streetscape Special District.
- Resolution 24R-3267 – Millage rate for the Downtown Improvement District (DID): operating millage at 2.0000 mills (no change).
- Resolution 24R-3268 – Budget for the Downtown Improvement District.
Key Outcomes
- All six resolutions were adopted by a unanimous vote of 5-0 (Mayor Liz Alpert, Vice Mayor Jen Ahearn-Koch, Commissioners Erik Arroyo, Kyle Scott Battie, and Debbie Trice voting in favor).
- The second public hearing and final adoption of the FY 2024-2025 budget is scheduled for September 16, 2024.

Providing for the reading of this resolution by title only and providing for an effective date. A resolution of the city commission of the city of Sarasota, Florida, approving a budget and making appropriations of sums of money for all expenditures of the city of Sarasota for the fiscal year beginning on October 1, 2024 and ending on September 30th, 2025, prescribing the terms, conditions, and provisions with respect to the items of appropriation and their payment, providing for supplemental appropriations and reappropriations, providing for the serverability of the parts here up if declared invalid, providing for reading by title only, and providing an effective date. Resolution number 24R 3265, a resolution of the city commission of the city of Sarasota, Florida, certifying to the property appraiser and tax collector of Sarasota County, the rates of millage to be levied by the City of Sarasota within the Golden Gate Point Streetscape Special District for the fiscal year beginning October 1, 2024.
