passes all right so now we're going to go into recess as the city commission and reconvened as the uh community a special session of the community redevelopment agency and the first item on that agenda is CRA 1 approval of the minutes of the CRA meeting of July 15 2024 so move second all right so commissioner trice moved approval of the july 15 2024 uh community redevelopment agency meeting minutes uh commissioner batty seconded if we could vote commissioners is that your vote yes that passes unanimously next item is CRA two and that's a report of the Newtown Community Redevelopment Agency Advisory Board and so we're gonna call on our board chair Alexandra Chow and economic development manager Wayne Appleby to make the presentation I see um look yeah you don't and so introduce yourself for the record Richard I I am uh vice chair Richard Harris um if uh I um the purpose of the report is to stay the terms of the current three expiring positions of the five member advisory board the motivation is that it desire to ensure greater level of continuity and avoid three of the five members expiring at any time in the future um at the new town community redevelopment agency advisory board meeting on November 14th of this year a discussion was held regarding the term expiration dates of the current members of the of our board um in 2022 the commission adopted a resolution which reduced the advisory board to a total membership from nine to five members this change will result in three of the five members expiring simultaneously this month to ensure future continuity and to stagger the expiration dates of the term uh we are proposing to waive the two-year two term limit for member alexandria chow and to appoint her for an additional one year term which would expire December 31st 2025 this recommendation is in accordance with section two six two b of the code and pass by a supermajority of four in favor one abstinence actually one absent thank you all right thank you um commissioners any questions no all right seeing none um i would ask for a motion um to accept the new town community redevelopment agency advisory board report so moved second all right commissioner batty moved uh approval um commissioner all seconded if you'll vote commissioners is that your vote yes all right the motion passes unanimously all right next item is cra three and that is uh the appointment of the um a CRA advisory board member and I'm gonna call on Ms. Griggs and Mr Appleby to make the presentation thank you mayor um the terms of Mr. Jesse Hubbert Jr. and Dr. Rachel Shelley and Ms. Alexandria Chow expired on December in December of 2024 Mr. Hubbard and Dr. Shelley are eligible and have expressed interest in being reappointed and have submitted their applications um we just talked about Mr Chow I'm sorry if I'm saying it right hope I'm saying it right and she has served full terms and is not eligible for reappointment however the CRA C N C R A B is requesting the commission to grant an extension on her term in a separate agenda item so I'm not exactly sure how we need to go about that today would they need to do that just a supermajority vote it requires a supermajority vote of the the board that asked for it and a supermajority vote of the commission. We don't need a motion on reappointing the other two, correct? No. You can just reappoint it was just the okay all right. So do we have consensus on reappointing the two commissioners who are going to serve another term? All right. So can we get a motion on uh the uh reappointing the chair for one year? I'd like to make a motion there question. All right. Reappoint both members of the CRA. Mr. Hubbard and Ms. Rachel Shelley. We already voted on that. Oh, I mean, oh okay. So is this the extension for for Ms. Chow? Yes, yes. I'll make a motion to extend the term of Ms. Alejandra Chow. Second. Okay. Any comments or questions, Commissioners? I thank her for observing. Yes, exactly. No, it's for voting. Okay. Um, all right. Um, so Commissioner Batti uh made the motion. Uh uh Commissioner Aaron Koch seconded. If you'll vote, Commissioners. Is that your vote? Yes. And um, so now we are going to adjourn as the uh community redevelopment agency and recommence our city commission meeting.
