Public Hearing: Amendment of PUD #10 (Bluff View) & Preliminary Plat of Bluff View Addition

The applicant requested a six-foot side yard setback (reduced from the seven-and-a-half-foot minimum) to allow for utility easements. The development includes a minimum 15% open space, with a future linear park and trail corridor. The site is guided Suburban Residential (3–6 units/acre) and Park/Open Space.
- Brian Tucker (Summergate Development, applicant) stated the project was approved two years ago but delayed due to utility availability. The revised plan adds lot diversity to meet market demand for more affordable products.
- Mike Sewell (D.R. Horton, builder) described three product types: cottage series (low $400,000s, one-level detached townhomes), freedom series (mid $500,000s, one-level homes with lawn/snow service), and traditional two-story homes (mid $600,000s).
