Public Comments & Testimony
- No members of the public spoke during the public hearing. The only testimony came from the project sponsor, Steve Walker, Charter of Operations Administrator for the Shakopee Mdewakanton Sioux Community (SMSC), during the discussion period.
Discussion Items
- Healing Center MUSA Comprehensive Plan Amendment (Resolution 2025-090): The commission held a public hearing on a request by the SMSC, in partnership with three other Minnesota Dakota tribes, to amend the city's 2040 Comprehensive Plan (Figure 4.60) to extend the MUSA boundary to a property at the southwest corner of Crest Avenue and Mullenhart Road. Mr. Walker described the planned facility: just under 50,000 square feet, two levels, providing both inpatient (up to 40 patients at a time) and outpatient care for Native Americans suffering from addiction and mental health issues rooted in generational trauma. The facility will include a cultural Dakota healing component. The amendment is needed to allow the city and Shakopee Public Utilities to extend water and sewer services to the site, which lies outside the current service area. The SMSC has secured necessary easements from a neighboring church and coordinated with Scott County for road access. Commissioners asked clarifying questions about the facility’s scope and patient population, and Mr. Walker confirmed it is similar to a PrairieCare facility but with cultural programming, and that initially it will serve Dakota members with potential expansion to all Scott County Native Americans.
Key Outcomes
- Motion and Vote: Commissioner Robin moved, and Commissioner Weiler seconded, a motion to recommend approval of Resolution 2025-090 to the City Council, adopting the comprehensive plan amendment for the healing center. The motion passed unanimously (7-0) on a roll call vote.
- Adjournment: The meeting adjourned at 6:12 PM, with the next regular meeting scheduled for September 4, 2025, at 7:00 PM.
