The Shakopee Planning Commission met to consider two major items: the annexation, MUSA expansion, and comprehensive plan amendment for the Greenview and Scott County Utility Towers property (5A), and the zoning and preliminary plat for the Greenview subdivision (5B). Public Comments & Testimony
- Don Conway, a resident on Zumbro Avenue adjacent to the development site, expressed concerns about potential property damage from grading and construction, asking what protections would be in place. Staff responded that the developer would meet with him to discuss grading plans and that a full-time fire department would be operational starting January 2026. Conway also questioned the density of homes (3.3 units per acre) and fire spread risk. Staff noted that such density is common citywide. Conway requested a contact from Lennar (the developer); staff provided the name Josh Metzer.

5A – Annexation, MUSA Expansion, and Comprehensive Plan Map Amendment
- Staff explained that Lennar (doing business as US Homes) proposed annexing land from Jackson Township, expanding the Metropolitan Urban Service Area (MUSA), and amending the 2040 Comprehensive Plan land use designation to Suburban Residential. The property also includes a Scott County utility tower site (to be shown as Utility in land use).
- A key issue: the Met Council calculated the density at 3.01 units per acre, while the city and developer calculated it at under 3.0. The comp plan amendment would serve as an „insurance policy“ in case the Met Council requires a higher density. If the Met Council later agrees to the lower density, the amendment would not be forwarded to the City Council.
- The commission took two separate votes: first on annexation (Resolution R2025-132), second on the comp plan amendment and MUSA expansion (Resolution R2025-133). Both passed unanimously (5-0).

5B – Zoning and Preliminary Plat of Greenview
- Staff presented the proposal: zoning the Scott County Emergency Communication Facility parcel as Agricultural Preservation (AG) and establishing a Planned Unit Development (PUD) district for the Greenview subdivision, which would create 193 single-family residential lots on property west of Marystown Road and east of Zumbro Avenue.
- The development would be built in two phases, with the first phase starting in spring 2026. Lot widths would be a mix of 50, 55, and 65 feet. Home prices were estimated to range from $435,000 (smallest) to $700,000 (largest). The project includes over 11 acres of open space (15% of site), consisting of wetlands, trails, and a play area. A new east‑west collector road (connecting Marystown Road and Zumbro Avenue) would be built in the first phase to satisfy fire access requirements.
- The Scott County parcel contains a 250‑foot communications tower and equipment shelters, which will remain under a conditional use permit; no changes are proposed beyond rezoning to AG.
- The commission took three separate votes: (1) approval of AG zoning for the Scott County facility (Ordinance O2025-025), (2) approval of PUD District No. 15 for Greenview (Ordinance O2025-024), and (3) approval of the preliminary plat (Resolution R2025-134). All passed unanimously (5-0).
