Shakopee City Council Regular Meeting - January 6, 2026

Discussion Items

• Jackson Township Development Area Alternative Urban Areawide Review (AUAR) Update (Item 10.a): Staff presented an update to the AUAR, a required five-year review of the 2,008-acre study area. The update includes new climate adaptation and greenhouse gas information, updated traffic analysis, stormwater management data, and an updated mitigation plan. Two development scenarios were analyzed: one based on the 2030 comprehensive plans and another reflecting full build-out of the 2040 plan. Key recommendations include traffic improvements (right turn lane on Marystown Road and U.S. 169 ramps), protection of threatened and endangered species, climate adaptation via Green Step Initiative, future sanitary infrastructure extension, and compliance with updated rules on stormwater and historic properties. Councilmember Whiting asked why the northern marshland area is included; staff explained it is necessary to assess potential stormwater and environmental impacts on sensitive areas. Mayor Lehman asked about PFOS; staff noted it is not currently required in the study and that only trace amounts have been found in two city wells, unlike many other cities.
