Shakopee City Council Regular Meeting - January 20, 2026

The Shakopee City Council met on Tuesday, January 20, 2026, at 7:00 PM at City Hall to discuss and act on a range of routine and general business items. The meeting included approvals of consent agenda items, two major development proposals (Greenview subdivision and Scott County emergency communications facility zoning), and plans for Fire Station 2 renovation. Discussion Items

8.a – Annexation, MUSA Expansion, and Comprehensive Plan Map Amendment

Staff presented two resolutions: (1) annexation of property in Jackson Township (Resolution R2026-002), and (2) comprehensive plan map amendment to guide the Scott County Utility site as “utility” and the proposed Greenview subdivision as “suburban residential” (3–6 dwelling units per acre) (Resolution R2026-003). The MUSA boundary would be expanded accordingly. Councilor Whiting asked about utility and stormwater concerns; staff confirmed that an existing wetland will be preserved and that utilities were planned during adjacent High View Park development. Councilor Contreras moved to approve the annexation resolution; seconded by Councilor Lara. Passed unanimously. Councilor Lara moved to approve the comprehensive plan amendment; seconded by Councilor Contreras. Passed unanimously.

8.b – Zoning of Scott County Emergency Communication Facility; Planned Unit Development and Preliminary Plat of Greenview

Staff (Mr. Kerski) described the proposal: a 198‑lot single‑family subdivision (Greenview) by Lennar, with 11 acres of open space (50% of the PUD requirement), a new east‑west collector road connecting Marystown and Zumbro, and extensive trail system. The Scott County emergency communication facility (250‑foot tower, equipment shelters) would be zoned Agricultural Preservation (AP). Councilor Lara asked about road standards, open space preservation, and pedestrian connections. Staff confirmed the road is built to state‑aid design, open space is preserved adjacent to a wetland, and sidewalks are on one side of most streets. Councilor Whiting questioned a discrepancy in open space on one map; staff clarified the latest plan adds a lot to compensate for lost lots. Councilor Contreras moved to adopt Ordinance O2026‑002 approving the PUD District No. 15 for Greenview; seconded by Councilor Whiting. Passed unanimously. Councilor Delaney moved to adopt Ordinance O2026‑003 approving the AP zone for the Scott County facility; seconded by Councilor Whiting. Passed unanimously. Councilor Whiting moved to approve Resolution R2026‑004 approving the preliminary plat of Greenview; seconded by Councilor Delaney. Passed unanimously. Staff noted a final plat will be presented in February or March.

8.c – Approval of Bid Advertisement for Fire Station 2 Renovation (Resolution R2026‑018)

Fire Chief Simon and architect John Vanderbelli (CNH) presented the renovation plan. The project addresses future staffing needs by adding overnight residency rooms, expanding the kitchen/pantry, improving HVAC (replacing air handlers and RTUs), separating contamination areas (turnout gear storage and decontamination moved to the west side of the building), adding a plume vent system for the apparatus bay, and constructing a training mezzanine with an artificial window and balcony. Councilor Whiting asked about the age of existing equipment (roof and air handlers from 2012) and the location of the pressure washer system. Staff confirmed the project would be cost‑effective by combining HVAC replacement with the renovation. Councilor Delaney moved to approve the resolution; seconded by Councilor Whiting. Passed unanimously. The bid advertisement will go out on January 27, 2026, with bids opened approximately three weeks later.

Council Reports

• Councilor Delaney – Reported that the 169 Quarter Coalition is dissolving; final meeting in February. Noted SPU MMU training on Friday.
• Councilor Whiting – Raised a request from the Minnesota Valley Transit Authority (MVTA) seeking the city’s guidance on allowing alcoholic beverages on circulator buses within the Canterbury Social District during events. MVTA would work with Live Nation, Canterbury Park, and businesses to sponsor free rides. Council discussed the need for clear rules, signage, and enforcement. Consensus was reached to refer the matter to staff for review and a recommendation. No formal vote taken.
• Councilor Contreras – Attended the SCALE meeting; received an annual opioid update from the Southwest Metro Drug Task Force, Scott County Public Health, and Chief Tate. Reported on initiatives to combat opioid misuse.
• Councilor Lara – Attended an MLC meeting on housing legislation. Expressed concern that the focus has shifted from housing affordability to simply building as many units as possible, and urged legislators to clarify how proposed bills actually make housing more affordable.
• Mayor Lehman – Participated in the interview panel for the new police chief (three finalists from the Civil Service Board). Stated that the panel selected the best candidate; a formal appointment will come before the council later.
