Public Comments & Testimony
- Greg Virling (address: 1006 Shawmut Street, Shakopee) spoke in support of the mayor's proposal to fly both the current state flag and the new state flag. He stated that his family has had a longstanding relationship with the Dakota Indians since 1877, and based on conversations with Dakota friends, he reported that they dislike the new flag. He argued that flying both flags would remove the new flag's claim to eliminating racism and send a message of unity to tourists. He expressed opposition to the new flag, calling it fraudulent.

Recess for Economic Development Authority (EDA) Meeting: The council recessed to hold the EDA meeting. The EDA approved the minutes and then considered item 4A: a purchase contract for property at 1211 Fourth Avenue East for affordable housing, to be assigned to the Scott County Community Development Agency (CDA). The city is using $150,000 in LAHA (Local Affordable Housing Aid) funds from the state sales tax to assist in the purchase. The CDA plans to develop townhomes on the site, responding to previous neighborhood feedback about a large apartment building. Commissioner Lamer asked about funding sources and expressed concern about the cumulative tax burden on existing properties. The EDA approved Resolution R2026-004 unanimously.

Monetary Donation for Aquatic Programming (Item 10a): Sue Westegard (address: 606 Milwaukee Road) presented a donation of $1,500 for the women's water safety program, in memory of her mother and best friend. She reported that the program has served 195 participants to date, with the upcoming July session having 24 participants and a waiting list. The program includes water aerobics warm-ups and safety topics. Councilmember Whiting inquired about adding another class; staff noted that volunteer availability limits expansion but a 4:00 PM class is being considered. The council approved Resolution R2026-093 accepting the donation unanimously.

Other Business – Stormwater Reuse Ban Proposal: Councilmember Delaney raised a proposed rule by the Minnesota Plumbing Board that would ban the use of stormwater (rainwater) as an alternate source for irrigation and other non-potable uses. He argued that the ban would harm existing practices like stormwater ponds used for irrigation in Woodbury and Cottage Grove, and would conflict with state law. Staff noted that the Minnesota Department of Health is also involved, citing concerns about runoff contaminants. The council expressed strong opposition to the restriction, particularly for individual residents. Staff will provide additional information by June 23, 2026, and the council will consider a formal resolution opposing the change.
