- Purchase Contract for Affordable Housing Properties (Item 4A): Staff reported that the City Council previously approved using $150,000 from LAHA (Local Affordable Housing Aid) state sales tax funds to assist in purchasing the property at 1211 Fourth Avenue East. The Scott County CDA selected a developer (Trellis) that originally planned an apartment building but, after receiving feedback from surrounding residents about the structure's size, pivoted to a townhome project. The CDA negotiated a purchase agreement with the property owner and agreed to buy the property. The EDA was asked to approve the acquisition and assign the purchase agreement to the CDA. Commissioner Laman questioned the use of multiple tax sources (county CDA tax, city EDA tax, utility sales tax, state tax) and expressed concern that these taxes make other households less affordable, calling it a backward approach. Another commissioner (unidentified) voiced support, calling the project a win-win by combining the CDA's old property with the adjacent lot for affordable housing. Julie Seegert, CDA director, confirmed the CDA will sell the property to Trellis, who will apply for state funding for construction.

Moving on to general business item 4A, purchase contract for certain properties for affordable housing to be assigned to the Scott County CDA. Mr. Kurski. Chair and Commissioners, you uh as the City Council approved using the Laha funds that we received as part of the state sales tax to assist in the purchase of this property. And then this came about. We had met with the potential developer that the CDA had picked, and they had originally planned to do a apartment building at the corner of Forth. We got a lot of feedback from the surrounding residents that it was a pretty large structure. The CDA came back with a concept originally to do townhomes if they were able to acquire this property. We sat down with the owner of the property and he agreed to sell, we're using the Laha funds to help underwrite it, and they've agreed uh as a board to purchase the property. And do a townhome project. Questions of staff. Commissioner. Quick question. Have the surrounding, I guess the neighbors been, I guess, notified and talked to about the what's the project itself? Just giving their feedback that there was something happening there. Chair and members know. We haven't told them yet because we were waiting for you to make a decision.
