evening, President and Board members.

0:56

Tonight we're asking for the EDA consideration of the proposed 2027 EDA tax levy.

1:02

If approved tonight, uh the levy and budget would be brought forward to city council approval on September 15th.

1:09

The EDA levy is subject to a percentage limit of city's estimated market value.

1:14

The EDA levy cap for 2027 is one almost 1.6 million.

1:18

So the levy being proposed tonight is well within this CAP.

1:21

The EDA levy differs slightly from the general fund levy in that it gets applied to all taxable properties within the city.

1:54

And the CDA continues to uh manage the senior apartments on the second level.

1:58

We'll report those as a separate separate subfund of the EDA, and I'll touch base on that in this presentation as

well.

Speaker 3

2:06

I have one slide on revenues and then one slide on expenditures.

2:09

Uh staff is proposing an EDA levy of 550,000, uh which is no change from last year.

2:14

Uh additional funding is provided through a contribution of half a percent of revenues from the Shockabee Public Utilities Commission.

2:21

Uh we anticipate that contribution to be 341,000 for next year, uh 20,000 for social district licenses and cup sales, and then 20,000 for admissions related to the TAP event.

2:32

Uh for the medium value home, it equals out to about $20 a year, uh, which is the exact same amount that was paid in 2026.

2:40

Um moving on to operating expenses, uh operating expenses would cover uh wages and benefits, which would include the economic development coordinator, and then 50% of the planning and development director.

2:51

Uh legal services, planning services, and professional services within professional services would be the facade loan program, uh, entrepreneurship programming, uh, main street tap event and marketing.

3:03

And then the carry forward from last year is the reoccurring annual transfer of 50,000 to the city's general fund, uh, which is uh used to cover administrative support for those um departments.

Speaker 2

3:16

Uh

Speaker 3

3:16

we as mentioned we account for the activity of RCC in a separate subfund of the EDA.

3:21

Uh we have budgeted 375,000 in lease revenues.

3:24

Uh revenues are a best estimate.

3:26

Um, those would be impacted as um there are renewals retention turnover.

3:30

Uh we do have one tenant that has a lease expiring uh in the middle of June.

3:34

Uh the building maintenance line item uh assumes there might be some additional work um for the space to be ready to be leased.

Summary of Proceedings

Shakopee Economic Development Authority Regular Meeting – October 2, 2026

The Shakopee Economic Development Authority (EDA) met on October 2, 2026, at City Hall, 485 Gorman Street, to consider the 2027 EDA tax levy and budget, adopt related resolutions, approve consent items, and receive the EDA bill list. All votes were unanimous. Note: The agenda and transcript are dated September 1, 2026, and reference a September 15, 2026 city council step, while the meeting timestamp provided for this summary is October 2, 2026; the latter date is used in the title and summary.

Call to Order and Agenda

  • The meeting was called to order and roll call was taken. Commissioner Contreras moved to approve the agenda; the motion was seconded by Commissioner Laura and carried unanimously.

Consent Calendar

  • A motion to approve the EDA meeting minutes was made by Commissioner Lehman, seconded by Commissioner Contreras, and carried unanimously.

Discussion Items

  • 2027 EDA Levy and Budget – Mr. Reinhardt presented the proposed 2027 EDA tax levy of $550,000, unchanged from 2026 and within the 2027 EDA levy cap of nearly $1.6 million. The levy applies to all taxable properties in the city.
  • Revenue assumptions include a contribution equal to 0.5% of Shakopee Public Utilities Commission revenues, estimated at $341,000; $20,000 from social district licenses and cup sales; and $20,000 from admissions related to the TAP event. For a median-value home, the levy equals about $20 per year, the same as in 2026.
  • Operating expenses would cover wages and benefits, including the economic development coordinator and 50% of the planning and development director; legal, planning, and professional services; the facade loan program; entrepreneurship programming; Main Street TAP event and marketing; and a recurring $50,000 annual transfer to the city's general fund.
  • The activity referred to as RCC is accounted for in a separate EDA subfund, with $375,000 in budgeted lease revenues. One tenant has a lease expiring in mid-June, and building maintenance assumes work to prepare the space for re-leasing.
  • Commissioner Delaney asked why the TAP event admissions line decreased from $24,000 to $20,000; Mr. Reinhardt responded that the estimate was based on last year's actual sales.

Reports

  • EDA Bill List – The EDA bill list was presented. No questions were raised.

Key Outcomes

  • Motion to adopt Resolution E 2026-005 authorizing a special benefit levy under Minnesota Statute Section 469.003, subdivision 6; seconded by Commissioner Delaney; passed unanimously.
  • Motion to adopt Resolution E 2026-006 adopting the 2027 EDA budget; seconded by Commissioner Lara; passed unanimously.
  • Commissioner Laura moved to adjourn; the motion was seconded and the meeting adjourned.

Note: The transcript alternately renders one commissioner's name as both Laura and Lara; the names above are retained as transcribed.
