The City Council held a study session on September 8, 2025, to discuss seven agenda items including vehicle purchases, grant applications, a rezoning proposal, a subdivision plat, and future agenda items. No formal votes were taken; staff recommendations were presented for future council action.
We stand for the pledge, please. Yeah. California. Individual. Good evening, everyone, and welcome to this September 8th, 2025 City Council study session. We have seven items on our session for tonight. So we'll just get rolling here. Our first item is number one discussion of the bid award to Fremont Chevrolet GMC for one half ton pickup truck in the amount of 42,792. And with us is our fleet and administrative coordinator, Heather Kaplinski. Welcome, Heather. Good evening, Mayor and Council. Like you said, this is a bid award for one half ton pickup truck. This truck was approved in the current FY26 budget under the utilities replacement plan. The request for bids was advertised three times in August with a bid opening at the end of August on the 27th. We received three bids, with the lowest being from Fremont Chevrolet out of Riverton, 42,792. Before issuing the request for bids, I went over the specifications with the solid waste and recycling supervisor to make sure the truck was what they needed for operations. And this truck will be replacing a 2005 Sierra with 106,000 plus miles, and it will be surplused. Staff recommends that Mayor and City Council approve the purchase of one 2026 Chevy Silverado 1500 four-wheel drive crew cab pickup from Fremont Chevrolet GMC out of Riverton for 42,792 dollars. The order to delivery timeline is about three to four months, and it's being funded out of the capital outlay budget in the recycling budget. Any questions on this from Heather? For Heather, yes. I just have a really quick question. Some of my constituents have asked why we buy four-wheel drives for vehicles that work within the city. Um Mayor, Councilman France. I think it's just we standardize it because of our winners here. Okay. Um, and so we've had a lot of our older trucks that have been in our fleet that are two-wheel drives, and then they've had issues getting stuck depending on where they have to do their work. Sounds good. Thank you. So, Heather, the process for surplusing, do they do we just ship it off? Do they come get it? What happens with that? So on average now, I've been doing about two to three surpluses a year. I'm actually starting a new one this morning, so this will be the third one for this year. Um, after we start getting the replacements, and we've got at least four to six. Yeah, um, I contact the auction company, and then they send out an inspector, they do all of the pictures, the videos, they list it. I also give them any extra information if there's some major issues wrong. Um, and then once it sells and I get the notification that it's sold, then the buyer just gets in touch with me to pick it up. Oh, perfect. Okay, thank you very much. And that is like uh public service.com or no, so the last several we've been using um big iron big iron, okay or iron planet. Okay. Yep. Thanks. Any other thing? Go ahead. Um of the things that has been asked of me before was basically were the wheels falling off, why are we buying another one? And I know that you've presented on this before, but I can't quite remember what what is the mark that gets crossed when we or the line that gets crossed when we decide that a vehicle needs like this pickup needs to be replaced. Is it mileage? Is it time?
