This study session covered six items: the sale of two police pursuit vehicles, purchase of a combination VAC truck, purchase of a street sweeper, adoption of the 2026 Transportation Master Plan, a cooperative agreement for joint planning area updates, and general discussion. No formal votes were taken; actions are scheduled for future council meetings.
I texted them on Ask Wednesday. All right. Welcome everyone to our City of Sheridan study session for February 23rd, 2026. And first, before we could start with the first item, I heard from a reliable source that Councilman Pat Seek's birthday is on Thursday. So I think that we all sing happy birthday to them. May I lead it so it doesn't sound like a funeral judge, please? Yes. Happy birthday to you. Happy birthday to you. Happy birthday here, and happy birthday to you. And many more. Last year I think it went by and nobody noticed those. Not today. All right, we have six items on the agenda. First item is um discussion of the sales protest. Police point of order. Yes. We haven't done the yet pledge for these. Oh usually we have to start with the budget. And which is one nation under justice for all of them. Thank you for reminding me of that. In fact, Bev and I have we asked about that. I said, do we do the pledge? I don't remember. Yeah. Yeah. Yeah. All right. So the first item is discussion of the sale of two police pursuit vehicles to Chicago Motors Incorporated for the total amount of $18,014. And with us today is our fleet and administrative coordinator, Heather Kaplinski. Welcome, Helen. Good evening, Mayor Pro Tem and Council. So this is for the sale of two police pursuit vehicles. This is coming before you tonight. So typically when we surplus our vehicles, we've been going the auction route. But we had the chief of police recently talked to somebody at the Sheridan County Sheriff's Office and found out that there's dealers out there that purchase law enforcement vehicles to be sold to other law enforcement agencies. So with that, we went that route this time. And per pursuant to Wyoming Statute 15-1-11A before the sale of any property valued at over $500 or more. An advertisement is to be placed once a week for three weeks, three consecutive weeks in a newspaper with general rule circulation announcing uh the calling for the sealed bids for the purchase of these. And the property should be sold to the highest bidder unless the governing body rejects all bids, and it is the responsibility of the bidder uh the responsibility of the bidder shall be determined by the governing body. So this is why this is coming before you because we went a sealed bid process this time. So with that, that was advertised on the 7th, 11th, and 17th of February. The bid opening was the 18th, and we did make it a condition in the ad and the responsibility of the bidder that the vehicles are purchased for the purpose of being put back into service by other law enforcement or government entity. So any normal resident that may have seen that ad can't just put in a sealed bid. We wouldn't have sold the vehicle. When vehicles go to auction, we completely strip them. So that's why the general public can purchase them this route. We did not have to completely strip them except for their radios and radars. So they are being resold to other law enforcement completely still outfitted, if you will. So we're selling a 2016 Dodge Charger.
