The Sheridan City Council held a study session on March 9, 2026, at 5:30 PM. The meeting focused on four main discussion items: the purchase of a bucket truck, designation of community cleanup events, a bid award for East Downtown Phase One, and service agreements for the 2027 General Purpose Excise Tax (GPET) funds. No formal votes were taken; all items are scheduled for action at a subsequent meeting.
Good evening, everyone, and welcome to the March 9th, 2026 Study Council session. Um it's 5:30, so we'll begin. We have four items on our list for tonight. We will just get going, and our first one is discussion of purchase of one for F550 bucket truck from Fremont Motor Company for the amount of 148, 711.36 cents. And with us is our tweet and administrative coordinator, Heather Kapinski. Welcome, Heather. Good evening, Mayor and Council. Um, like you said, this is for the purchase of one bucket truck, and this will be the last of the FY26 fleet purchases coming to you. So, as you know, when it comes to equipment replacement, all these factors come into the picture. The current bucket truck for the street and or the traffic and science division is a 2007 Ford FI50. It's 19 years old and it has approximately 1,359 hours and 32,000 miles at the time that this report was written. Um at the outset of the procurement process, staff referenced the specifications we had for the bucket truck that we purchased back in FY23 for the weed and pest division that you'll see here on the left. Um, and so as we started going over those specifications, we quickly realized that the needs were vastly different. Um, the working heights, the outriggers versus the stabilizers, and you can tell how the booms are pretty different depending on the divisional needs. Um staff work with vendors the city had previously conducted business with, and we gathered information, obtained clarification, and solidified the specifications needed for the bucket truck for the traffic and science division's needs. Several mechanical and structural issues have been identified furthering the need for replacement for the current bucket truck. So hydraulic lines and valves are beginning to fail, oil leaks are present in the drivetrain, the utility bed is rested through in places where they store their um tools in parts, so it's being exposed to the elements and they're getting damaged. And the shop is also having difficulty sourcing replacement parts for the bucket components. So the new bucket truck purchase was funded, um was approved in the current FY26 budget for up to 200,000, and we obtained um a quote through the Source Wealth Cooperative Purchasing process. Ameritech equipment company partnering partnering with Fremont Motor for the chassis, um, put in the quote at the 148-71136, and the order for delivery time line is estimated to be four to six months. And so with that, staff recommends that the Mayor and City Council approve the purchase of one 2026 F 550 regular cab bucket truck to Fremont Motor Company for a total of 148,71136. So the purchase order will be issued to Fremont Motor to order the cabin chassis, and then it'll be shipped from the manufacturer to Ameritech to then build and assemble the body in the bucket. Um that you authorize the fleet coordinator to act on behalf of the council and the mayor on all matters related to this procurement process, and you can see there the um budget account that the money is in for this purchase. Any questions? Thank you. Any questions for Heather? It does. Um I'm still impressed that we are getting such good prices on these equipment, so that's nice. All right, well, thank you, Heather. Oh, thank you. Now we move on to item number two. Discussion of resolution 06-2-6 designating the 2026 trees for trash and community cleanup event and the free landfill day. And with us is Dan. Welcome, Dan. Evening, Mayor and Council. Um, it's that time of year again to ask of City Council to designate some of our community cleanup events. We do that through via resolution. Um close to this time every year for the past I want to say seven years. Um purpose of these events, promote community cleanup. And we've got three specific ones designed to do that. Uh, trees for trash, um, incentivized through um offering free seedlings um to uh um residents of the city and the county, free landfill disposal, that's done. That's free free uh landfill day, and we have that in the fall, and then uh community minded event, which is our community cleanup, which we've classified. Um present those to council via resolution. So that's resolution 6-26, which you'll consider next Monday night, uh establishing the trees for trash and community cleanup event for May 2nd. And those are conducted on the same day. Um, and then uh fall free landfill day on September 26th. Um just gonna go through a few slides just to show council kind of some of the the benefits of having these events, and um participation is largely one of those to demonstrate community cleanup. Um this is the I think the city group um it's all a volunteer basis, so we have several volunteer groups that um come together and they get designated areas throughout town that they will collect uh collect trash. We take it up to a landfill. As you can see, participation has dropped a little bit in 25, but it still remains pretty high.
