0:41

Um, I'd like it's my pleasure to introduce to you uh Kaylin's replacement, Anna Lisa Johnson.

0:49

Uh she came through a pretty rigid hiring uh process and uh she came out on top, and I'd just like to have her just introduce herself real quick.

0:57

Uh these are the folks you have to piece for.

1:00

Hi, nice to meet you, everybody.

1:02

I'm very honored to be here.

1:04

I have big shoes to fill.

1:05

Kaylen is trying to teach me the way as long as she can for the next week.

1:10

And I hope to learn a lot from you.

1:12

And if you need anything, feel free to stop by.

1:14

It's a pleasure.

1:16

Thank you for having me.

1:17

Thank you.

1:18

Thank you.

1:19

We're glad to have you.

1:20

So you don't have to stay if you don't want to.

1:25

I say that we did.

1:27

Okay.

1:30

So we do have a total of seven items on the agenda for tonight.

1:34

So we'll just get rolling because it's seven o'clock.

1:36

I think they're gonna start the uh debate down at the YO.

1:41

So an item was that six.

1:44

Okay, it's six.

1:45

So we've had an hour.

1:47

We've really got to hustle.

1:50

So discussion.

1:51

Our first one is bid award to Fremont Motor Count Motor for three Dodge Durango Pursuit All-Wheel Drive Vehicles in the amount of 125,544.

2:05

And with us to tell us about that is our fleet and administrative coordinator, Heather Kaplinski.

2:09

Welcome, Heather.

2:10

Thank you, Mayor and Council.

2:12

Um, like the mayor said, so this is the uh purchase for three new Dodge Durangos for um the FY27 budget.

2:20

Those were approved um in the budget earlier this year.

2:23

A request for bid was advertised August 15th and 24th, and the bid opening took place September 2nd.

2:29

We received three bids with Fremont Motor Company out of lander coming in as the lowest qualified bid for 125,544, um, and 240 dollars sit to purchase these vehicles and their outfitting.

2:47

Before issuing the request for bids, I did send the specifications to the chief of police for him to review and confirm.

2:53

And the following vehicles are being replaced and will be surplused.

2:56

We have a 2015 Ford Taurus over 81,000 miles.

3:00

It has the front end worn out, and it is not used for patrol anymore.

3:05

We have a 2018 Dodge Charger, over 98,000 miles, and it has current issues with the radar and a check engine light, and also a 2019 Dodge Charger that's almost at 100,000 miles.

3:17

Without staff approves or recommends that the Marin City Council approve the purchase of the three 2027 Dodge Durangos from Freedot Motor Company out of Lander for 125,544 dollars, and authorize the fleet coordinator to act on behalf of the council and mayor on all matters related to the peer procurement process.

3:37

And the vehicles will um only take uh two to three months from the manufacturer, and then they'll be delivered to Rapid City to on-seen dynamics, which is the company we're utilizing this year for the outfitting.

3:52

So they'll outfit with all the accessories, camera system, radio, radar, all that um at approximately 28,000 per vehicle.

3:59

And GPET funds are being used for this out of the fleet account for the PD.

4:05

Okay.

4:06

Any questions?

4:06

Any questions for Heather on this one?

4:09

So just out of curiosity, Chief.

4:12

Did we get our other ones that were supposed to be outfitted that were taking forever?

4:16

Mayor, uh sold the ones that were approved in the previous fiscal year.

4:20

We got them about a month ago.

4:21

4:22

Yeah, there was quite a delay in our most recent purchase in the previous question.

4:26

Okay.

4:26

Just listen, I'll keep TRS and questions.

4:29

Yeah.

4:29

Yeah, thank you.

4:31

Anything else for Heather on this one?

Summary of Proceedings

Sheridan City Council Study Session - September 14, 2026

The Sheridan City Council held a study session on September 14, 2026, beginning at 5:30 PM and concluding at 6:13 PM. The meeting covered seven agenda items including vehicle purchases, a crushing project, a diagonal parking resolution, a subdivision, and a water/sewer capacity update. No formal votes were taken; recommendations will be considered at a subsequent regular meeting.

Introduction of New Staff

  • Mayor Stu introduced Anna Lisa Johnson as the replacement for outgoing staff member Kaylin. Johnson expressed her honor and commitment to learning from the council.

Discussion Items

  • Bid Award – Police Vehicles (Item 1): Fleet coordinator Heather Kaplinski presented a bid award to Fremont Motor Company (Lander) for three 2027 Dodge Durango Pursuit AWD vehicles at $125,544. Outfitting (camera, radio, radar) is estimated at approximately $28,000 per vehicle, funded by GPET from the PD fleet account. The vehicles will replace a 2015 Ford Taurus, a 2018 Dodge Charger, and a 2019 Dodge Charger. Staff recommends approval at the next meeting.
  • Bid Award – Trucks (Item 2): A bid award to Laramie Peak Motors (Wheatland) for three trucks: a half-ton for the fire department ($56,853), a three-quarter-ton for the landfill ($56,085), and a one-ton for the street department ($63,584), totaling $176,512. All were within budget and will replace vehicles from 2007, 2005, and 2008 respectively. Staff recommends approval.
  • Bid Award – Crushing Project (Item 3): City engineer Thomas Marneau presented a bid award to Wagner Ranch Services for the 2026 crushing project at the landfill for $64,125. The project will crush 5,500 cubic yards of concrete and asphalt (approximately 6,600 tons) into one-inch aggregate for city use, saving roughly $118,000 compared to purchasing equivalent material. Funded by GPET. Staff recommends approval.
  • Diagonal Parking Resolution (Item 4): A resolution to allow diagonal parking on the west side of North Connor Street, adjacent to a six-unit apartment development at 260 East Brundage Lane. The developer will fund five diagonal parking spaces and a sidewalk easement. Staff recommends approval of the resolution.
  • Allison Minor Subdivision (Item 5): Planner Kelly Schroeder presented a subdivision of Lot A into two lots (0.91 and 0.90 acres) zoned B1, intended for future multifamily development. No public comments were received; staff recommends planning commission approval and council approval next week.
  • Water and Sewer System Capacity Update (Item 6): Utilities Director Dan Roberts provided an update distinguishing system capacity from water availability. The water system has capacity for approximately 5,359 additional equivalent dwelling units (over 39 years), and the sewer system for 3,524 units (over 26 years). He explained that drought conditions affect availability but are managed through the drought response plan, last exercised in 2006. Councilmembers asked about drought resilience; Roberts noted that domestic supply is secure and that restrictions target non-essential irrigation. The city is exploring Lake Desmet as a secondary water source.

Other Business and Reports

  • Councilmember Patzak reminded attendees of the September 19th Miss Indian America events (presentation at the museum, plaque dedication at the fairgrounds, and trail walk at the arboretum).
  • A councilmember reported that no e-bike rentals exist in town due to high liability insurance costs.
  • A councilmember requested the installation of dog waste bag holders downtown (currently only available on trails).
  • A councilmember requested a comprehensive fleet presentation from Heather Kaplinski to review fleet composition and replacement cycles.
  • A councilmember requested a recycling presentation to address public rumors that recyclables are being landfilled. Dan Roberts clarified that plastics #3-7 and glass currently lack markets but that a new Canadian broker will accept all plastics, improving recycling rates. A formal presentation will be scheduled.

Key Outcomes

  • No formal votes were taken; all bid awards and the parking resolution are scheduled for approval at the next regular council meeting.
  • Staff was directed to prepare presentations on fleet management and recycling operations for a future meeting.
  • The council clarified that water system capacity remains sufficient for planned growth, with drought response measures focused on managing non-essential use.
