Consideration of PL 25-31 ordinance 2299.

1:36

All right.

1:37

Well good evening, uh Commissioners.

1:39

Tonight we are discussing PL 2531 ordinance 2299, which is a rezone application submitted by Q Construction LLC for 1039 2nd Avenue East.

1:53

Oh too fast there.

1:58

Okay.

1:58

Yeah, so this rezone application is for 1039 2nd Avenue East, which is currently platted as track 28 of Brendage Place.

2:06

It is one acre in size.

2:08

Currently zoned R1 residents, and the requested zoning is B1 business to allow for multifamily development.

2:15

Here's the parcel here in blue.

2:18

As you can see, we're located just east of Coffeen Avenue.

2:23

Brendage Lane is up here to the north, and I-90 is here to the east.

2:28

There is an existing single-family home on the property here that faces 2nd Avenue East.

2:34

My understanding is that home will remain, and the applicant intends to submit a subdivision that will divide that home off, and then there will be multifamily units constructed on the back half, which will then face First Avenue East.

2:49

This is the rezone exhibit exhibit that was submitted as part of the application.

2:54

Adjacent zoning, so this one as you can see is currently zoned R1.

2:59

There are other R1 properties to the east.

3:32

An auto sales facility to the west, that's uh Prime Rate Motors, and then some single family residential to the east, so everything that's zoned R1 back here are single family homes.

3:45

There are a couple of single family homes mixed in here in these areas that are zoned B1.

3:50

And there's some multifamily residential to the south here with these town home place apartments.

Summary of Proceedings

Sheridan City Planning Commission Meeting - October 13, 2025

The Sheridan City Planning Commission met on October 13, 2025, to consider a single rezone application. All commissioners were present except Commissioner Liam. The meeting began with approval of the agenda and minutes from the previous meeting, followed by a public hearing and vote on the rezone request.

Consent Calendar

  • The agenda as distributed was approved unanimously by voice vote.
  • The minutes of the September 8, 2025, meeting were approved as presented with no corrections.

Public Comments & Testimony

  • No members of the public offered comments, questions, or concerns during the hearing. Staff noted that 22 notices were sent to surrounding property owners, a legal ad was published, and a sign was posted on the property, with no responses received.

Discussion Items

  • PL 25-31 Ordinance 2299 – Rezone Application (Q Construction LLC)
    • The proposal seeks to rezone 1 acre at 1039 2nd Avenue East (Tract 28 of Brendage Place) from R-1 (Residential) to B-1 (Business) to allow for multifamily development.
    • The site currently contains a single-family home that will remain; the applicant intends to subdivide the lot and construct multifamily units on the rear portion facing First Avenue East.
    • Adjacent zoning includes R-1 to the east (single-family homes), B-1 to the west (Prime Rate Motors auto sales), and multifamily residential (townhome apartments) to the south. The future land use map designates the area as appropriate for residential use; staff noted that B-1 also permits commercial uses but that is not the applicant’s stated intent.
    • Staff reported that a minor error on the rezone petition had been corrected, and all staff comments were resolved. Their recommendation was for the Planning Commission to forward a positive recommendation to City Council.
    • No questions were raised by commissioners during the presentation.

Key Outcomes

  • Motion and Vote: Commissioner made a motion to approve PL 25-31 (positive recommendation to City Council), seconded by another commissioner. The motion passed unanimously by voice vote (all ayes, no nay). The meeting then adjourned.
