Sheridan City Planning Commission Meeting Rescheduled Due to Lack of Quorum (August 10, 2026)
On August 10, 2026, the Sheridan City Planning Commission convened at 7:00 PM but could not conduct business because only three of seven commissioners were present, falling one short of the required quorum of four. The meeting was adjourned early at 7:05 PM, and the pending item was rescheduled for the August 24, 2026 Planning Commission meeting.
Roll Call and Quorum Determination
- Present: Chairman Kerbs, Commissioner Franklin, Commissioner Franzling.
- Absent: Commissioners Peterson, Benson, Morneau, and Campbell.
- With three members present, the commission lacked the four-member quorum required to vote on the agenda, approve minutes, or take any official action.
Public Feedback
- Several attendees expressed frustration over the cancellation, having prepared for the meeting.
- Staff member Kelly apologized for the late notice and offered to meet with residents during office hours to discuss the pending item and show maps.
Discussion
- Staff explained that the item cannot advance to City Council until the Planning Commission reviews it.
- The item is rescheduled for the August 24, 2026 Planning Commission meeting; the subsequent City Council meeting would be September 8, 2026 (a Tuesday, due to the Labor Day holiday).
- All affected parties will receive mailed notification, a legal ad will be placed, and the property sign will remain up.
- Previously submitted letters will be included in the rescheduled meeting packets; additional letters can be submitted for inclusion.
- Commissioners confirmed availability for August 24; one commissioner may participate by phone, which counts toward quorum as long as they listen to the entire meeting and vote online.
Key Outcomes
- No votes or official actions were taken due to the lack of quorum.
- The public hearing item was formally rescheduled to August 24, 2026.
- The meeting adjourned at 7:05 PM.
Meeting Transcript
Good evening. We will call the August 10th, 2026 Sheridan City Planning Commission meeting to order. We'll commence with uh roll call. Oh yeah. Chairman Kerbs. Present. Chairman Franklin. Present. Commissioner Franklin, excuse me. Commissioner Franzling. Present. And that leaves uh Commissioner Peterson, Benson, Morneau, and Campbell absent. Okay, thank you. So that means no quorum. Yes. So unfortunately there's a number of circumstances. This is kind of a perfect storm. We have a commissioner in an election training. So I'll turn it over to Kelly and she'll talk about schedule. I do appreciate you all being here and uh apologize for the issue here. We didn't we thought we might have a fourth. We did not know that there would not be a quorum until the beginning of the meeting. So we apologize. You know, these things happen and we try as much as we can to avoid them. And this item will be rescheduled, so it will not be at City Council next week because it has to come to planning commission first. So this will be rescheduled for August 24th. That's two weeks from now, planning commission. And the following city council meeting would be uh September 8th, which is a Tuesday because of the Monday holiday. You will receive what was that? You will receive letters again in the mail notifying you of the meeting. There will be a legal ad place, and the sign will remain up on the property. So all of the letters that we've already received will be included in these packets once again. You're welcome to send me additional letters to make sure that those are included in the future packets for both planning commission and city council. What constitutes a quorum for the planning committee? It is it is one more whole number above 50%, which is so there's seven is the full commission. So rounded up to four from three and a half. So we thought we might have a fourth come in, but unfortunately it does not look like they were able to make it. Yes, sir. That was the commission. Unfortunately not. We're not able to go into our normal session due to lack of form. We can't vote on the agenda. We can't review last meetings minutes, we can't do anything, unfortunately. Chairman, if I may. Absolutely. Um if anybody has any questions about this, I know there's a lot of questions. I am available during office hours to go over any of this with you to show you maps. I know I've spoken with a couple of you, and some of you have even come into the office and we've looked at things together, and I offer that for anybody in this room. Respectfully, you are one on what we haven't heard that you're expecting results to have. So they don't have a quote.
