Present were Supervisor Edward R. Wehrheim, Councilman Thomas J. McCarthy, Councilwoman Lisa M. Inzerillo, and Councilman Thomas Lohmann Sr.; Councilwoman Lynne Nowick was absent. The Board briefly convened as the Board of Water Commissioners before the regular Town Board agenda. Unless otherwise noted, all actions were approved unanimously (4-0), with Supervisor Wehrheim moving and Councilman McCarthy seconding.

All right, we will begin this afternoon sitting as Board of Water Commissioners. Minutes approval, October 23rd, 2025. Approve ratification of the Chairman of the Board of Water Commissioners execution of an agreement with New York Environmental Facilities Corporation grant for water main improvements on Oakside Drive in Smithtown. Town Clerk advertised for bid 25105, 881 West Jericho Turnpike Water Main Extension. That's a great deal. The award of request for proposal 25074 for the design of new water main for Oakside Drive and one transfer item on the agenda. Councilman Lowman? Yes. Councilman Warren and Zarolo? Yes. First to be presented by Kelly Brown. It's the town board to consider the community development program year 2026. Good afternoon, Supervisor, members of the town board, ladies and gentlemen. My name is Kelly Brown, and I am the housing rehabilitation administrator in the planning and community development department. The purpose of today's hearing is to elicit comments on the request for funding for the upcoming community development program year that begins on September 1st of 2026. The Town of Smithtown is a member of the Suffolk County Community Development Consortium. As such, our proposed projects are submitted to the county for their approval and inclusion in the county's official submission to HUD. You have before you a list of project categories and their proposed budget amounts. You have seen something similar at previous community development hearings. The projected funding amount for the program is $216,000. The projects that the community development program completed this past year include complete renovation and handicap accessibility of the men's and ladies' rooms in town hall, the installation of outdoor handrails on seniors' homes for safety, the senior citizen home chore program in the senior citizen department, which provides the help and supplies to do little home maintenance projects in a senior's home. For the first time, the Smithtown Community Development Department provided funds to the Smithtown Food Pantry that helps over 170 families per month. The county has increased our funding to serve the food bank. As in previous years, in considering projects for the program, we must we must make sure that two major requirements are satisfied. First, every project must qualify as a designated eligible activity, such as housing rehabilitation, infrastructure improvement, or handicapped access improvements. Second, every project must meet one of three specifically defined CD program objectives. These are one benefit to low and income persons, prevention or elimination of slums or blighting conditions, three, meeting an urgent community development need, which means activities such as cleanup of storm damage or other disaster repairs.
