Subdan for um, as always, a very thorough report.

Um my question is one that was raised by um several residents after our after I had my community conversations.

17:26

They've come back and wanted to know what the city's plans are for putting street lights around some of these new MARTA bus stops.

17:37

And we know that if they're on a state road, you know, that has to go through Georgia DOT, but on some of the local roads like Creole that haven't had um bus stops before, and it's dark, you know, in certain places.

17:53

Um does the city have a plan for adding street lights?

17:59

And if not, can we put that on the to-do list?

Summary of Proceedings

South Fulton City Council Work Session - March 10, 2026

The South Fulton City Council held a work session on Tuesday, March 10, 2026, at 4:00 PM at City Hall, 5440 Fulton Industrial Blvd. Mayor Carmalitha Gumbs presided. Councilmembers present: Catherine F. Rowell (virtual), Aaron V. Johnson, Jaceey Sebastian, Keosha B. Bell, Linda B. Pritchett, and Natasha Williams-Brown. District 3 was vacant. The meeting covered the City Manager's monthly report and a presentation on emergency operations plans.

City Manager Items

  • Introduction of New Employees: Delayed to the March 24, 2026, work session.
  • City Manager Monthly Report: City Manager Sharon Subadan presented the monthly report (including Finance and Public Works reports). Councilmembers raised the following points:
    • Councilmember Williams-Brown requested the city develop a plan to install streetlights at new MARTA bus stops, especially on dark side streets. City Manager confirmed a streetlight implementation plan exists and solar options are being evaluated, and she will add this as an action item.
    • Councilmember Sebastian requested follow-up with GDOT on pedestrian safety crossings along South Fulton Parkway and Highway 92 near the new hospital and election hub. City Manager will add to the agenda for the next GDOT meeting.
    • Councilmember Pritchett asked for an update on the widening of Campbellton Road and the intersection of I-285 and Cascade Road (sinking lights). City Manager will inquire with GDOT about the widening project status and the Cascade signal work.

Presentation: Local Emergency Operations Plan (LEOP) and Continuity of Operations Plan (COP)

Fire Chief Chad Jones, joined by Deputy Chief Jerome Byrd and Emergency Manager Assistant Chief Jake Jenkins, presented the LEOP (407 pages) and COP (45 pages). The LEOP serves as the city's all-hazards emergency playbook, covering prevention, mitigation, preparedness, response, and recovery. The COP addresses internal disruptions (e.g., cyberattack, power failure) to ensure continuity of essential services. Chief Jones noted that a tabletop exercise was conducted in February and a full-scale exercise is planned for May 2026 with Fulton County. Councilmembers discussed: - Emergency Communication: Chief Jones described the Falcon alert system and reverse 911; the city will push for more resident sign-ups and improve communication through a new communications hire. - Public Access to Plans: Councilmembers Pritchett and Bell requested a summary or handout of the plans for community distribution. Chief Jones confirmed the plans have an executive summary and table of contents and can be shared publicly. - Public Education: Graphics and safety tips (e.g., storm preparedness) will be developed for social media and town halls.

Key Outcomes

  • The introduction of new employees was postponed to the March 24, 2026, work session.
  • The city will prioritize streetlight installation at new MARTA bus stops and follow up with GDOT on pedestrian safety and road widening projects.
  • The Fire Department will provide a plan summary for public distribution and create educational graphics for emergency preparedness.
  • The council unanimously voted 6-0 to recess into executive session at 4:31 PM for personnel, real estate, cybersecurity, and litigation. The council reconvened an Alcohol License and Zoning meeting at 5:19 PM, which adjourned at 5:20 PM.
