The City of South Fulton City Council held a Work Session on Tuesday, May 26, 2026. The meeting was called to order at 4:01 PM by Mayor Carmalitha Gumbs. All council members were present, with Councilwoman Catherine Rowell attending virtually. The agenda included the introduction of a new employee, presentations on Fulton County Senior Services and the TSPLOST III transportation referendum, followed by an executive session.
City Manager Sharon Subadan introduced Zabrina Drake as the city's new P card administrator. Ms. Drake comes to the city from the State of Georgia and has extensive experience with procurement cards.
Dr. Pamela Roshell, Chief Operating Officer for Fulton County Government, presented an overview of the planned Health and Human Services South (HHS South) facility. The facility will be built from the ground up on Stonewall Tell, across from the current South Annex, and is estimated to take approximately three years to complete. Services will include a multi-purpose senior center, an adult day health program for frail older adults, behavioral health services, a Board of Health clinic (providing WIC, children's dental, women's health, environmental health, and vital records), and a recovery treatment court for DUI offenses. Dr. Roshell noted that senior services will be provided at no cost to constituents. Currently, the county operates four multi-purpose facilities and 14 neighborhood senior centers.
Dr. Marc-Antonie Cooper, Assistant City Manager, provided an update on the TSPLOST III transportation referendum, which is scheduled for the ballot on November 3, 2026. The projected total collections under a conservative forecast are $662 million, with an anticipated forecast of $686 million and an optimistic forecast of $815 million. Using the conservative 85% Tier 1 model ($555.1 million total), the City of South Fulton's allocation is estimated at 18.27%, or approximately $101 million. This is an increase from the 16.5% received in previous TSPLOST cycles. The project list incorporates requests from each council member and includes $19 million in projects, primarily sidewalks, carried over from TSPLOST II. Strategic priorities focus on roadway resurfacing, congestion mitigation, sidewalk safety, and multimodal connectivity.
