The South Fulton City Council held a work session on September 8, 2026, at 4:00 PM at City Hall, called to order by Mayor Carmalitha Gumbs. All council members were present: Catherine F. Rowell, Aaron V. Johnson, LaTonya "Toni" Wright, Jaceey Sebastian, Keosha B. Bell, Natasha Williams-Brown (arrived at 4:08 PM), and Linda B. Pritchett (virtual). A quorum was established. The primary agenda items were the City Manager's monthly report and a presentation by Just Serve, a volunteer platform.
Dr. Marc Antoine-Cooper, Assistant City Manager, presented the City Manager's Monthly Report (including Finance and Public Works reports), which had been submitted in writing. No questions were raised by the council.
Ms. San Gray and Ms. Kristen Lowe, representatives from Just Serve, presented the free app and online platform that connects individuals and families with volunteer opportunities by zip code. The platform was created by The Church of Jesus Christ of Latter-day Saints but is overseen by an advisory council including Catholic Charities and the Salvation Army. Since inception, over 800,000 volunteers have registered and participated in more than 150,000 projects. Users can track service hours and earn "Just Serve Hero" awards. Ms. Gray stated that the city of South Fulton had been awarded designation as a Just Serve City, recognizing its existing volunteer efforts.
Council members asked questions about nonprofit onboarding, food security partnerships, volunteer screening, and technical assistance for community farms. Ms. Lowe explained that large food distributions are channeled through major partners like the Atlanta Community Food Bank, and she offered to share resources on farm production with Councilman Jaceey Sebastian. Councilwoman Catherine F. Rowell noted that the city had adopted a Just Serve resolution about six weeks prior and that staff had compiled a list of existing volunteer opportunities. Councilmembers LaTonya Wright, Keosha B. Bell, and Sebastian expressed strong support for the platform as a way to organize volunteerism and relieve pressure on city services.
The council recessed for executive session at 4:34 PM by unanimous consent, reconvened at 5:10 PM, and reported no action requiring a public vote.
