Summary of Proceedings

South Fulton Alcohol License and Zoning Public Hearings Special Meeting - September 22, 2026

The City of South Fulton held an Alcohol License and Zoning Public Hearings Special Meeting on Tuesday, September 22, 2026. Mayor Carmalitha Gumbs called the meeting to order at 5:06 PM, and it was adjourned at 5:16 PM. All council members were present, establishing a quorum. The primary agenda item was a combined rezoning and special use permit case, which was withdrawn by the applicant. A certificate presentation was also made.

Alcohol Licenses, Rezonings, Variance and Modification Cases

Case Z26-015/U26-007 (Welcome Foods): This item was a public hearing for an application by Welcome Foods requesting a rezoning from MIX (Mixed Use) to C-2 (General Commercial) and a Special Use Permit (SUP) to develop a 5,000 square foot gas station/convenience store with fuel pumps and a 1,800 square foot drive-thru restaurant on 2.13 acres at 4225 and 4165 Flat Shoals Road in Council District 5. Both the City Staff and the Planning Commission had recommended denial for the rezoning and the SUP. The applicant subsequently requested to withdraw the application. Per City ordinance, requiring a council vote on withdrawal of an advertised case, the council accepted the withdrawal by unanimous consent.

Proclamation Presentation

A Municipal Leader Community and Workplace Culture Course certificate was presented by Niles Ford of the Georgia Municipal Association (GMA) to Councilmember Linda B. Pritchett for her completion of the certification program.

Discussion and Other Actions

During the hearing, Councilmember Catherine F. Rowell corrected the record regarding a previous deferral for the Greater Turner Church case (Z26-012, CDP 26-005, CV 26-003 at 4685 Cascade Road). Noting there was no second meeting in November, the council accepted her request to move the case to the December 8, 2026 council meeting by unanimous consent. No executive session was held.

Key Outcomes

  • Case Z26-015/U26-007 (Welcome Foods): Withdrawn by the applicant and withdrawal accepted by the City Council by unanimous consent.
  • Greater Turner Church Case: Deferred to the City Council meeting on December 8, 2026.
  • Certificate Presentation: Councilmember Linda B. Pritchett was recognized for completing the GMA Municipal Leader Community and Workplace Culture Course.
  • The meeting was adjourned at 5:16 PM.
