Sparks Planning Commission Meeting - August 21, 2026
The Sparks Planning Commission met on August 21, 2026, to consider several land use and development items. Commissioner Reed opened with commendations for staff negotiating the Miramonte Phase 8 project from over 400 units to 142 single-family homes and suggested revisiting open space conditions of approval for transparency. All items on the agenda were approved.

Discussion Items
- 7.1 – Commercial Building Elevations (Stonebrook): Staff presented a request for architectural approval of an 11,214 sq ft commercial building. Commissioner Kramer moved to approve, seconded by Commissioner Neighborlin; motion passed.
- 7.2 – Miramonte Phase 8 Tentative Map: Staff presented a request for a 142-lot single-family subdivision on 30 acres at a density of 4.77 dwelling units per acre, reducing density from a previously approved 448-unit townhome plan. Commissioner Reed moved to forward a recommendation of approval to the City Council, seconded by Commissioner Mieberman; motion passed.
- 7.3 – Child Care Facility Elevations (Kylie Ranch): Staff recommended approval of an 11,170 sq ft child care building. Commissioner Priestos moved to approve, seconded by Commissioner Rosson; motion passed.
- 8.1 – Conditional Use Permit for Billiards Parlor (Shark Den): Staff recommended approval for a pool hall and bar in an existing commercial center. Commissioner Nieberlin moved to approve, seconded by Commissioner Kramer; motion passed.
- 8.2 – Conditional Use Permit for Dewatering Facility (TMWRF): Staff recommended approval for a new dewatering facility and to waive standard landscaping requirements due to security and subsurface infrastructure constraints. Discussion noted capacity increase from 30 to 44 million gallons per day, supporting thousands of additional homes. A motion to approve passed.
- 8.3 – Conditional Use Permit for Event Center (El Grande): Staff recommended approval for an event center/banquet hall in an existing commercial building, with conditions including operating hours (Friday–Sunday, 10 a.m. to 1 a.m.) and outdoor activities limited to a designated area. Commissioner Kramer moved to approve, seconded by Commissioner Priestos; motion passed.
Key Outcomes
- All six agenda items were approved (or recommended for approval) unanimously.
- The tentative map for Miramonte Phase 8 (142 lots) will be forwarded to the Sparks City Council for final action.

And should the Republic for which it stands one nation under God and the form of liberty investment for all. I mean, Commissioners, uh, I wish to commend staff for their good negotiating skills to take this project from over four hundred units to a hundred and forty-two single family units. Gold stars go to all of those. Um also for bringing in a nationwide um builder uh with significant financial resources and local presence. Um a real estate developer with over 40 billion dollars of uh financial resources and local prisons. I'm sorry. Um they have uh they they have to answer not only to uh their their uh homeowners but also to their shareholders and um I just made one observation in this project that uh you might want to address that staff might want to address during the development review process. Um cities use boiler plates or uh conditions of approval, and then they usually tweak them for a specific project. And this next observation I'm going to make is not intended to be derogatory in any way, and it's what I used to term or we used the term uh lessons learned, but um I would um avoid to to avoid angst and maybe stress for all involved. I would suggest to revisit the condition of approval, uh anything that's related to open space um to make sure that uh um how that allowable uh usage and how any variants would be processed in the future um and and that the vetting procedure uh that that it involves everyone and it's a transparent public format. I just think there's some things going on now that would uh help in the future to subside the open space issues. That's all I have. Thank you. Thank you, Mr. Town. And now it's open public meeting.
