All right. Recording in progress. All right, good morning, everyone. Uh, I'm gonna call this meeting to order. This is the October 23rd, 2025 meeting of the City of Spokane Valley Hearing Examiner. My name is Andy Cotkamp, but I've been appointed by the City of Spokane Valley to serve as a land use hearing examiner. And my job is to render decisions on various matters that are authorized to come before me, which include preliminary plat approvals. That's what we have on the agenda for today. I consider any testimony and evidence presented at today's hearing, as well as all the written materials on file in order to make my decision. I'd note for the record that the only persons present here today are representatives of the applicant and members of staff. So I'm gonna kind of abbreviate what I normally say about the hearing process, except to say that uh uh the applicant does have the burden approved to show compliance with all the applicable rules and regulations. Um he's gonna come up and testify. I'm gonna ask you three questions. Uh are you an agent authorized to appear and speak on behalf of the applicant and property owner? Have you reviewed the staff report? And do you have any objections with any of the representations in the staff report? And have you reviewed the proposed conditions of approval? And do you have any objection to them? And then I'll say what do you what else do you want to tell me about the project? And that's your open door to tell me what else you want to tell me about the project. Um staff will go first, then the applicant, and if a member of public comes in, I'll give them that chance to testify as well. Um if you testify, you'll be sworn in as a witness. Um, except as provided by the Spokane Valley Municipal Code regarding request for reconsideration. My decision is final and conclusive. Unless it is appealed. Appeals are by means of a land use petition action that have to be filed within 21 days of the date of the issuance of the decision. And if the appeal is not timely filed, the appeal would be barred. I've reviewed this item on today's agenda. I don't have any interest in the property or the proposal to be heard today. We'll be able to fairly and objectively consider this matter. And outside of receiving and reviewing the staff report and those 16 exhibits attached to the staff report, I've not had any communication regarding the items on the today's agenda. So with those representations, if anybody has an objection to me serving as a hearing examiner, you need to come forward and state so at this time. Seeing none, we'll turn to the item on today's agenda. This is as indicated, uh subdivision request, uh preliminary plat uh request. It's given application number SUB 2025-0003. It's an application to subdivide uh 1.4 acres into 26 lots on property located within Spokane Valley. That is more specifically described in the staff report and the application materials for the record. I'll admit exhibits one through 16 that are referenced in the staff report. Levi Basener, associate planner here with the City of Spokane Valley here to discuss the item on today's agenda. SUB-2025-0003, also known as Green Line Subdivision. The proposed development site is located in the east side of Spokane Valley on Valleyway Avenue, just east of Sullivan Road, as shown in this image here. Now I should note that I've uh flipped the subdivision around so the north is to the to the left. The uh proposed development is 1.4 acres in size and will comprise 26 lots according to the materials submitted by the applicants in both the preliminary plat and the narrative.
