LTAC recommended operational support for the proposed ice sports facility (up to $600,000/year for 2027-2028, then $550,000/year for 2029-2031) and $2 million in capital infrastructure, both contingent on no hotel development on the site and land lease execution. Councilmembers Merkel and Wick expressed concerns about the condition and the shift from a self-sustaining model. City Manager Holman clarified the city did not propose the hotel; the condition came from hoteliers to speed up the project. Council reached consensus to bring forward a motion, with reservation noted.
- CTA-2025-0002 Wireless Communication Tower Height (Non-Action): Mike Basinger and Steve Roberge presented. ShREC (Spokane Regional Emergency Communications) needs a 100-foot tower (plus 20 feet antennas) for a new call center. Planning commission did not recommend permanent code changes, but staff cited risks if the interim ordinance lapses. Council consensus to move forward with a code amendment to allow towers up to 120 feet in commercial zones, with Councilmember Wick's suggestion to include "regional or local" emergency services.
Councilmember Comments (Agenda Amended)
- Councilmember Yeager stated her social media post was meant to highlight violence against innocent people, and she denied it was about Muslims, expressing commitment to unity and peace.
- Councilmembers Padden, Higgins, Wick, Merkel, Mayor Haley, and Deputy Mayor Hattenberg spoke. Padden acknowledged the detrimental impact and praised the coffee meeting between Yeager and Dr. Shoshani. Wick emphasized an inclusive and safe community for all. And if you'll all stand, we'll have an invocation from Pastor Ben Daly. Thank you for having me this evening. Would you bow your heads in prayer with me? Our dear Heavenly Father, Lord, we thank you and praise you for today. As your word says, Lord, this is the day that you have made and to rejoice and be glad in it, regardless of our circumstances because you have made it. Lord, we thank you for each member of the city council here this evening who's given up their time to discuss matters at hand that affect our city of Spokane Valley. Lord, we ask for wisdom and understanding for each member of this council that they would make decisions that are first and foremost honoring and glorifying to you and your word, and secondly, for the good of all the citizens of Spokane Valley. Grant an understanding mind to each city council member. And if there are any questions in any of these items on tonight's agenda, that they would be made be able to make that very clear and answer all those questions. And believe it, believe it is important that we have an opportunity to each speak our thoughts about it. Currently, the format does not allow that tonight. Given the importance of the issue, I believe we need to allow this sooner than later. This is a topic that is critical to me and I know to our entire community. It is important that you, my fellow council members, have how I know how I feel and how those that I have spoken with feel. It is important for the community to know how we each feel. So I'm asking for the change to allow us each to address our own personal comments on this subject.
