F 32.093, approval of a contract with Forum Consulting Services Incorporated, doing business as the forum group for staffing and information security analyst and associate.

Item number four, F32.094, an additional appropriation grant, general fund to the youth services bureau for the mayor's youth employment program, including 46,447 for seasonal salaries and $3,533.

LR32.016, an ordinance for final adoption to repeal the appointments commission for Article 17 of the of chapter six, including sections 6-121 through 6-124 of the code of ordinances, and LR32.017, an ordinance for its second public hearing and final adoption, amending the code of ordinances to establish information reporting requirements of the office of the mayor with respect to the applicants and appointees of the city boards and commissions, and then thirdly, there's one item to be moved tonight.

My understanding was that there was uh further verbiage that was being worked out uh around housing and some of the concerns that my co-chair had, and so it was going to be postponed again while that verbiage could be worked out.

Um I am happy to talk through any concerns from now until the meeting that anyone has, and I I didn't see your email uh representative price until just right before this meeting.

I'm away with my family, uh, but there's no reason in my mind to hold this.

We we did take from the last meeting, which was over 30 days ago, uh representative you's concerns, and we did send them to legal counsel, and basically legal counsel has answered representative you've and agreed to get on a phone call with him.

Um, but basically what she's saying is that all of his concerns are addressed in the statute.

In other words, he's gotten everything he wants through the statute, and the way that he wants to word the ordinance uh would be a bad idea.

But um, I guess the point here is that I didn't ask to hold the meeting.

Uh Representative Shaw, myself, Representative Hughes had a long conversation.

Um then we were told that we didn't come to an understanding, and then I got further clarification from legal counsel and sent it to Representative Hughes.

Basically, any concerns that he has, this ordinance does not do.

Uh I just don't see the reason that we would be holding up this item.

Um my concerns regarding this proposed ordinance weren't addressed, and I'm not gonna get into the merits or any um policy level discussion, but I think because there's still um, you know, there has not been an amendment from the previous meeting.

Um, I think it makes most sense in the interest of everyone's time to hold it another month, and then um, you know, work on an amendment.

Um, but question I guess to Representative Camparelli, is there a time um for sensitivity uh that we should keep in mind here, representative.

You know, in in the spirit of good governance, moving these things through committee in an expedient way, I think is important, especially the fact that we're all volunteers.

I the questions and concerns that representative you had in the ordinance.

The statute has spoken directly to his concerns.

This ordinance does not do any of the things that he's concerned with.

I've tried to explain that, the lawyer has tried to explain that.

And at this point, you know, it was it was taken off of my committee, moved on to a committee, another committee, and now it's being delayed again.

Representative you've and I, and and representative Shaw knows this.

We have discussed this ad nauseum with the lawyers, with him, with the administration, everyone in the administration supports the ordinance as written.

The lawyers have said that amending it the way that he's asking to amend it would only make the ordinance muddy and difficult to defend in court, and it already does everything that he's asking for it to do.

So we can continue to just hold this up because we don't agree with the policy.

I just I don't, but but the concerns that were given were all addressed, and I can I can email and speak individually with any of you.

I can give you what the lawyer has presented at this point, um, and you can hear from the lawyer directly this month.

Um, so you can, you know, we can put representative you's concerns in the committee meeting, and we can have you listen to the lawyers directly, so that you know, it's not I said or he said, it's the lawyer saying directly to you guys.

Um, but I think it's important that anybody that's voting on this ordinance listens to the last meeting because you will hear um all of the concerns that anybody in the committee had addressed, and basically in my mind, answered really truly.

Um, I don't know if Representative Shaw has anything to say based on the legal counsel's advice or what have you, but I just I think we should have another committee meeting so that representative Hughes can state his concerns and then the lawyer can answer them because they have been answered on I.

Since this is not a traditional recommitted steering rate, do what is it at the discretion of the chairs, or can we can we take a vote?

Yeah, so in my opinion, in this circumstance, I think it's at the discretion of the chairs.

If there are any members that disagree with that, I think the right course of action would be, or if in another circumstance where a chair repeatedly refused to hold a meeting, for example, um, over several consecutive months, the options that I think we would have is the the large board as a whole has a lot of power when it comes to reassigning, where it comes to mandating.

Um, I think the board would be in power to assign, you know, force a meeting of the committee, or reassign it to steering, which can then reassign it to another committee or to the same committee when an item is assigned from this committee to another, any other, including the same, it has to have a meeting.

Uh that's in our rules.

So that's I think the options that we have available.

Um, but I don't think tonight we have any options to compel the land use and urban redevelopment committee to hold any meetings because there are no new items that this body is putting on its agenda to compel a meeting.

Um, there's only one item that could potentially be on it, and the motion that was used to postpone it, postpones it to its next regularly scheduled meeting, and so absent a mandate to hold that meeting.

My interpretation of that motion would be that it's it's just kicked to the next meeting.

Um, I'm gonna concur with uh parliamentarian McEwen uh and uh make a note to everyone that uh as I admit earlier uh this month um when you make a motion to postpone an item by passing steering, this is one of the complications that can arise.

That being said, I agree with uh Parliamentarian McEwen that as there are no other items uh being put on the agenda, uh it goes to the next regularly scheduled meeting per the chair's decision.
