In the waiting room.

0:06

Because everybody's traveling for the holiday.

0:12

Yeah.

0:13

Oh, do you know what anybody knows traveling?

0:18

Me shortly.

0:22

Well, it was good to show in a row.

0:23

Is that what you're saying?

0:24

That's what we're saying, though.

0:26

All right.

0:26

Um, David, I think you can get started.

0:29

Okay.

0:31

I'd like to welcome everyone and call today's zoning board meeting to order.

0:36

I'm David Stein, Chair of the Board, and it is now 102 on July 2nd, 2026.

0:44

The members of the board and the staff are holding this meeting by Zoom video conference.

0:49

The public is in attendance both by video conference and teleconference.

0:56

First, let's do a roll call.

0:58

Uh Bill Morris, Roseanne McManus, Jerry Bozak.

1:05

Here, Keith Walker, Peter Rustin, and now for staff, Ralph Blessing, and Manita Matter.

1:18

Okay.

1:20

As this is a special meeting of the uh board, a special regular meeting, there will be no uh public participation or thinking during the meeting.

1:34

Uh the meeting is being recorded and will be posted at the zoning board's website.

1:42

Uh you can find the agenda for this meeting and um the meeting materials by going to our website www.stanford ct.gov slash zoning.

1:57

I think that's uh that's it.

2:00

Um for board members, um the um law department um in reviewing uh the resolutions that we will be voting on, um, has requested that we include that the board has independently um reviewed the materials that Ralph sent out.

2:28

That would be the memo and the petition and whatever else went out.

2:34

Um primarily the the memorandum is the the important one.

2:39

Um I just want to make sure everyone has had a chance to read it, um, since it will be um the the intro to the resolutions will say that we've read it.

2:52

Um is there anyone who needs time now to take a look at it?

2:57

I'm sure I'm good.

2:58

No, good.

3:03

Then um, I will read um to the board the resolution, um, denying the petition to appeal the zoning board's approval of application 226-07.

3:24

Um, whereas on June 22nd, 2026, the zoning board received a petition to appeal the zoning board's approval of application number 226-07 to the Stanford Board of Representatives, pursuant to Stanford Charter Section C640-5.

3:45

And whereas the land use bureau reviewed the petition in accordance with the provisions of the charter case law and the zoning board's policies, and land use bureau's analysis and conclusions are set forth in a certain memorandum by Ralph Blessing, Land Use Bureau Chief for the City of Stanford to the zoning board dated June 29, 2026, the memoranda.

4:12

And whereas the memorandum concludes that the petition did not receive the required number of signatures under Charter Section C6-40-5, and is therefore not valid, and therefore, and whereas prior to the special meeting held on June 2nd, 2026, duly noticed in accordance with the law, the zoning board independently reviewed the memorandum and the supporting information, including the petition itself, and additional documentation.

4:46

Now, therefore, it is hereby resolved by the City of Stanford Zoning Board that based on its independent review of the petition, the signature submitted, and the memorandum dated June 29th, 2026, prepared by the land use bureau.

5:03

The zoning board finds that the petition did not contain the required number of signatures for a referral to the Board of Representatives pursuant to Charter Section C6-40-5.

5:16

The referral of the petition to the Board of Representatives is hereby denied.

5:22

Can we get a motion to um approve the resolution that I just read?

5:33

So moved.

5:35

Was that Peter?

5:37

Yes.

5:39

Peter, you're unfortunately you're not seated today because we have everyone here.

5:46

I will make the motion to uh approve it.

5:49

Okay.

5:52

Is there a second?

5:54

Second.

5:56

Okay.

5:57

Is there any discussion on this?

6:00

Uh yes.

6:01

I'd like for the record to ask how many signatures were required and how many were received.

6:09

Perfect.

6:12

Um so uh there is uh the charter says that uh in order for referral to happen uh at least 20% of the owners within the rezoning area have to sign, or that the owners of 20% of the land within 500 feet of the uh rezoning area uh have to sign.

6:37

So no one for uh within the rezoning area signed the petition, and uh with regard to uh the area, uh it depends on uh how much land they own.

6:52

So in theory, you could have had one owner who owns 20% of the land could have signed the petition and it would have met the the requirements.

7:04

Um we only received valid signatures for uh a little bit over 4% of the land uh within the 500 uh foot area.

7:19

Thank you, Ralph.

7:20

So it's 20% of the land is the second option.

7:24

Yes.

7:24

Okay.

7:26

Okay.

7:27

So we had to calculate the land area minus the streets.

7:31

Uh and uh obviously also not every lot uh is fully within the area.

7:39

So uh we worked with the GIS department to uh calculate the percentage of each lot uh that was contained within that 500-foot uh radius um around uh the rezoning area.

7:57

But 4% is not even close.

7:59

Right.

8:00

No, yeah.

8:03

Toki.

8:06

Okay.

8:06

Are there any other questions or discussion on this motion?

8:13

Okay, um, all in favor of approving this motion uh say aye.

8:19

I aye.

8:21

Opposed abstentions.

8:25

Um motion is uh unanimously approved.

8:30

And um that's concludes our business for today.

8:37

So uh thank you everyone for um for making the time to uh to come to this meeting and um our next meeting will be on Monday night.

8:49

Yes, sir.

8:51

So everybody have a great fourth.

8:54

Absolutely.

8:57

Drive safe, no speedy tickets, please.

8:59

Thank you, sir.

8:59

I'll bring it back to you if I can I'll call you if I need help.

9:04

Yeah, Bill knows people.

9:06

Oh yeah, he does.

9:10

Enjoy.

9:11

Okay, guys.

9:12

Bye bye.

9:13

Thank you.

9:13

Well, everybody.

9:14

See you Monday.

9:16

Thank you.

9:17

Bye bye.

Zoning Board Denies Petition to Appeal Approval of Application 226-07 – July 2, 2026

This special regular meeting of the Stanford Zoning Board was held via Zoom on July 2, 2026, at 1:02 PM, chaired by David Stein. The sole agenda item was consideration of a petition to appeal the board's prior approval of application 226-07 to the Board of Representatives, pursuant to Charter Section C640-5. After reviewing a memorandum from Land Use Bureau Chief Ralph Blessing, the board found the petition lacked the required number of signatures and unanimously voted to deny the referral.

Discussion Items

  • Chair Stein read a resolution denying the petition, noting that the board independently reviewed the memorandum and supporting materials. The resolution stated that the petition did not contain the required signatures under Charter Section C6-40-5.
  • Ralph Blessing explained the charter requirement: either at least 20% of owners within the rezoning area, or owners of 20% of the land within 500 feet of the rezoning area, must sign. No owners within the rezoning area signed, and valid signatures represented only a little over 4% of the land area within the 500-foot zone (calculated by GIS, excluding streets and prorating lots partly within the radius).
  • A board member confirmed that 20% is the threshold and that 4% fell far short.

Key Outcomes

  • The Zoning Board unanimously approved the motion to deny the petition for referral to the Board of Representatives. Chair Stein called for aye votes; no opposition or abstentions were recorded.
  • The meeting concluded with a reminder of the next regular meeting on Monday night.
