We have uh first the February 2026 uh low rent report, which can be found on page 267.

We collected 15,711 in rent of our 129 units that are leased.

Nine delinquent rent notices issued and five evictions occurred. The waiting list has 131 applicants. 15 letters were mailed, and six maintenance work orders were completed in a timely manner. One new admission occurred.
  • HCV Program (February 2026): Total vouchers: 236 leased up, nine searching. Port-outs: zero searching, six leased up (paying St. John, Kenner, Jefferson Parish, Texas, Harris County). Port-ins: 21 leased up, one searching in Kenner. No EOPs effective. Financial summary: Paid out $277,767.24 (HAP, admin fees, port-outs). Income originally reported as $344,263 was corrected to $292,408.54. Five applicants processing from waiting list, eight voucher holders searching in parish, no new admissions, one new landlord. VMS submission was timely.

Resolutions

  • Resolution 26-03-24-01 – Revision of Procurement Policy: Adopts updated thresholds per revised HUD procurement handbook and Louisiana state statutes: micro purchases increased to $15,000; small purchases for materials/supplies at $60,000 (state statute); small purchases for public works at $250,000 (state statute); RFPs/RFQs triggered at $350,000+ (HUD guidelines). RAD/Section 18 Conversion Update

  • Executive Director Jackson provided an update on the Rental Assistance Demonstration (RAD) and Section 18 conversion application for the Zalmans properties. A meeting with HUD Regional Office officials on March 18, 2026 resulted in a collaborative plan to move the application forward after several months of review. HUD completed an agency operations review. An extension was requested for vacant units placed on modernization disposition (which expires at the end of April 2026). A letter was sent to HUD that day outlining progress. Community needs assessment and environmental assessment are expected to be completed within the next month. A draft resolution and letter of support were forwarded to the Parish President's office for local buy-in. Subject to CHAP approval and final financing plan submission, actual work at the Zalmans is anticipated to begin in October 2026, with total redevelopment completion by the end of 2027.
