Yes.

I'm sorry, not removed, but brought back on the agenda.

1:08

So have a motion to uh bring back to the agenda 2026-3-SPU.

1:37

It's the postponed case requested by Peyton Robert for non-residential accessory building and an OL zoning district.

1:43

248 Grand Bayou Road, the Zalmans Council District 4.

1:47

All right.

This request is for a special permit to allow a non-residential accessory building in the open land zoning district of the applicable criteria.

1:55

Items related to potential impacts to the surrounding area and neighboring properties and building setbacks are met.

The department places more emphasis on the first two review criteria rather than the site-specific review items and cannot issue a favorable favorable recommendation.

2:21

The department recommend recommends denial.

2:25

Thank you.

2:25

And is the applicant present?

2:33

And if you can state your name and address for the record and just add anything, uh talk a little bit about what you're trying to do.

2:39

Okay.

2:39

Blaze Robert.

2:41

Peyton Robert.

2:42

And we live at 215 Luke Drive.

2:45

Um so a little bit about what we're trying to do.

2:47

I kind of explained last time, but not everybody was here.

2:50

Um we are wanting to put up a metal building for um storage eventually once we build our house.

2:57

We do have plans.

2:58

Um we have like finalized house plans and everything to build a home on the land one day.

3:04

Um the shop is gonna serve as storage once we're living there, but during the process of building, it will also store our materials for um building, like sheetrock things that need to be kept out of the weather.

3:15

Um I know one of the things that they're saying is it doesn't match the residential character, but I think it's just there's no set character of the area.

3:26

If you go down the street, someone's currently putting up a um metal building a few houses down.

3:32

Um we have letters of support from our neighbors.

3:34

Nobody is um going against us on this.

3:39

Um basically that just kind of sums up what we're trying to do.

3:45

Okay.

3:46

Okay, I guess um question for me would what would be the timing you're thinking of on the house?

3:53

So realistically, uh we're trying to put the shop up, get it paid off, and then start plans to build the house.

4:00

It's just not um we just financially cannot do everything all at once.

4:05

It's just expensive, so we're trying to go about it the most responsible way.

4:09

Um everything so far has kind of been like in phases.

4:11

We bought the lot, we did the dirt work, we did the pond.

4:14

Um this is just kind of like the next step in our construction.

4:18

Um, but like I said, the goal is to get the building up, get it paid off, and then we are gonna build a house.

4:24

Okay.

4:24

Did but would you estimate that's two years, three years, five years, longer?

4:29

You think?

St. Charles Parish Planning & Zoning Commission Meeting - April 2, 2026

This was the regular meeting of the St. Charles Parish Planning Board of Commissioners, held on April 2, 2026, at 6:00 PM in the Council Chambers. The board considered two special permit applications: one for an accessory building in an open land district and one for a barroom in a commercial district. The meeting also addressed the approval of previous meeting minutes.

Discussion Items

  • 2026-3-SPU (Peyton Robert): Non-Residential Accessory Building in O-L District – The applicant requested a special permit to construct a 30x50 metal building for storage at 248 Grand Bayou Road, Des Allemands (Council District 4). The Planning Department recommended denial, citing incompatibility with the established single-family residential character and failure to meet comprehensive plan compatibility criteria. The applicant explained that the building was intended for storage during and after construction of a future home, which would be built in phases due to financial constraints. Commissioners raised concerns about utilities (sewer hookup) and the lack of a principal dwelling. The applicant agreed to restrictions: no sewer connection until the house is built, and no installation of a sewer mod (portable toilet/septic) until the house starts construction. A two-year time limit was imposed, after which the applicant must return for an extension review. A motion to approve with these conditions passed unanimously.
  • 2026-2-SPU (Yvette & Joseph Wolford): Barroom in C-3 District – The request was to operate a bar with outdoor seating and recreation at 12429 Highway 90, Luling (Council District 7), contingent on rezoning to C-3. The Planning Department recommended denial because the proposal lacked required building elevations, landscaping plans, and sufficient site design, and failed to meet Highway 90 corridor overlay requirements. The applicant acknowledged the deficiencies and stated they could not provide more detail due to a pending sales contract. One member of the public spoke in opposition. A motion to approve the permit failed unanimously, resulting in denial.
  • Minutes Approval – The board attempted to approve the March 5, 2026, minutes but lacked a quorum (only three members present). The item was postponed to the next meeting. The corrected minutes from October 9, 2025, were approved with one abstention (Commissioner Torand, who was not present at that meeting).

Public Comments & Testimony

  • For 2026-2-SPU, one unidentified member of the public spoke in opposition.
  • No other public comments were made.

Key Outcomes

  • 2026-3-SPU (Peyton Robert): Approved unanimously with conditions: (1) no sewer connection or sewer mod installed until the main residence begins construction; (2) a two-year time limit, after which the permittee must return for an extension review. The Planning Department will monitor compliance.
  • 2026-2-SPU (Wolford): Denied unanimously due to incomplete application and non-compliance with overlay requirements.
  • March 5, 2026, Minutes: Postponed due to insufficient voting members present.
  • Corrected October 9, 2025, Minutes: Approved (one abstention).
