St. Charles Parish Communications District (911) Meeting - June 8, 2026
The St. Charles Parish Communications District (911) met on June 8, 2026, at 5:00 PM in the Council Chambers. The meeting began with a silent prayer and the Pledge of Allegiance. The board approved the previous meeting's minutes, received the 911 Director's report on system outages and staffing, and unanimously approved a five-year maintenance package for dispatch services.
Approval of Minutes

Reports and Updates
- 911 Director's Report: The director reported several technical incidents and resolutions:
- On May 15, the Hahnville Tower Site Amplifier failed, requiring all responders to switch to the 800 backup system. The site was repaired on May 19, and responders returned to the 700 system.
- On May 19, the VHF fire paging system experienced issues where unication pagers were not receiving tones. Bearcom redirected the controller switch, resolving the issue.
- From May 15 at 12:50 to May 19 at 13:45, the Higher Ground audio recorder did not capture any radio traffic while units were on the 800 backup system. Bearcom and Higher Ground have been notified and are working to resolve this.
- Training: Two trainees are in the beginning phase.
- Staffing: Total of 23 communications specialists with 31 authorized positions.
- Other maintenance: Russ Bassett replaced the heater at the EMS console on May 8; SCSOIT replaced the monitor at the spare SO console; on May 28, communications specialist Tyler Kindler transferred to corrections.
- The QA report, training report, and generator reports were attached.
- A board member thanked the director and staff for their patience and work on the pager issue.
New Business
- Approval of Priority Dispatch Maintenance Package: The board approved a new annual One Plan Maintenance Package for system license renewal, services, and support for Medical, Fire, and Police. The five-year plan with Priority Dispatch totals $62,520.96. A motion was made and seconded; the board voted unanimously in favor via voice vote (all ayes, no opposition).

We'll go ahead and call this uh June 8 uh 2026 uh meeting to session. We'll start off with a silence prayer and then a pledge relations to the fly of the United States of America and to the Republic for which it stands one nation under God and visible liberty and justice for all to uh extend a thank you to all that is attending our meeting tonight, both here in uh council chambers as well as maybe on the on the TV as well. Um we'll go ahead and then uh move into our agenda with uh approvals and changes of the minutes of the meeting held May 11th, 2026. Look for a motion, make a motion second motion by Lieutenant uh Laverne and second by Chief Dufrent. Any questions? Seeing none, all in favor by saying aye, all opposed motion carries we're moved to item uh reports of officers, boards, and standing committees. Uh Secretary Treasure is not present. Uh we do have one outstanding uh invoice or no. I was not provided okay. We do not have anything. With that, we'll move over to the 911 director's report for the 700 radio system on 515 the Hallville Tower Site Amplifier went down. All responders were directed to switch to the 800 backup system on 519. The Hallville site was repaired, and all responders went back to the 700 system for the VHF fire paging system on 519. The fire department reported that the units with unication pagers were not receiving tones on 527. Bearcom redirected the controller switch and the unication pages are now working for our audio recorder from 515 at approximately 1250 to 519 at 1345 higher ground to not capture any radio traffic while the units were on the 800 backup system. Bearcom and higher ground have been notified and are working to resolve that issue for training. We have two trainees in the beginning phase of training. We for staffing, we have a total of 23 with authorized 31 on 51.
