St. Charles Parish Zoning Board of Adjustment Meeting - June 22, 2026
The St. Charles Parish Zoning Board of Adjustment held a meeting on June 22, 2026, to consider two variance cases and approve previous meeting minutes. The board postponed a decision on a landscaping variance for a boat launch project and approved a building elevation variance for a residential accessory structure.
Discussion Items
-
Case 26-18 ZBA (Landscaping Variance for Boat Launch): The board initially considered a motion to remove this case from the table, which passed unanimously. Mike Balomon, Chief Administrative Officer for St. Charles Parish, testified on behalf of the variance request. He explained that the parish seeks to delay landscaping requirements for the 110-acre property (donated to the parish) beyond the entrance area, as a final master plan for the remaining acreage is still under development. Two public concepts (passive and active) are expected to be presented in the third quarter of 2026, with a final plan in the fourth quarter. The parish does not want to plant trees and shrubs now only to have to relocate them later. Mr. Balomon also stated that the road from the entrance to the boat launch will be paved by January 2027 under a separate contract. Board members expressed concern that this information was not included in the submitted application materials. Chairman suggested the applicant revise the application to clearly state the intended timeline and scope. A motion to postpone the case until the July 16, 2026 meeting (with a revised application) passed unanimously.
-
Case ZBA 2026-21 (Building Elevation Variance): Applicant Peyton Robert requested a reduction in minimum building elevation from 8–9 feet above the centerline of the street to 12 inches above the centerline for a 1,500-square-foot residential accessory building at 248 Grand Bayou Road in the Open Land zoning district. Mr. Robert testified that his existing house pad and shop pad are already about one foot above the road, and he does not want to add more fill. He also noted that a higher elevation would make it difficult for his young child to access the building. No questions or opposition were raised. The board unanimously approved the variance as written.
Key Outcomes
- Case 26-18 ZBA postponed to July 16, 2026, pending submission of a revised application detailing the landscaping deferral and timeline.
- Case ZBA 2026-21 approved unanimously to allow a reduced building elevation requirement.
- Minutes from March 19, 2026, and May 21, 2026, approved unanimously.
- Meeting adjourned after the minutes approval.
