- Truck Terminals in C3: Operations such as truck parking and dispatch are now allowed subject to review and approval by the Planning Commission and a supporting Council resolution.
- Fleet Services: Added as a defined use requiring approval from both the Planning Commission and the Council.
- Council members (Michele O'Daniels and Walter Pilié) asked clarifying questions about the organization of the code, the location of mini-storage regulations, and whether outdoor assembly or manufacturing (e.g., welding crane bases) would be permitted in C3. Director Albert confirmed such activities would require M1 (light industrial) zoning or a special permit.
- Chairman Fisher and Director Albert commended the collaboration among the Planning Commission, Planning Department staff, and Council members. Director Albert noted that the department's in-house certified planners allowed the work to be done without external consultants.

All right. Good evening. Welcome to legislative committee meeting on Monday, July 13, 2026 at 5 p.m. in the council chambers in a parish courthouse. Please silence all electronic devices and remove all hats. This meeting is called to order with a silent prayer and the pledge of allegiance. Pledge leads to the United States of America to the Republic. All right, I'd like to welcome everybody. It's a discussion regarding code revisions as it pertains to commercial zoning. Mr. Albert. Thank you, Mr. Chairman. What you have before you is the sum total of work that started, I think, back in October of last year. The commission had made a request to us in conversation to start looking at updating the commercial portion of the code. They were noticing that they were getting rezoning requests that were awkward fits on things, and they thought that some retooling or evaluation would clarify that. The packet you have in front of you is three distinct parts. It is updates to the definitions, updates to the actual working part of the zoning district, uh C2 and C3, as well as the supplementary regulations. What those are when you have a specific business, the rules for those types of commercial uh operations are listed in supplementary rights. So, like any extraneous information that's specific to a use goes there. Uh what my staff did was work to clean up consolidate instead of having specifically enumerated uses, they were turned into categories, um, which fits better. That way we're not having to make a comparison between this is similar to that. You're looking under a a total category of a zoning district. Um it also ensures that there are proper correlations between the definitions and the uses in the districts. So if a definition's there, the use is also there and back and forth so that they work in parallel. Um there were regulations that were in the district list, which in good planning practices shouldn't be like effectively when you read the zoning district, it should just be a list of uses. The regulations should be put in the supplementals, and that's what we did. Um this went to the commission three or four times in new business conversational working where we showed them drafts and talked about what was what was happening there. Um they were satisfied with the results, they asked us to send you the resolution to put this on legislative. This has been before you all twice at this point. Uh we got feedback one of those times. There's three substantive changes that are in this. I I think you saw them last time. Uh I think we brought them, but just to recap, there are revisions to mini storage in C2. There are changes to truck terminals in C3, and there are changes to fleet services defining how they get their approvals, with that being both planning commission and a council approval. So I think um I think that summarizes everything. Uh you know, the staff worked very hard, especially Chris Walker with me here to put this together. They understand what we're doing. It's a lot of words, but it's actually not that complicated. It's it's mostly reorganization. Um the commission's happy with the results, so I I think we're we're ready to move on this. And um, if you send this on after this meeting, we'll take it formally to the planning commission and follow the standard ordinance process of getting the recommendation and then bringing it back to you for an actual ordinance approval. Thank you. Well, Michael, before I open it up to uh council discussion, I want to thank you and your staff and council members uh POA and O. Daniels, uh, myself and the uh members of the planning commission that sat through a couple hours worth of meeting, kind of cleaning this all up. So it was a lot of work, and it's I know it's something that's uh been needed for a while. I know we've had a few um discrepancies or one-offs or a lot of questions came back from the planning commission for clarity. I know the staffs worked hard on that. So um I want to thank you for it.
