Good evening, Commissioners, and again, thank you for your uh continued service to our community and to this housing authority.

Uh just want to briefly go over uh some of the reports that are found in your board packet.

Uh first starting with the July 2026 low rent report, which can be found on page 180 in your board packet.

So for the month of July 2026, uh we collected 17,168 dollars in rent and uh 200 in deposits of the 129 units 70 are still on mod status pending our conversion.

Um 53 of the units are leased with six that are currently vacant.

Um we are uh working diligently as always to uh get the units occupied that are vacant and that can be made move and ready.

Um we did uh issue delinquent rent notices on July the 6th to any resident who had not paid their rent by the 5th.

Um we did mail out four made it four waiting lists letters and for the month of uh July uh we had 13 work orders that were completed uh and start started and completed in a timely manner with one new admission and one move out.

So we have uh on page um one second pulled up on page 198.

Um we did list the the unit repair status uh log just to keep the board aware and updated as it relates to the vacancies uh that currently exist uh within our uh bootie property.

Uh we did uh lease up one of the six uh vacancies that's unit 262.

Um that lease up occurred on the 18th, and there is uh one move in that is already scheduled for uh September the first.

So we currently will you know after that we'll have uh four vacancies.

I do believe there's gonna be one person that is moving out at the end of the month, so we'll have five, so we'll be able to get uh the board an updated list and scope.

Uh we do anticipate um three of the four units to be turned move and ready by uh the end of next month, um, not including the one that's uh to be determined due to uh a large amount of damage that occurred in the property, uh, whereas we're working with contractors to get some quotes so we can make those repairs, and that's unit 256.

Uh so we'll continue to update the board on that, especially if there may need to be uh any specific procurement action that the board has to take uh to get those repairs done.

Um but I did list um in your packet from pages 185 to uh page 197, the work orders that were completed uh in a timely manner uh by our maintenance team.

Executive Director’s Report

  • Low Rent Report (July 2026): $17,168 in rent collected, $200 in deposits. Of 129 units, 70 are on mod status pending conversion, 53 leased, 6 vacant (one leased up on August 18, one move-in scheduled for September 1, leaving 4 vacancies). Unit 256 has significant damage; contractors are being sought for repairs.
  • Housing Choice Voucher (HCV) Report (July 2026): Waiting lists for low rent and HCV are closed. The HCV list was opened last year; a segment of the low rent list was opened this year. As of July 31, 2026: 2 port-outs searching, 8 port-outs leased, 25 port-ins leased, 0 port-ins searching, 2 end of participation. Received $313,256 in HCV income; expended $308,761.18. 12 waitlist participants being processed, 12 voucher holders in-house searching, 6 new admissions leased, 3 port-ins searching, 2 new landlords added for a total of 235 vouchers leased and 9 voucher holders searching. Staff will engage landlords on pending rent increases.
  • Audit Update: The FY2025 financial audit was submitted timely to HUD but late to the state legislative auditor (deadline March 31), resulting in a repeat finding. Executive Director Jackson reported that the number of findings has reduced from five to four. Work is ongoing with fee accountant 76 Strategies to address findings related to payroll transfers and capital fund grant draws matching expenses. No questioned costs since 2021/2022.

RAD/Section 18 Conversion Update

  • Executive Director Jackson reported that all financial plan information has been uploaded to the Rad Resource Desk and will be submitted to HUD this week to request a concept call. Environmental reviews are completed and being uploaded to Epic. A waiver may be needed for the Booty property; Des Allemands is expected to be cleared. A meeting was held with the Louisiana Housing Corporation regarding tax credit applications. A resident meeting is scheduled for September 8, 2026, to update tenants on relocation vouchers and rights. The final financing plan is anticipated by October 2026, with bond and tax credit applications to follow in January 2027.
