Charles Parish Planning Board of Commissioners meeting for September 3rd, 2026.

If you uh please silence all phones for the duration of the proceeding, um at this time we'll stand for a moment of silence followed by the Pledge of Allegiance.

I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God for all we have a request to remove 2026-11 dash MIN.

This is a postponed case from last month.

Motion motion my phone sign by price and that passes unanimously.

Next item on the agenda is 2026-40 dash hoa requested by Roland Dumas for a home occupation round the way welding at a 111 Davis Drive in Lulin Council District 2.

This request is for you due to objections received during the 10 day notification period.

The applicant proposes a mobile welding business using an enclosed utility trailer and has stated that no welding will occur at the residence.

During staff site visit, two trailers were observed in the driveway, which displaces one of the two required residential parking spaces.

Staff finds that the business related trailer must be stored in a manner that maintains the required parking.

Staff also received allegations of welding, grinding, and metal fabrication at the property, along with related noises and fumes.

While staff did not observe welding during the site visit, those activities would be inconsistent with the applicant's proposal and the home occupation standards.

Department recommends approval with the following stipulations.

No welding, grinding, cutting, or other metal fabrication activities shall be conducted at the residence.

The business related utility trailer must be stored off site or in a zoning compliant location that does not interfere with the required two off-street parking spaces for the dwelling.

If the stipulation is supported by the commission, information regarding the offsite storage location must be provided to the department prior to issuing the certificate of occupancy.

I've been welding since I was 18.

So I do have equipment at my house at my residence that I would I do use.

I don't do anything that's based out of my business.

My business is only repair, and I do it on site at customers' requests.

I don't have a traffic of people coming to my place.

Okay.

But uh I only file, and I'm just being honest, I'm not even gonna go off what I've printed up and I put together.

I'm just gonna just break it freely.

Uh I'm only here because me and my neighbor, we've been having uh uh uh a back and forth just for like over for dispute for like five years.

Really just him by himself, because I ignored it.

Uh I've had numerous complaints with like everybody knows me.

Uh the animal shelter, a lot of fake reports was was placed on me.

You can check the animal shelter they came to my house numerous of times, took a look at my dog, said I wasn't feeding my dogs, and my dogs constantly being off the leash and my neighborhood.

Everybody dog wonders.

One particular person constantly, if my dog ever get out, my son dog ever get out from him, because I have a German shepherd, and my son, he's 11 years old, so he plays with dog.

If the dog ever gets out and plays and runs, like he's not a bad dog.

Uh I've got reports about that.

Uh made my dog get fixed, no problem.

I brush all that off.

It's like I got too much going on.

That's way more important than to be in this little dispute.

It started all the way back in 2020 during COVID.

Etc.

And it just went on and on and on and on and on.

And I started my business, and uh it's evident you can see that I I uh I have a utility truck.

I have a welding machine on the back of my truck.

We talk, we was friends at one point, so you know what I do.

Uh and it's just it just got to that point where we it's just been like a back, it's like a vendetta thing.

Uh I don't do like I follow all uh uh ordinance.

Uh I know that to the D B how much noise and everything since it got to this point.

Like I follow everything.

I know what I can do and what I can't do because I try to stay within the guidelines, everything, so it's no problem.

We've had we went to court, we we had a situation, he came knocked on my door, we went to court, they dismissed the charge.

Uh I mean the dispute, like we had a back and forth.

Uh we went to court for that.

We had two incidents when the police came out.
