The St. Charles Parish Civil Service Board met on October 13, 2026 at 6:00 PM in the Council Chambers of the Courthouse. The meeting covered personnel updates, approval of the 2027 holiday schedules for both five-day and four-day workweeks, approval of the 2027 meeting schedule, and a rule change to clarify overtime calculation policy. All votes were unanimous.
Five-Day Workweek: 15 holidays (13 standing + 2 float), unchanged from 2026. Approved unanimously. Four-Day Workweek: 12 holidays (11 standing + one half-day for Juneteenth + one half-day float; Juneteenth and Good Friday half-days combined to give 12 full holidays in 2027 due to Christmas Eve falling on Friday). Approved unanimously.
Meetings will be held every other month on the second Tuesday at 6:00 PM, except February which moves to February 2 (to avoid Mardi Gras on February 9). Approved unanimously.
The existing rule was amended to explicitly state that approved annual leave, sick leave, and holiday leave count as authorized work hours for overtime eligibility. This clarifies longstanding practice and strengthens the parish's position for FEMA reimbursement of overtime costs during federally declared disasters. Approved unanimously.
Board member asked whether training covers only tool usage or also fundamental coaching and feedback. The Personnel Officer confirmed training includes refresher on continuous performance management, coaching, documentation, and then Paycom system training.
All right. We'll bypass the reading of the meeting protocol and go straight into the personnel updates. Oh, hold on. Sorry. Okay. Sorry, I had to make a correction. Personal updates. We did have one offer made above entry that was actually for a recreation maintenance grass cutter who had a lot of experience in that area. So we were able to bring on an experienced recreation maintenance grass cutter. In terms of personal activities, um Kayla's been really busy. We've had 33 new hires since June 1st. So lots of activity there. This is, you know, in terms of like setting up interviews, um, bringing people in for orientation. Um, so lots of coordination with that. So we're excited. We are um pretty good in terms of hiring right now. Um, and I'm sure you know we'll continue to have a need for hiring, but right now we're in really really good shape with that and um had a lot of hires uh since June. We actually had a makeup biometric screening and flu um fair in September, and before we had that, we actually sent out packets, wellness packets to all individuals on our health on our health care insurance to let them know what they still needed to accomplish for their wellness incentives. Um and I believe I had mentioned to y'all that um we are encouraging our employees to uh take care of their health and go to their primary care physician, and that is the requirement for them to get the preferred health insurance rate, which in 2027 will be 40 dollars. So we did send out um individual packets to each employee to let them know what they still needed to accomplish. We're also um just starting manager trainings for uh performance management um and as well as annual evaluation, the annual evaluation process. We will be moving all of our annual evaluations to paycom through our performance discussions um function in the system. So we are working with our managers, giving them refresher training on continuous performance management, giving them some tools and resources there, and then also going through uh the annual evaluation process again, some reminders for that, and then training them also on the paycom system. So um, I can certainly let you all know when those meetings will be held, and you are welcome to um join at any point if you would like to um understand what those meetings uh will be, and that is my personal updates. Um this is in reference to the job study and the few um minor issues that we heard about or whatever. I was just wondering if if how all that uh is doing right now, if if those all those the employees that had issues if there's if they got taken care of the job study process um following the meeting went really well. Um all of the changes were um completed um and effective and um I mean we asked our um employees to work with their managers on any concerns that they had because as we talked about our directors were heavily involved in that process, so um it appears that a lot of those questions were able to be answered by their directors. So nothing ever came back to you from from I think it was an email or a text message that went out to us from someone that had an issue. I I'm not sure. I don't recall. Well, they must not if you're not dealing with anything right now, it must have all been taken care of. Yeah, I'm not sure about the email. Um, certainly um if you want to forward it to me, I can take a look at it. I'm not sure. Well, you you you knew about it. Okay. I was just curious. I don't recall at the moment, so I don't know. I'll I'll have to refresh my memory to better answer your question. Okay, but you would know if there's an issue going on from what you said. So
