Today I am here to present resolution 196, recognizing Delta Day at St.

Louis City Hall.

Recognizing Delta Day at City Hall and the City of St.

Louis.

Whereas on January 13th, 1913, 22 collegiate women founded the Distinguished Delta Sigma Theta Sorority Incorporated at the Historic Howard University in Washington, D.C.

And we're asked the founders' first public act was their first historic participation in the woman's suffrage march in Washington, D.C.

in March 1913, immediately demonstrating a commitment to social action under the theme Forward Through Fortitude, engaging our sisterhood, empowering our communities, elevating our impact, and whereas since its founding, Delta Sigma Theta sorority members have continuously promoted public service, sisterhood, and political awareness, actively engaging in nearly every major social movement in the United States.

And we're asked the St.

Louis Alumni Chapter of Delta Sigma Theta Sorority Incorporated and the St.

Louis Metropolitan Alumni Chapter of Delta Sigma Theta Sorority Incorporated remains steadfastly committed to public service and social activism in the city in the St.

Louis region.

And we're asked Delta Sigma Thela Incorporated, Mr.

Incorporated, continues to lift in collective voice on issues at the local, state, and federal levels, and whereas on Friday, December 12th, 2025, Delta Sick, Delta's from the throughout the St.

Louis Metropolitan Area will gather to celebrate their annual Delta Day in St.

Louis City Hall forward with fortitude anchored in our legacy of advocacy.

Now therefore be it resolved by the Board of Automaty of the City of St.

Louis that we pause in our deliberations to recognize and honor the members of Delta Sigma Theta Sorority Incorporated in the City of St.

Louis, and we direct the clerk of the board to prepare a commemorative copy on this resolution to the end that they may be presented to our honorees at the time and place deemed appropriate by the sponsor.

And y'all would be remiss if I didn't mention that within 24 hours of the May 16th tornado, uh Jackie Dace and her ex uh assistant director, Sabrina Silvers, in collaboration with Dr.

Marty Casey and the Ungun Institute with the free store, immediately opened their doors and became a place of safety and refuge and resources for our constituents, our residents here that were trying to navigate what the next step was gonna be uh after the devastation of that tornado and remained open for months, again, allowing um World Central Kitchen to immediately mobilize and feed thousands of people during the recovery of the May 16th tornado.

So again, my uh honor guest today is STL R Works as they celebrate 30 years of service and continued success in the city of St.

Louis.

Um, one of the ch or some of the changes in the floor substitute that I sent to everybody ahead of time is we added the contract between the Department of Health and uh Heat Up St.

Louis so that actual exhibit is uh seen so people can see exactly what the contract is, as well as um in section one, we clarify that the city shall pay 50% of said total 175,000 dollars uh in an advanced payment as those funds are dwindled down, uh then heat up will be able to tap into the rest of the fund.

So um this is just a way to try to help a lot of folks right now that are in need of utility assistance as airman bills are getting higher and higher.

Gentry Trotter uh does amazing work, and this is just one way we're trying to uh help an organization that exceeded some of their funds in this um this tornado that's happening.

Um, this is I just quickly even Googled some stats from Heat Up St.

Louis, but I didn't have to Google it because I seen it with my own eyes.

Uh the response that they gave just in this last seven months for the tornado was just escalated the work that they were already doing.

So here, just for anybody that might not know about Heat Up St.

Louis, just in this summer, they served over 1.5 million in funding to help people with their bills.

This these bills not only as a result of the inflation, but also as a result of federal layoffs again through the tornado, inflation across.

These are poor to medium families, these are working families that need this money the most now is why he exceeded and needed this extra funding and reached out and they reached out.

And I'm glad that again Alderman Aldridge persisted in this response.

So as we know, they've been celebrating 25 years of service here, and we know that it is gonna go on.

They have four locations in the city.

The city has been um their priority, but they serve over I think 44 um counties, city and county places.

Um, and so I just wanted to get up again and elevate the need and elevate the gratitude for the work that Gentry Chatter and Heat Up St.

Louis does.

And if you're watching and you want to engage, please pull them up.

Even though we're moving this here now, there is still going to be a need.

We know that we have our opportunity to put our aprons on and rise and shine uh next year in February and raise funds and corporations and individuals have an opportunity to raise funds, but again, more importantly, if you have someone that is in need, uh gentry trotter, and the work that they do at Heat of St.

Louis always answers the cause.

I've had opportunities to be on calls where somebody called it heat up, cool down, and um they said amorant is out at the door, they're about to disconnect me, and they was able to move their paperwork and put that pledge on that account to make sure that uh the individuals that in need got it instantly.

There's a lot of agencies out there um that it takes a little longer, but the track record for heat up St.

Louis speaks for itself 25 years.

Um as we spoke about last session, Board Bill 100 is a bill uh to bring to the question of the voters of the city of St.

Louis whether to renew our city's earning tax in 2026.

Uh, this is a critical function of our city to make sure that we continue to operate our city services, uh, the earnings tax funds, a third of our general revenue fund and provides for all of our essential services, like making sure that we have emergency responders and resources to be able to pave our streets and uh fix uh weeds and potholes and things in our community.

Uh so I would like to thank everyone that has signed on to be a co-sponsor of this legislation so far, and I appreciate all of your support.

Uh and with that, I would like to ask for your favorite consideration of board bill 100.

Madam President, members of the board, as I said last time.

Of course, we need the earnings tax, and I support the earnings tax.

What I do not support is the way that the city does the earnings tax, which is um implemented unfairly.

Um, if you start to search and read uh certain development bills, you will see that they have earnings tax exemptions from that.

And as I said before, we were fooled um by uh Ralston Purina and Civic Progress years and years ago uh about the earnings tax and exempting um some people who were gonna get stopped stock options out of being having to pay for those earnings tax.

And in fact, we still have an exemption that should not be.

If we're going to say earnings tax is as important as we say it is, and if we are going to continue to say um how that we need this uh every five years, and the reason that we have to do vote every five years is because a very wealthy person in the area uh wants to get rid of our earnings tax, which I am opposed to, but we ought to we ought to do it fairly.

So my uh vote of no will be a protest for the way we do it.

For years and years and years, I talked about the the development and how development was done in the city, and we finally did change it and look at some ways that we do development and give it a score and change it.

We need to do this with the earnings tax.

Uh yesterday, when I was thinking about it, what we need to do is have a report yearly of who is exempted from the earnings tax and how much of our earnings tax is exempted and what it is.

Is it for for development and who doesn't have to pay it?

And um, if we do that, maybe we will look at that.

We are charging people who make 10, 15, I guess, now an hour, earnings tax, but we're not charging some of the wealthiest people in a way to incentivize what we can get development done.

Um, we should not be incentivized in development uh with our earnings tax.

That is a mistake.

And for that reason, I will vote no.

But uh, I will be voting for it, of course, when it comes um before the ballot.

But this is a protest vote.

Say we at the city do this wrong, and we need to take the earnings tax as a very important element of our budget and not give anybody an exception not to pay it, unless we're gonna say, well, if you make $15 an hour, you don't have to pay it.

But for the people who make money or for development, we should not be using this incentive.

For that reason, I will be voting no.

And also in the Elevated 11th ward, we will have another Christmas event hosted by our very own state representative Kimberly Ann Collins, December the 20th.

It will be happening at O'Fallon uh Rec Center.

I wanted to announce the resource fair that the Alder Woman from the 8th and I are collaborating on.

Tomorrow from 10 a.m.

to 1 p.m.

There are a number of organizations that have signed on, including Covenant House, Spire, Amran, Safe Connections, Ready Readers, Planned Parenthood, Great Rivers, Life Wise, Places for People, the St.

Pious Food Pantry.

And so this is meant to be, we know that it's winter time.

Whether you need food, whether you need clothing, whether you need utility assistance, or if you're a resident and you want to support these efforts in a sustainable manner, we just wanted to make sure that we could bring it together.

And again, boundaries are really arbitrary.

These organizations do work in both of our wards, and so we're gonna put them in one place.

And whether you want to support and volunteer or you're in need of any of those resources, come on through.

There will also be a holiday shopping kind of vendor event going on at the same time.

So you can absolutely feel free to browse that.

And we are celebrating the annual Kwanzaa Holiday Expo at Better Family Life 30 tomorrow from 10 to 7 and Sunday from noon to 5 at 54 15 page boulevard.

This is always an amazing event and a great way to intentionally do your holiday shopping and prepare, not just for your gifts for Christmas, but for Kwanzaa as well.
