Resolution number 218, honoring Central Baptist Church of St.

Louis on the occasion of its 180th anniversary and recognizing its historic legacy, spiritual foundation, and community impact.

Whereas Central Baptist Church of St.

Louis was founded on March 22nd, 1846 by 23 free-born and enslaved Africans, separated from First African Baptist Church, and stands today as the region's second oldest African American church, maintaining a steadfast presence in the city of St.

Louis for nearly 180 years.

And whereas from his earliest days, Central Baptist Church has stood at the intersection of faith and action, advancing education, justice, and community care while providing spiritual refuge and practical support to individuals and families across St.

Louis.

And whereas Central Baptist Church affirms that its ministry from 1846 to the present is rooted in the belief that every individual is called to develop a personal relationship with Jesus Christ, our Lord and Savior, a foundational faith commitment guiding its worship, disciplineship, and service across generations, and whereas early pastor Reverend John Richard Anderson, a conductor on the Underground Railroad, embodied Central's earliest commitment to liberation and justice by operating a clandestine steamboat-based freedom school that transported black children to Illinois for education in defiance of unjust laws in Missouri and by serving as spiritual advisor to Harriet and Dred Scott during their courageous pursuit of freedom.

And whereas enslaved congrent Harriet Robertson Scott worshipped at Central, then 8th Street Baptist in the Scots decade-long legal struggle, supported in part by Reverend Anderson's counsel, evaded through Missouri courts and reached the United States Supreme Court in the 1857 Dred Scott versus Sanford decision, one of the most consensual rulings in American constitutional history, and whereas through early and successive pastoral leadership extended into the early 20th century, including Reverend Jesse F.

Bolden, Reverend William H.

White, Reverend Simon P.

Anderson, Reverend J.

L.

Cochran, and Reverend George E.

Stevens, Central Baptist Church Advanced Black Education, Ministry, Training, Social Stability, and Ministry serving the sick, poor, orphan, and elderly.

And whereas as the congregation grew in membership and influence, the church evolved in name and location, becoming second African Baptist Church, then 8th Street Baptist Church, and in 1885, adopting the name Central Baptist Church with the dedication of a new sanctuary at 23rd and Morgan, now Delmore Boulevard.

And whereas Central Baptist Church helped establish and strengthen institutions shaping civic life, including the Ladies Minist Missionary, Circle Pine Street, YMCA, Phyllis Whitley, YWCA, Annie Malone's Children Home, and supported the development of Ishawn and Sumner High School, and where a Central Baptist Church holds a distinguished place in the civil rights movement, having hosted Reverend Dr.

Martin Luther King Jr.

on April 10th, 1957, and strengthened by the leadership of long-time pastor, Reverend Dr.

Thomas E.

Huntley, a theology classmate and fellow of Moore House College alumnus of Dr.

King.

And whereas after the destruction of his sanctuary by fire in 1971, the congregation rebuilt its church debt-free by 1975, and in 2021 was designated a City of St.

Louis landmark by the Board of Alderman.

And whereas Central Baptist Church is guided by a transformative vision to cultivate a community of intergenerational disciples who embody Christ's teachings and by as its enduring motto, making disciples, transforming lives, which together shape its worship, discipleship, outreach, and community impact.

And whereas under the leadership of Reverend Dr.

Anthony L.

Riley, Central Baptist Church continues to be a force for social advocacy and economic empowerment, inspiring disciples to turn faith into action through intentional support of black owned businesses within the city of St.

Louis, including the launch of an ongoing Black Buyout initiative beginning with churchwide caravans to the city's only black-owned gas service station and only black owned pharmacy, reviving the rights of passage program, strengthening digital discipleship during the COVID-19 pandemic, and providing nils and critical disaster relief following the May 16, 2025 tornado.

And whereas Central Baptist Church served as the City of St.

Louis polling place for more than 100 years and continues effort to restore full accessibility to regain that destination as a trusted civic resource.

And whereas at Central Baptist Church, history lives in action as worship, service, and advocacy continue to reflect the bold and courageous vision of its founders.

Now, therefore, be it resolved by the St.

Louis Board of Alderman that we honor and commend Central Baptist Church of St.

Louis for its extraordinary 180-year legacy of faith, leadership, resilience, and service.

And be it further resolved that the Board of Alderman celebrates Central Baptist Church's 180th anniversary and its enduring contributions to the spiritual, cultural, civic, and educational life of the city of St.

Louis.

And be it finally resolved that the clerk of the Board of Alderman shall prepare an official copy of this resolution for presentations to Central Baptist Church in recognition of its historic and ongoing contributions to the City of St.

I don't know that much more could be added to this resolution this morning.

I have had the pleasure over the past few years to be present at Central Baptist for so many wonderful uh services and sermons as well as community uh activities.

Uh I am truly, truly uh someone who um man a working church, you got me.

And Central Baptist is a working church.

Their doors are not just open on Sunday.

Um, I attended regularly uh some months ago uh because they feed the community every Tuesday uh at about noon, free of charge, no questions asked.

No questions asked.

All you have to do is come on in, you're greeted like you're going to a five-star restaurant, your tray is brought to your table, and the plates are taken off of the tray and the tray taken away from you.

Beautiful, beautiful service that Central Baptist does for the community on a regular basis, in addition to everything that is listed here on this resolution.

Pastor Riley, man.

I am in awe on a regular basis of who you are and everything that you do and bring uh to our city.

It is an honor to stand in your presence.

It is an honor to stand on the floor at Central Baptist whenever I'm able to be there.

And I am honored to know you as a human being, and I thank you for your service.

I told President Green that I wrote my remarks down because as a Baptist preacher, I could take an hour.

Isn't that right, Central?

Uh-huh.

But I won't do that.

Um, thank you to the clerk for reading such a long resolution.

I appreciate your service to our community.

President Green and to our alder woman, Ottawa McKeys.

Um, it's good to be here today.

Um, at a time when Dr.

King's birthday is not being honored by some federal agency.

It's good that we take time to honor his memory and the legacy of the work he started so many years ago today.

I commend this body, allowing me to come to honor the legacy of that work and our impact St.

Louis today.

We've been saying I have a dream for 60 years.

We've been singing We Shall Overcome someday for over 60 years.

But it's easy to sing We Shall Overcome when you control access resources so people can overcome.

We want someday to become this day.

Challenges that dreaming will cost you, but we do it today.

Doing justly will cost you, but do it today.

Creating a sense of belonging in this city will cost you, but do it today.

You are our legislative body.

Restrictive covenants were used by real estate agents and neighborhood associations up until 1948 legally.

Eminent domain was the legal means by which our vibrant 75 block economic center, Mill Creek was dismantled in 1954.

St.

Louis remains uh one of the most segregated cities in our country.

For that reason, although schools were desegregated in 1983.

We still see segregation without our community today.

And this day, houses on the north side of Delmar are worth less than houses on the south side of Delmar.

Ask me how I know.

In the words of Christine Tobin Balask, nothing changes if nothing changes.

We refuse, though, to let anti-inclusion efforts sanitize Dr.

King's dream.

And I refuse to let anti-religious efforts sanitize my savior.

Dr.

King's economic agenda is still out of reach, yet viable today.

A meaningful job at a living wage, a secure and adequate income for all who are unable to work or find a job.

Access to land for those who need it for economic uses, access to capital for poor and minorities to promote their own businesses, and the building for ordinary people to be a significant part in their government.

These are the principles that Dr.

King not only lived for, but died for.

The second oldest black church, and I believe the second's oldest second longest serving institution continuously in our region.

Teaching freed and enslaved persons to read when it was illegal, feeding the unhoused each week when food is unattainable.

Promoting vote education when we were taught not to read or to be engaged in politics.

Today we stand in the shoes of Shufra and Puah to valiant brown women of the Hebrew Bible who found creative ways to defy the edicts of Pharaoh who wanted to systematically disillusion young men.

So all children could flourish.

I'm done.

I'm gonna tell you this.

My son is an eighth grader at McKinley Classical Junior Leadership Academy.

Um I pay taxes, and I'm invested in both public and private education.

He plays on the school's basketball team.

At a recent game, I was struck by how much all the parents in the stands had to say.

Um parents were chiding and correcting and trying to coach from the sidelines.

Everyone had an opinion who was in the stands, was in the gallery.

I thought I wonder how many of these parents volunteered to be a coach or to help out with the team.

As passionate and knowledgeable as you say that you are.

Uh, my grandfather, Jesse Cox Senior, was a longtime congregation member at Central Baptist.

So I know firsthand just how vital this church has been to the community.

And I remember being in the congregation, going to church sometimes with my grandfather growing up.

So I want to say, first of all, uh, you don't have to apologize to this body for taking your time to speak a word to us because that is your job.

And I appreciate everything that you said.

And I think your words were especially pertinent uh this weekend as we recognize MLK's birth and weekend.

So I want to say thank you so much.

Um, and I'm excited uh for the Alder Woman that we're getting to recognize all that Central Baptist has done for our community today.

and shut it down on Delmore, like when y'all went on National Bridge and Kings Highway and shut the only black owned gas station down in a good way, right?

And they and even though we don't hear about these stories, it's good for us to be captured here today on this floor to talk about it.

These words are captured and they can be shared and they can be used as inspiration to move so many, so many of us in our communities and communities and beyond forward.

So again, thank you for the man you are to your congregation, to the community, to your father, your fatherhood, and to your son first and foremost, and please know that you have my support.

There have been a lot of uh tragic passings in the LGBTQ community as of late.

I know uh we had a moment of silence for Officer Christopher Peterson uh not long ago, but I would also ask that we take a moment of silence for I Davis, who recently passed away.

Uh he was a wonderful contributor to the city of St.

Louis in so many wonderful ways through uh culinary arts, uh performance arts, so many wonderful contributions to our community and to our city, and I would kindly ask for a moment of silence in his memory.

If we could all stand and bow our heads for a moment of silence.

Um I would also like to just acknowledge uh the Kissel family.

Uh there have been my neighbors and friends for many years.

Uh hard to believe, probably close to 20 years or more.

I have a couple.

Um one, this was emailed out, but I want to repeat it here that facilities management has informed us that the Washington Park parking lot will be closed on Tuesday, January 20th, uh while Amran completes repairs to underground transformers.

So the treasurer's office has granted us access to the main lot for the day, and you should be able to enter the main lot with your regular QR code parking code.

Um, but just so you know, when you come in on Tuesday, you will not be able to park in the uh in our regular lot.

And then um I would also like us to uh stand for another moment of silence.

Um was notified this morning on the passage passage of Stacey Fowler last night from SLDC, and um I know a lot of us have worked with her over the years and would like to take a moment of uh silence to appreciate her and her work.
