So the goal of this is to change that number from 500 to 2500.

There is an email that all of us have in our inboxes from the mayor's office stating that they're in full support.

The supply commissioner is also in full support.

The president of the Board of Alderman is in full support, the comptroller is in full support, um, as well as the director of operations.

This does not uh have some of the language that this isn't a fix basically for the uh the legislation that's currently in court regarding the regulations.

So this is something completely separate than that, just to be clear.

Um, about and that's section four.

The forestry division shall annually report to the health and human development committee.

Um is this gonna be a written report or is it something they can just come before um have a verbal conversation?

Do you and you ensure that do you look?

I cannot talk.

Do you uh think that this is supposed to be?

Is there some place that I'm missing in this legislation that it should be a written report?

I anticipate it would be a written report and a um in-person report.

Okay, so they would they would come before the health and human development committee and make a report, and then they should also have something in writing.

Is that correct?

Um the next question I have is um on page page nine of 19.

Um, it's uh section D line 17.

Um and it's regarding it says the presence upon any lot or land other than properly licensed and operated salvage yards within the city of St.

Louis within the city of debris of any and all kinds and very varieties included in the annual vegetation memo or determined by the commissioner of forestry to be unhealthy, unsanitary or unsafe, is hereby declared a public nuisance.

So um why did we uh leave out uh open salvage yards?

Is this something in a K very good question?

So salvage yards are most often um regulated within the building division.

This is about uh debris or pile up that is occupied is uh happening a place that is not uh a salvage yard.

So if you think about um a vacant parcel that may have uh items piling up, things like that.

And this is actually uh uh kind of a carryover from the previous ordinance regulating the forestry uh department in this way where debris is specifically mentioned.

So, in not wanting to leave that out and have it unregulated, it was left in the portion of this update to the ordinance.

Okay, so they will be exempted so they could have uh it's not an exemption on the go ahead.

It's not an exemption per se for the forestry bill, it's more that the building division is responsible for um regulating salvage yards per building division permits that are possible to get for that sort of use in specific zoning districts.

Okay, um, the next question I have is that on page 12 line 10 when debris is found that in the judgment of the commissioner may constitute an immediate danger to public health and safety, they shall uh notify the department of health.

Um so the department of health could then order the forestry department to abate the nuisance.

Is that correct?

Is that what that means?

So they could say, okay, this is a nuisance, this is a danger to health, and so we've uh order you to abate the nuisance.

Is that right?

It's that they can notify or shall notify the department of health to inspect the property, and then if the department of health finds a um violation based on health um division regulations that are affected by the parcel, there might be a you know either a second or a primary um you know initial violation notice issued by the health department.

Well it's not telling me.

I'm sorry, if you look at line 14 and 15, it says they may order the forestry division to abate such nuisance as soon as possible.

And so my question was did the uh health department have the ability to order the forestry department to abate the nuisance.

Uh that is something that would be the under the forestry division's um purview in order to follow their process of uh abating debris in this way.

Well, I guess my question is the use of order because I don't know.

I know the health department actually can come in and shut down buildings when building division cut can't.

If it's a health risk, they can come in, they have a lot of power.

I just don't know if they have the power to order the forestry division to abate something, or if they could just request that they abate it.

That's just my my play on words there, and uh, you might want to look at that in the future, is if they actually have the power to order.

Okay.

Um my next question is on page 14 um H.

This is one I find um alarming.

It says the commissioner should have the authority to waive fines and fees at their discretion.

Um, if somebody is violating something, then um one of the things we're having in my community right now is they feel like people are not um following the rules and regulations for building division and other things correctly.

So they're not they're letting people get away with a lot of things that should be in court and they should be fined.

Why would the commissioner be have the authority to waive the fines and fees unless it was proven that it was not uh actual violation?

This is a portion that was worked through with uh the forestry division regarding their need to occasionally move quickly uh when dealing with these properties.

I know, but why would you waive the fines and fees?

I could see if it sometimes like forestry will send letters out and say we cut grass, and I actually got one years ago.

Um Greg Hayes was uh the commissioner of forestry, not the director, and it was for one of my units, and we hired somebody to cut, and I just sent him a picture and said, You know, forestry didn't touch this, and he laughed and said, Alderwoman, you know we didn't, okay, because it's lined up and cut correctly.

So of course they waived them, and some of the other neighbors on the street who live there, uh, they had got the same thing, and it's that the when they gave out the citation, they actually the inspector was like a few numbers off.

So everybody who got the citation were really the people who took care of their properties.

And I could see why you would want to waive it then, but why would you want at your discretion to be able to waive fines and fees for those who might actually be in violation of what we're trying to uh do?

Right.

I appreciate the question, and you really you know hit the nail on the head with that example as if there is a mistake made that it's not something that has to go through the entire process, uh, which has been made uh more lengthy in this uh version.

Well, actually, the the previous version that we passed this bill, that's not this nothing in this section has changed from the previous version that we passed, but this does make it so that you know if there is a violation or a fee and fine issued an error, um, that it can be resolved more quickly.

Um, next going down to line 16.

Um, so the amount of unpaid abatement fees may be certified by the forest division submitted to the office of the controller for issuance of a special tax bill.

And if they don't pay the tax bill, as I understand it, it then becomes part of your um unpaid taxes if you don't pay your special tax bill.

Is that how you understand it?

I'm really including this one.

Uh I'm excited to uh introduce and I actually want to thank the Alder Woman from uh the 10th because we use a lot.

This board of Alderman has actually passed uh this resolution in the past, and we use a lot of the language that she provided around uh Rick the Ruler.

The 14th ward is getting a lot of upgrades in Loretta Hall Park, Loretta Hall Park is one of the gym parks that we have within the uh 14th awards of park where um it we have our car square day, it's a place where a lot of people in the uh car score community come to be able to have fun, and since uh uh my predecessor under the helms of Alder Woman Tamika Hubbard, there's been a lot of changes since then, including now one of the things that is gonna be coming to this park uh hopefully by the spring and the summer for Car Square Day is uh a new pavilion uh within Loretta Hall Park.

And one of the things we want to do is name this pavilion after uh Rick the ruler, and I'm gonna yield um talking on some of his attributes and how amazing is it, how amazing he is to the Alder Woman from the 10th to uh just maybe speak on him a little bit more because I know she has uh some history, so I want to give uh her some time before I close on out.

First, I would like to proudly add my name as a co-sponsor to resolution 242, and the all of these resolutions um in full transparency are personal to me.

So I don't want to stand up here and get emotional today.

Um, this is a lot of work that is being um captured and honored this way and for the generations of impact that our beloved um big cousin, Rick the ruler made, um, not just down uh at this space that was created where he was known for being the grill master and and being there 247 as they prepared um for the celebration of downtown day.

Um but I also would be remiss if I didn't talk about the decades and again generations of impact he made on families through our St.

Louis City Parks and Recreation Division at Handy, and then um at Woe Rex Center.

So again, there's I could go on and on.

I'm getting the goosebumps and emotional about it already.

So I just again would proudly um first thank Alderman Aldrich for doing this and proudly add my name as the co-sponsor.

Um, as the Alder Woman from the uh tenth said, you know, he was known for being the pit master.

They said he didn't mess around on a grill.

And one thing that we're looking to do with this pavilion is continue to use uh this space for the community to have uh events where I'm gonna be real in our neighborhood uh an uh a cookout, and for uh uh my black colleagues in the in the room, you know what I mean with a cookout is.

Um we want to be able to use that space to continue to have that joy and that energy and use that space for that.

So um, with uh with the respect of everybody, hopefully support Madam President, I'll ask for uh adoption on resolution 142.

We just got uh a new basketball court, and I want to shout out Brock Seals who did an amazing job on painting this court and really putting uh some some life into it.

Um and there could be no other uh person uh that come out of this community uh to be able to name the court after them, Floyd Irons.

Again, another Mashauna night.

You know, I ain't go to Veshon, but I know how I see Durrow in the back, you know, and and I see the chief of staff also went to Vishne.

You know, they do not play about Veshawn.

And Coach Irons really turned around uh Veshon basketball team, making them a powerhouse where they went on to win 10 Missouri State Basketball Championships.

Um, this is a man that has uh really not only uh supported young people but also mentored so many young people and gave them an outlet and gave them a space uh to be able to just be themselves.

So, you know, we're looking to also recognize uh the basketball court and car square after Florida Irons and would open up for any questions.

If you haven't had the opportunity to come to Loretta Hall Park, and for the skaters out there, I can skate even with my prosthetic.

I gotta have a little stopper though.

But for the skaters out there, ain't nothing like a good skating rink.

And it is so much joy.

It is so much fun uh to have this skating rink that we have in Car Square.

I think maybe the next kind of closest skating rink is her ground, but under the leadership of uh former Alder Woman of the Fifth Ward who served this proud body uh for many years, used uh um used funds to develop this park and by bringing a skating rink.

And it's not just a typical skating rink, what's really cool about it.

It even has a sound system where people are able to plug in their Bluetooth.

And you know, this Alder Woman, you know, my big sister, we have we've we've been through it.

We've been on the same side and opposite sides and love each other, upset with each other.

But one thing that I can say, her work speaks for itself and the work that she has done in this war, and it's an honor to be able to, you know, stand on her shoulders.

It's an honor to be able to say serve the same area um that she has served for so long as both of us coming out of the same neighborhood.

You know, she has brought over 1.75, and that's just one project, billion dollars of development.

We're working very hard with state and federal partners to bring the NGA to uh St.

Louis and bring it over to Northside that can really be a binking uh for development.

But she didn't stop there.

She uh upgraded Webster School, turned it into senior living.

She brought a save a lot uh to our area so that we can have opportunity to shop.

Greenleaf 21 uh Last Hotel 21C, uh the Zoom Little Loretta Hall, New Town Homes, the Jefferson Arms Hotel that is actually uh going up now, started under her leadership.

And there's just been so many things that uh she has done to uh improve uh the old fifth ward and now 14th ward.

And this is just one way uh from the community.

We want to be able to honor her uh by naming the skating rink after uh the former fabulous Alder Woman, Tamika Hubbard, and just thank her for all the great things that she has done.

I I encourage everyone to read the entire resolution um on the work that former Alder Woman Tamika Hubbard did, and and just know that that is only a snapshot.

Just know that it is family, and I know they are watching.

Uh I saw behind the scenes the work, the hits, the pressure, a lot of the um misplaced, I'll just say energy on the floor, but somebody that only wanted to serve and bring back resources to her community because she got it on my mother love and my father in love, Penny Hubbard and Rodney Hubbard, who instilled that in her and my husband, Rodney Hubbard, who saw who led and serviced in in any position he was in to this day.

So no matter what you think or know or read or post, this family has been about service for generations.

Steps like this that you are taking make a difference.

Tamika, if you watching since she did it, you deserve a round of applause for the work that did down here to my family.

You know, I echo everything uh the Alder Woman from the 10th said, you know.

Uh this uh young Queen also comes from a long uh history of public servants, people who have served our community from you know, some of us call them Papa Hub, um, but Rodney Hubbard Sr., who is a committee man of the fifth ward, uh former committee woman, uh Penny Hubbard as well, state representative uh of the 78th, as well as Rodney Hubbard Jr., uh, who is also uh the state representative of the 78th.

You know, we're talking about uh a family that has always wanted to see their community improve and have had the opportunity to not just talk about it but put it into action.

And again, I'm just honored that I have the opportunity to be able to learn so much uh from the previous uh Alder Woman and she keep it real because you know this is it's a it's a contact sport, and sometimes people don't understand um you know what's really going on to try to improve and better the neighborhood.

So, you know, I appreciate all the knowledge and all the uh the the things that she is putting into me and making sure that I don't hit the same landmines that she did, um, and just been super honored to be able to uh get to know her even more, stand on her shoulders and following her footsteps uh within the ward that she once served.

And this is just a small token of thank you to her and her leadership for what she has done for the fifth ward, Alder Woman.

I just wanted to announce, as most people uh will be aware, that it is Mardi Gras weekend in the city of St.

Louis this weekend.

This evening, uh, we will have the mayor's ball, which will take place right here in City Hall.

And then we will also enjoy the Mardi Gras parade uh beginning at 11 a.m.

on Saturday.

So I just want to thank my colleagues who joined me in being a little festive with our Mardi Gras beads uh for joining and celebrating this historic event.

Uh St.

Louis has always been known as having they say the second best, but I say the best Mardi Gras in the nation.

Um and I also want to uh stop and acknowledge that I know we're having the celebration this weekend in the context of recovery.

There are parts of city that are still recovering from the May 16th tornado.

So I just wanted to publicly thank the Mardi Gras Foundation for donating the proceeds from tonight's Mardi Gras ball to the city's tornado recovery fund as we continue to recover this weekend.

Have fun, everybody, and be safe if you're coming out to enjoy Mardi Gras.

Um, I wanted to just first announce my gratitude for there was a town hall at 2720 Cherokee at the Golden Record that was focused on the tornado recovery.

Um we had the the same evening as a planning commission, so I was not able to attend, but I really want to commend folks who are making sure that we don't just have the conversation about tornado recovery in any one part of our city.

I think it's actually an excellent idea.

I heard the room was packed for many residents that we are continuing to engage the south side of our city and all of our city, particularly those of us who may not be driving through communities that are still very much devastated, that we're being reminded um of the area that's still in need.

And so I want to thank everyone who went out to that meeting and to make sure that our you know our neighbors know that we don't just care about the things that directly impact us and we're interested.

And then unfortunately, um, my second announcement is much sadder.

Um I'm sure many of you all saw in the news media this week that at this Starbucks lot that is located in the Tower Grove East neighborhood.

We had a senseless um, and I really do mean senseless murder.

Um they use they them pronouns.

Their name is Sam, and I'm sorry, I'm trying to just keep um my composure.

Uh, they were just sitting in their vehicle, and someone um walked up and and um and shot them and murdered them in real time.

And uh I think when these things happen as leaders, you always just really struggle because there's nothing that you can do on the front end to say that you know, to protect that resident, even if you talk to families, even if you talk to business owners, damage has already been done, and it does a lot of damage to people's sense of safety.

I'm really proud to represent communities that are walkable, people walk their dogs, they can walk to a corner or um we're often advocating for projects to keep our community that way, and so anytime something like this happens, um the damage is just really really difficult.
